February 18, 2002

The Executive of the Glenboro Community Development Corporation met in the R.M. of South Cypress on February 18th 2002 at 7:30 p.m. Present were Ernestine Sepke, Darren Myers, Joan Neale, Cliff Cullen, Moray Jamieson, Les Anderson, Tanya Drinkwater and Sharon Hamilton.

A motion was made by Sharon, seconded by Les that the minutes be adopted as printed. Carried.

There was no new business arising from the minutes:

Treasurer’s report: Joan reported that the Chequing Account had a balance of $8,007.40. The Millennium Chequing Account has been amalgamated with the Chequing account. The Savings Account has a balance of $3,537.93 with two terms of $1,091.19 each. A motion was made by Joan, seconded by Les that the report be adopted as read. Carried. Joan made a motion that we adopt the proposed budget for 2002 as printed. It was seconded by Ernestine. Carried.

Correspondence: A thank you note was received from Harry and Bernice Friesen for their prize for the Christmas lights contest. Marshal Paxton of Intergovernmental Affairs has requested an annual report for the Community Works Loans Program. Darren and Cliff will work on and forward same. We agreed to pay the START membership fee for 2002 of $100.00

Old Business: The annual meeting dinner and auction was a huge success. The profit from the evening was $2,952.17. Many comments have been received about everyone having an enjoyable evening. The results of the survey are in with a disappointing response of only 28 surveys returned. We are hoping that more surveys will be returned. Results of the survey are posted on Glenboro’s website at www.glenboro.com. Les will compose a business survey and present to the local businesses.

Doctor White arrived in the community on January 21st. Prior to his arrival a request for furniture was made to the community and those items gathered were moved into his house on Cochrane Street. Moray and I made the trip to Carberry on the 21st to pick up his vehicle for him. Many thanks to those in the community who have so graciously lent furniture to make Dr. White’s arrival comfortable and also to Moray Jamieson, Cliff Cullen, Dan Fehr and Walter Swanepoel for their assistance in moving the furniture into his home.

After months of preparation the new Glenboro website was launched in January and thus far the reviews have been favorable. Don and Linda Rankmore should be commended for their involvement with the site and for the tremendous amount of time that they have dedicated to this project. It is our intent to keep the site current and up to date on a daily basis. There have been several business page requests made from local merchants that we will begin working on immediately. A fee schedule has been determined and any businesses wanting to set up a page can contact either Linda or myself. The public’s assistance is crucial to the ongoing maintenance of the site and input is both sought and appreciated Arran Wytinck is working on an article on the site that will appear in either this week or next weeks Gazette.

The returned GCDC surveys have been reviewed. A synopsis of those results is as follows:

The GCDC drafted a survey to mail to all Glenboro and R.M. residents in conjunction with the 2002 membership letter. The purpose of this exercise was to gather feedback from within the community on a variety of issues. Approximately 500 surveys were mailed to all residents in the Village and R.M. of South Cypress. Of those, 28 surveys were returned or 5.2% of those circulated. As requested, the GCDC included a question in the survey pertaining to Natural Gas. The question read: "Do you support the Village of Glenboro and R.M. of South Cypress’s participation with the Heartland Gas initiative? Do you support the notion of bringing Natural Gas to the Village and Municipality?"

There were many comments made regarding community improvements, GCDC initiatives and other general concerns/suggestions. Some of the more notable comments are listed below.

Fix sidewalks in disrepair
Tear down old buildings not in use
Remove obsolete business signs in town and on highway
Business attraction: Lumber yard and clothing store were mentioned
Mercantile Committee and Tourism Committee need to be more active in the community
Good customer service for businesses is extremely important
New location for library
Need for an automated banking machine
History book project deemed important

Rural Forum will be held April 25-27th at the Keystone Centre. I haven’t seen an agenda for this years event but assume it will be similar in format to previous years. The Glenboro display needs a minor tune-up to prepare for the Forum. This task should be completed in short order.

The START organization is in the process of organizing a one day regional workshop for Tourist Booth operators. This will be held in Brandon on either June 8 or 15th. We should be receiving more information shortly. Hopefully we will have our student hired by that time so he/she can attend the training.

The Parks Route Board met on February 4, 2002 in McCreary. The Parks Route is currently involved with the following projects:

- A highway sign was erected just west of Neepawa in November. A second sign will be ordered and placed in a strategic location in the very near future, hopefully this spring.

- The website is undergoing some changes and will be updated later this month

- The small highway signs placed along #5 highway last summer did not turn out as planned. They are hard to read and the colors are somewhat off color from the original plan. Highways will be placing a type of film over the signs this spring. This is supposed to lighten up the wording in particular and make them more readable.

- A Parks Route brochure is in the works and funding opportunities are being investigated.

- The 2002 membership drive is underway

The Southwest Regional Round Table met February 13th in Killarney. This group is involved with a number of projects, some of which include:

- PCensus Training will be held March 13th in Deloraine. One thousand dollars has been set aside to purchase the update once it becomes available. All member communities have received this software.

- The Round Table will be contracting out a regional leakage study for the Round Table communities based on the current PCensus data. The purpose of doing so is twofold:

1. to determine the dollars leaving each community for purchases made elsewhere

2. identify community opportunities

- Leaf Rapids: the potential exists to contract a person(s) to coordinate and attend a trade show on the RRT’s behalf.

- WEDA Update: The four person committee identified at the Mayors and Reeves meeting held in November in Brandon have still not met and as a result the issue is still unresolved with apparently little action taking place. The RRT will attempt to meet with this committee in the near future and will volunteer to help in this process if our help is wanted. The absence of a Regional Development Corporation affects all Westman communities and the sooner this issue is resolved the better.

Museum Committee: Ernestine Sepke

The history book meeting is on February 20th at 7:00pm at the school theater. Anyone wishing to help please come. Information regarding the histories will be put on the Glenboro home page.

We made $62.00 at the Dutch auction held on the night of the GCDC annual meeting. Winners were Joy Lalonde of the cow and teddy bear, Ken Dowd of the blue dog, Arlie Jamieson of the pink doily and Lorna Wallis of the flashlight toolbox. Thanks to all that bought a ticket. We have decided that we will have chili and home made garlic bread along with our regular menu at the bonspiel. Ernestine will be ordering the food from local businesses. The fries, which were donated again this year will be picked up at Carberry on March 14th. Memberships are coming in. Please contact Grace Olsen or Ernestine Sepke if you would like one. The Glenboro area Foundation has advertised their grant again this year and we decided we should apply to help pay for show cases to house Ab Gowanlock’s memorabilia.

New Business: It was discussed about possibly amalgamating the Mercantile and Tourism committees. Cliff has booked the hall for the last Wednesday in January of 2003 for the annual meeting.

The date of the next meeting is Monday, March 18th 2002 at 7:30pm.

A motion was made by Moray, seconded by Les that we adjourn. Carried.
