  MONDAY, APRIL 19, 2004

Present:            Glen Tosh , Joan Neale, Bob Jewsbury, Earl Malyon, Cindy Skanderberg, Grace Oleson, Darren Myers, Ed Vertz, Moray Jamieson, Tanya Drinkwater

  1. Called to order by Chairman – Glen Tosh at 7:05 pm
  1. Glen read the minutes of the previous meeting and it was MOVED by Earl that the minutes be adopted as read.  SECONDED by Grace.  CARRIED.
  1. Old Business

3.1    Rodeo Update – There has been $2,300 confirmed in sponsorship money from local businesses and over $800 in merchandise.  Tanya has responded to the letter to the editor in the most recent edition of the Glenboro Gazette

3.2    July 1st Fair Day – Joan and Darren will draft a list of workers

3.3    High Speed Internet Project – We received $265 from the RM VLT Grants.  We are still short money and it was suggested we go back to the councils as in other communities the councils paid for the entire project.  This will be discussed again at the next meeting.  The towers are up and ads are in the paper as to where people can sign up.

  1. Treasurer’s Report – Joan presented and MOVED the financial statements as presented.  SECONDED by Cindy.  CARRIED.
  1. Correspondence – Glen read the appropriate correspondence.
  1. Committee Reports

6.1    Properties – Meeting tomorrow night and will have a full report next meeting.  The one issue is the Theatre where MGM is changing the system they use to play the movies.  The cost of the upgrade is $2000 and without the upgrade we will no longer be able to have movies.  We applied for and received the VLT grant of $500.  The Theatre will pay for the funds out of their account but may have to put the Community Places project on hold as a result.

6.2    Agriculture – No meeting.  Ag days was a success but attendance was down.  The committee will try more advertising next year.

6.3    Tourism – Nothing to Report

6.4    Museum – SEE ATTACHED

6.5    Mercantile/Promotions – No committee in place at this time.  Cindy Skanderberg asked if she would consider being the chairperson of this committee.

6.6    Economic Development – SEE ATTACHED

  1. New Business

7.1    Signage for the Glenboro Arena – The committee supports signs for the Arena but did not feel it was the responsibility of the GCDC to pay for it.  Glen will respond to Eric in this fashion

7.2    Town Wide Customer Appreciation Day – The idea was brought forward of all the businesses in town banding together and having one big customer appreciation day rather than each business hosting their own.  The committee agreed that this was an idea worth pursuing and Glen is to draft a letter to all the businesses in town to see what the response is.

7.3    Organizational Structure – Glen reviewed the Org Structure of the committee as per the Organizational Guide dated February 2001.  Currently we have 3 vacant positions and they are the Vice Chairman, Secretary and Chair of the Mercantile/Promotion Committee.  We will continue to look for people to fill these positions

7.4    Elevator – Ed wondered if it wasn’t time that we approached Agricore again about their plans for the Elevator.  Glen, Darren and Ed will look into this in more detail.

  1. Date of next Meeting – May 17, 2004
  1. Meeting adjourned by Earl.

Development Officer's Report

April 19th, 2004

Bill Shackel and myself attended a luncheon at Shilo on March 19th. A number of municipal officials from the surrounding area were in attendance as well. The purpose of the gathering was simply to promote and further good relations between the base and the many communities situated in close proximity to Shilo.

An application to the South West Regional Development Corporation for the Glenboro/South Cypress Wireless High-Speed Internet project has been rejected. The reason stated was that items cost shared by Provincial or Federal programs are not eligible for RDC funding. I recently learned however that the Municipal Group for Innovative Management of Livestock Waste in Manitoba received a $5,000 grant from the SWRDC in addition to $260,000 worth of Provincial monies. As a result I plan to appeal the decision made on our application and ask the RDC for an explanation. I applied for a grant to the R.M. of South Cypress for this same project and it has been approved for $200.

Don Foster recently informed me that upgrades to the projector at the Theatre are forthcoming. MGM films are switching to Cyan Dye Analog Soundtracks and as a result our projector will have to be equipped with red light analog readers in order to function. The approximate cost of doing so is $2,000. The R.M. of South Cypress has pledged $500 worth of VLT grant money towards this project.

The April 3rd, 2004 "Sister's of the Holy Rock" performance at Glenboro School was a sold-out success. All of the available 250 tickets had been purchased in advance. I would like to thank Sharon Hamilton and Joan Neale for their hard work with this venture and for making it the success it was. A lot of time and effort was put into hosting the "Sisters" and it is quite encouraging to be rewarded for our efforts.

Video Conferencing Equipment was installed at Glenboro School on April 6th. This equipment has arrived courtesy of a Manitoba Smart Network application to the Community Connections program. This equipment is available for community use by appointment. Please call my office at 827-2575. A small glitch in the system remains but this should hopefully be resolved shortly.

Cliff Cullen and myself changed the Canada flag at the Camel last week. A Manitoba flag has also been ordered but has not yet arrived. Mr. Newton at Glenboro School has graciously offered to provide some volunteer labor to help repaint the flag posts once the weather cooperates.

Rural Forum: April 22nd to 24th: I have the Glenboro display prepared and ready to go. Earl Malyon and myself will be in attendance for the entire conference. The Trade Show itself will be held Friday, April 23rd from 11:00 a.m. to 6:00 p.m. and Saturday, April 24th from 10:00 a.m. to 4:00 p.m. Admission to the show this year is free.

I attended the Parks Route Annual General Meting at McCreary on April 15th

(Highway #5 association). The 2004 Executive is as follows:

Chairperson: Tom Mowbray - Cartwright

Vice Chairperson Roger Lapointe - Ste. Rose

Secretary Jana Schott - Dauphin

Treasurer Darren Myers - Glenboro

The Parks Route is currently working on the following projects:

  1. New brochures
  2. Re-designed website
  3. Highway signage
  4. Meeting with the Minister of Transportation and Government Services in June regarding the condition of #5 and signage.

Town Wide Yard Sale: Saturday, May 29th, 2004. Mark your calendars! More information will follow in the next few weeks
