The Executive of the Glenboro Community Development Corporation met in the R.M. of South Cypress on October 21st, 2002 at 7:30 p.m. Present were Ernestine Sepke, Joan Neale, Cliff Cullen, Moray Jamieson, Darren Myers, Bob Jewsbury, Les Anderson and Sharon Hamilton. A motion was made by Sharon, seconded by Ernestine that the minutes be adopted as printed. Carried. Cliff mentioned that the possibility of having the camel base stuccoed this fall was recently investigated. This project has been put off until next spring. The base is chipped in several spots and requires some attention.. Treasurer’s report: Joan reported that the Chequing Account has a balance of $5,757.91. The Savings Account has a balance of $3,392.68 with two terms of $1,099.30 each. We have received the tax levies for the hall from the Village and R.M. of South Cypress. A motion was made by Joan, seconded by Les that the report be adopted as read. Carried. Correspondence: A letter was received from the Curling Club requesting an advertising fee of $25.00 for the CDC sign located in the club. The Tiger Hills Arts Association is requesting an annual membership fee of $30.00.
Committee Reports: Properties Committee: Moray Jamieson Hall: The properties committee held a meeting on Sept 30th with seven members in attendance. With the closing of the Legion Hall, the Kinsmen Hall has and will be experiencing an increase in usage. The hall contracted Norbert’s Manufacturing to build 4 portable divider walls, each measuring 10’ x 8’. These walls can be utilized for smaller functions where the entire building is not required. The dividers (frame work only) are presently at the hall waiting fabric covering. Anyone or organization considering renting space for small gatherings, please contact Sandra Hamilton. We are expecting to have this completed by early December. We currently have the Motor Vehicle Licensing Branch attending the hall every third Tuesday. MPIC has expressed an interest, and if so would attend weekly. Ten new tables have been ordered; six 60" diameter round tables and four 30" x 96" rectangular tables that will be constructed of high quality materials with arbrite tops that will match the current stand up tables and kitchen countertops. New chairs for these tables (90-100) will be considered for next year’s purchases and upgrades. The hall has also decided to keep most of the older tables that would be used for auctions, craft sales, etc., along with the possibility of renting some of them out. We hope to have a work bee at the hall sometime next month to install some of the ceiling panels that were damaged due to high humidity/condensation from summertime, as well as replace a number of fluorescent lights that have burnt out. Theatre: The first phase of renovations to the theatre will hopefully begin later this week (pending weather conditions). Phase One will encompass chimney replacement and roofing improvements. Shingles arrived on Saturday and the labor has been contracted out to Haslen Construction. The total cost of the project, which also includes fire protection upgrading in the furnace area as well as the lobby, is approx. $7500. A portion of the $3500 grant applied for will be sent to us once receipts have been forwarded to Community Places. With cash on hand, a portion of the grant money and donations being received through the "Donate A Bundle of Shingles" fund-raiser, we hope to have this phase completely paid for. Should there by a short fall, the CDC has indicated they will cover the deficit and will be reimbursed from theatre fund-raisers. Anyone wishing to donate a $20.00 bundle of shingles please contact Don Foster. A tax receipt will also be issued. We hope to hear from the Brandon CDC in early December as to our other grant application. Last month we reported a shortage of projectionists. Since then, a number of individuals expressed an interest in operating the projectors, as well as a concern that our theatre should not close. We currently have Don Foster as theatre manager, A.J. Dowd and Leo Matt operate the concession, Chris Tanasichuk, Louise Gregoire and Dan Fehr as current projectionists. We welcome Ernestine Sepke, Bruce Anderson, Michelle Hanson and Tim Wallis, all expressing an interest in helping out with the operations of the theatre. With new operators in the projection booth, we hope to go back to our regular weekend showing of Friday, Saturday and Sunday later this year. Agricultural Committee: Ed Vertz No report. Tourism Committee: Tanya Drinkwater Darren and I met with Leech Printing on September 30th to begin the process of re-designing the Glenboro brochure. Our current stock is very low and we want to make a few changes before re-ordering. The brochure will go through a minimum of three proof phases before they go to print. We hope to have them completed and on hand by the end of December or very early in the new year. We have placed a half-page advertisement in the 2003 edition of the Southwest Travel guide. Our ad has been re-designed for this year and will include a complete list of community events for the upcoming year. The guide will be published and ready for distribution by the end of December. Darren also made some changes to the Glenboro editorial that is included in the guide. Southwest Trails Association for Regional