Minutes of the tenth regular meeting of the 2002/2003 Council
of the Rural Municipality of South Cypress held in the Municipal Council
Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, August 12, 2003 at
8:00 a.m.
Present at the Meeting, Reeve Earl E. Malyon, Councillors
Leonard J. Berry, John S. Hamilton, W. Jack Mooney, Walter R. Cullen, and Chief
Administrative Officer, Eric Plaetinck.
Reeve Earl E. Malyon, in the chair, called the meeting to
order at 8:00 a.m.
During the meeting, at the time indicated, Council met with
the following delegations.

RESOLVED that the minutes of the last meeting of Council
held on Tuesday July 8, 2003 be taken as read and approved, all statutory
requirements having been fulfilled.

RESOLVED that the Council of the Rural Municipality of
South Cypress authorize the payment of fiscal year 2003 accounts from cheque
#1345 to and including cheque #1398, as submitted to Council by the Chief
Administrative Officer.

#6858 W. R. Cullen – L. J. Berry
WHEREAS in October of 1980, Canadian Forces Base Shilo
received permission from the Province of Manitoba to install, a
communication cable along what was then Provincial Road 340.
AND WHEREAS this cable was buried, in part, approximately
5 feet inside the East limit of the said public right of way, at a point in
the North West corner of Section 5; Township 9; Range 16 WPM, extending
directly South for a distance of 3 miles to the South West Corner of Section
29; Township 8; Range 16 WPM.
NOW THEREFORE BE IT RESOLVED that the Council of the
Rural Municipality of South Cypress give authorization to Canadian Forces
Base Shilo for the said communication cable to remain buried in place on
what is now Municipal Road Allowance, as per terms and conditions stipulated
in a July 18, 2003 letter from Major A. L. Brooks.

RESOLVED that the Council of The Rural Municipality of
South Cypress acquire, in the 2003 season, up to 5,000 cubic yards of shale
from the Coates shale pit located at NW ¼ of Section 27-6-15 WPM (said
shale is to be dug out and stockpiled at Municipal expense).

WHEREAS severe drought conditions and grasshopper
infestations are bringing an early end to the grazing season, resulting in
producers being forced into early feeding and
WHEREAS local hay yields are extremely low with little or
no chance of a second cut and
WHEREAS with the closure of the border to Canadian
exports related to the BSE crisis, producers are faced with more animals to
feed and limited feed supply and financial means by which to feed them; and
WHEREAS local producers require financial assistance so
that the herds may be safely maintained;
NOW THEREFORE BE IT RESOLVED that the Council of the
Rural Municipality of South Cypress hereby requests disaster or other
financial assistance for local producers for the year 2003 with respect to
the severe drought and economic conditions within the Rural Municipality of
South Cypress; and
BE IT FURTHER RESOLVED that the Council of the Rural
Municipality of South Cypress requests the Federal and Provincial
Governments to streamline the claims process currently administered by the
Canada – Manitoba Crop Insurance Program for green feed crops to make them
available to producers immediately and
BE IT FURTHER RESOLVED that this motion be communicated
to the Premier of Manitoba as a matter of great urgency.

WHEREAS the Province of Manitoba does not have an
adequate beef slaughterhouse;
NOW THEREFORE BE IT RESOLVED that the Council of the
Rural Municipality of South Cypress urge the Province of Manitoba to assist
in establishing a beef processing plant within the Province of Manitoba.

RESOLVED That the property assessments as listed under
Schedule "B" be added to the R. M. of South Cypress’ 2003
Assessment Roll under the Authority of Section 321(1) of the Municipal Act;
AND FURTHER BE IT RESOLVED that the additional taxes
thereon as set out in Schedule "C" be added to their respective
property within the Rural Municipality of South Cypress, as added taxes for
Year 2003 under the Authority of Section 321(1) of the Municipal Act.

RESOLVED That the property assessments as listed under
Schedule "D" be added to the R. M. of South Cypress’ 2003 GIL
Assessment Roll under the Authority of Section 321(1) of the Municipal Act:
AND FURTHER BE IT RESOLVED that the additional GIL of
taxes thereon as set out in Schedule "E" be added to their
respective property within the Rural Municipality of South Cypress, as added
Grant in Lieu of Taxes for Year 2003 under the Authority of Section 321(1)
of the Municipal Act.

RESOLVED that the Council of the Rural Municipality of
South Cypress authorize the Administrative staff to attend the Municipal
Administrators Association District 2 Meeting to be held at Treherne,
Manitoba on Thursday, September 18, 2003.

RESOLVED that the Council of the Rural Municipality of
South Cypress do now adjourn @ 12:00 noon, to convene again at the next
regular meeting scheduled for Tuesday, September 9, 2003 at 9:00 a.m.
