December 17, 2001 A motion was made by Sharon, seconded by Ernestine that the minutes be adopted as printed. Carried. There was no new business arising from the minutes. Treasurer’s report: Joan reported that the Chequing Account has a balance of $1,476.52 . The Millenium Chequing account has a balance of $167.14 and the savings account $3535.70. There are two terms of $1086.94 each. The books will be turned over to Don Foster for auditing this week. A motion was made by Joan, seconded by Les that the report be adopted as read. Carried. Budgets are to be in by the end of December so that they can be reviewed before the January meeting. Correspondence: A pamphlet was received from the Rural Development Corporation re the masters program. The Tiger Hills Arts Association is holding the festival in Glenboro this year. The CDC will again give the Tudor bowl and will also do some advertising in the program. We also received a letter from them regarding their fundraising drive. A letter was received from the Manitoba Community Development Corporation Association re a meeting to elect representatives for the area. Don and Catherine Rogers thanked us for the flowers on the occasion of their 50th anniversary. Old Business: The Volunteer Appreciation Day preparation is under way. Sharon reported that the donations for the auctions are coming in. Letters have been sent to the service groups informing them of our meeting. Cliff reported that the float was in the Santa Claus parade. Many thanks to Ed Vertz, Wayne Davidson and Shawn McPhail for helping Cliff with the float. Committee Reports: Properties Committee: Moray Jamieson Theatre: Very little to report on the theatre. Don reported that November was a good month in attendance and revenue, however, December has been extremely poor as there is so much on at this time of year. The theatre is currently looking into new carpet runners for the aisle as they are in need of replacing. Hall: Little to report on the hall other than our debt has been paid off. However, there still are a few areas that need attending to that we did not get around to addressing. Many of the tables are in disrepair with approximately 10 needing replacement. There is the possibility of changing to round tables that can accommodate 8-10 people. Also some of the chairs need to be replaced. Other issues to be discussed at our next properties meeting in January will be upcoming fundraisers, a possible loading zone/fire lane on the east side of the building as well as reviewing managerial duties at the hall. Concrete splash pads for the down spouts have been installed on both sides of the building. Paradise Plumbing were in to inspect the heating units. We hope to have the framed print donated by Lorelie Mitchell mounted in the hall before the annual meeting. Agricultural Committee: Dennis Wytinck No report. Tourism Committee: Cliff Cullen Mercantile Committee: Jacquie George No Report. Economic Development Officer: Darren Myers The Christmas Lighting contest winners for 2001 are as follows: 1st - Harry and Bernice Friesen Congratulations to all. Kudos to the Glenboro community for the many beautifully decorated homes and businesses this year. I sent a congratulatory letter to Kim Penner who has opened up the Glenboro area's newest business. The entire community wishes her the very best of luck with this venture. I was asked by the Turf Club to draft a letter pertaining to the economic and social impact that the Great Western Harness Racing circuit has on the Glenboro community. I have done so and forwarded same. The races are an important event for the community and should be supported wherever possible. I have applied for the remainder of the Community Connections grant monies ($300) from the province. It should arrive here in the not too distant future. The access site based out of my office has seen some community use during the past month. The Glenboro and Areas 2002 Community Events List has been completed and has already been forwarded to both Travel Manitoba and the Southwest Travel Guide. This is a very useful tool for promoting our area. I plan to place a clip 'n' save ad in the first wide circulation issue of the Gazette in the New Year. Greenbacks 2001: This year 21 businesses are participating in the Greenbacks promotion, up one from last year. The program began Thursday, November 15th and runs until December 24th, 2001. Loans of up to $1500 may be negotiated at the Credit Union and spent in the various participating businesses. A maximum of 10 greenback cheques will be issued to individuals with each loan. Merchants are charged 2.5% on goods and services sold on greenbacks. Those who negotiate loans have the option to enter their name in a draw for a Gourmet Village gift basket, an approiximate value of $100.00 as added incentive to participating in the program. Many thanks to the Credit Union for supporting this program year after year. The SouthWest Travel Guide was soliciting community information for their 2002 publication. I have re-written the Glenboro editorial that appears in the book and forwarded it along with the 2002 schedule of Glenboro and Area events for inclusion in the guide. This publicatin has been very successful the past two or three years with over 40,000 copies printed. The GCDC and Golf Club have agreed to share the cost of a half page ad for the upcoming year. Cliff, Joan, Sharon