Tourism is the organization coordinating the publication this year. In order to create our ad Darren had to complete our 2003 Community Events list much earlier than normal. A clip ‘n’ save block ad will be placed in the Gazette early in the new year. Anyone who missed the deadline for the events list is encouraged to give Darren a call a.s.a.p. Economic Development Officer: Darren Myers On September 16th Sherry Dangerfield (Interpretive Planning Research Writing Design) was in our area on a tour of completed and planned Trans Canada trail sections. Sherry has been hired by the MRTA to complete the MRTA’s Interpretive Program (i.e. maps and signs for Manitoba’s Trans Canada Trail). Rod Noel, Madeleine Robinson (Park Interpreter), Sherry and myself spent the day on the trail identifying the unique features of our area and scouted potential locations for trailhead signs and Trans Canada Trail signs (funded by the Bronfman Foundation). MRTA will also be producing some of their own interpretive signs. Sherry will recommend where and how many of each should be placed in each area. In related trail news: 1. Representatives from the German Army will be in the area towards the end of the month to explore the possibility of constructing a bridge across the Assiniboine River. A meeting with the Premiere will also be held at this time. The Assiniboine River crossing issue is viewed as a major stumbling block in the completion of the Trans Canada Trail nationally. A bridge over the Assiniboine is considered a key link in joining the Trans Canada Trail system of the east and the west. The "Reconnaissance Team" will be made up of three personnel, including a design engineer. This is the initial planning step for the German Army to determine the feasibility of constructing the bridge. Based upon expression of interest by them, they hope to support the Trans Canada Trail Foundation/Canadian Military Engineer 2003 "Bridges for Canada" initiative. 2. Swan Lake First Nation has expressed an interest in our Trans Canada Trail project. Initially we had contacted them regarding permission to construct a small portion of our trail on their lands in order to link up with the Carberry/North Cypress group. Swan Lake is now very interested in the project and are exploring the possibility of completing their own section of the trail on their lands. If this happens, Swan Lake would become the 18th Trail Association in Manitoba working on the project. I contacted Glen Tosh regarding the "Greenbacks" promotion and Westoba is willing to act as financial sponsor again in 2002. I will be sending letters to last years business participants this week in order to determine interest. I will also place an ad in the Gazette to welcome new business participants into the program. As per usual, Greenbacks will run from November 15th to December 24th, 2002. The purpose of the program is to encourage local shopping by offering the public six-month interest free loans of up to $1500 to use at participating Glenboro and area businesses. The GCDC coordinates and promotes the program on behalf of the area merchants. Kris Doull from Culture, Heritage and Tourism was in Glenboro recently to certify the Theatre’s Community Places project. The roof renovations will be completed this fall with the remainder of the interior work completed next spring. Wheat Belt Community Futures Development Corporation recently requested some local information with regards to the Korean Investment Program. They have requested a list of all business opportunities available in our area. Wheat Belt meets regularly with Korean investors interested in relocating to Canada and in particular, the Southwest. I have forwarded a list of local opportunities for inclusion in their package. Wheat Belt is also coordinating a proposal for the Southwest region regarding the Federal Broadband (High-Speed internet) program. A meeting was held in Cartwright on October 17th to explain the program and the process involved. Interested towns and R.M.’s have been asked to submit a letter of support indicating their interest in obtaining high speed internet. A regional proposal will be forwarded to the Fed’s by the October 31st deadline. Should this proposal be accepted, a business plan must be created and submitted to the federal government requesting funding to carry out the project. I have drafted and forwarded a letter of support on behalf of the area in order to become involved in the project. Museum Committee: Ernestine Sepke Truelove’s came and gave us an estimate on the lighting. We have made up a preserve hamper. Tickets are on sale at the bingo. If you would like tickets come to the bingo. The draw will be made on November 1st. Craft sales were slow this year. The history book meeting will be held on November 6th at the museum at 7:00pm. Grace has resigned as chairman of the bingo committee. Ernestine will look after it until we can get a new member who is willing to sit on the board and hold an executive office. Tracy Martin from Brandon Tourism wants a museum pamphlet to put in a book being made for next January. New Business: The CDC will have a float in the Santa Claus parade on December 7th. We are planning our annual meeting to be held on January 29th, 2003. Another exciting event is planned. Watch for details!