and myself have met a couple of times to discuss the annual general meting and newcomer's welcome scheduled for January 30th, 2002. The agenda for the evening and several other items were discussed. Things are slowly coming toegether and it should be a great evening. Cliff and myself attended the MCDCA Conference in Winnipeg on October 26-28, 2001. There were a number of different sessions pertaining to community development presented at the conference and a very good session in particular on the Community Works Loans Program. Some of the highlights from this session included the following: - Manitoba CDC's have made on average five loans each since the inception of the program - Credit checks on applicants can be completed by CFDC's or by the banks (Equifax) - Board decisions must be documented in detail - Is a good idea to pay out any loans made based on the submission of receipts (as opposed to just cutting the applicant a cheque for the full amount or else dispense the loan a portion at a time. - All committee members must sign a confidentiality agreement and abide by it; loan applications and board decisions are not to be discussed at any time; doing so has legal implications - Half of all new businesses fail in the first three years. This program is essentially a lender of last resort and/or complimentary lender in almost every case - it is a good idea to request post-dated cheques for loan payments - Regular contact with the loan clients is extremely important - Personal property registrations are a good idea if the loan you are making involes the purchase of a truck for a lawn mowing business, for example - anything with a serial number. - The obligation of the CDC is to make good loans and to do the paperwork as requested. Every effort must be made to collect on bad loans. All in all I thought the conference was pretty good and worth the time and expense in attending. The future of a Regional Development Corporation in Westman was discussed in brief and input from past and present members continues. What the new RDC will look like is still somewhat up in the air. A four person committee has been struck to come up with a structural model for the new WEDA. There is a good chance that the new system will operate on a fee-for-service basis. The recommendation of this committee is expected in January and will be reviewed by WEDA mayors and reeves sometime thereafter. Linda and Don Rankmore and myself continue to work on the new Glenboro website. It is progressing nicely and should be ready as per schedule. I do think however that the CDC will eventually have to invest in a digitial camera for use on the site. The cameras have really come down in price the past few years and are getting to be quite reasonable. Pictures of the area, businesses, etc. contribute to the overall appearance of the site and its' usefulness. This has been a very time consuming process but I think it is well worth the effort. Many thanks to Linda and Don for the tremendous effort they have expended to ensure the success of this project. I attended a workshop sponsored by the South West Regional Round Table in Boissevain on October 24, 2001. A presentation was made by the Estey Centre (based out of Saskatoon) regarding local economic development. They are proposing a pilot project with the Regional Round Table consisting of the following. They plan to develop a training manual to be used for training EDO's in business attraction. The RRT would serve essentially as a guinea pig in the project. Once the manual is developed and refined, the Estey Centre will own the material and then use it for training in other provinces. This project is pending government funding. I hosted the latest Regional Round Table meeting December 12, 2001 at the hall. The Regional Round Table continues to operate in the absence of a Regional Development Corporation. Current projects are as follows: - Round Table website - the commencement of a community Leakage Study to determine where community dollars are spent and it's impact on local businesses - Trade shows: It has been suggested that the Round Table attend a trade show in Leaf Rapids to promote the region. Due to the closing of their mine, a number of workers and their famillies may be looking to relocate to other communities. - A PCensus training session is being organized for February in Killarney. PCensus software was purchased and distributed among the member communities of the Round Table. The future of this organization has always hinged on the WEDA issue. Until this is resolved, the organization plans to carry on with its' activities indefinitely. The reorganiation of a Regional Development Corporation weighs heavily on the minds of this organization. This issue has been followed very closely. The 2002 Round Table executive is as follows: Chairperson: Darren Myers (Glenboro) Vice-Chairperson: Ruth Mealy (Boissevain) Secretary/Treasurer: Leanne Rowat (Souris) Museum Committee: Ernestine Sepke There was no December meeting but we are going ahead with the history book. Please watch for information in the paper. Please let all your friends and relatives that you see over the holidays know that we hope they will send us their histories. We will have our first history book meeting after January 9th. Our annual meeting is on Wednesday, January 9th. Everyone is welcome. Our Santa Clause parade day went well.
