Minutes of the fifth regular meeting of the 2002/2003 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Man. on Tuesday, March 11, 2003 at 9:00 a.m.

Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, W. Jack Mooney, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck.

Reeve Earl E. Malyon, in the chair, called the meeting to order at 9:00 a.m.

During the meeting, at the time indicated, Council met with the following delegations.

Wayne Johnson } Municipal Equipment Operators

Edwin Berry } Monthly Work Progress Report - 10:00 a.m.

Allan Bartram } 2003 Employment, Wages etc. - 11:00 a.m.

Ron Dalzell } 2003 Stockton Ferry Operator - 11:30 a.m.

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday February 11, 2003 be taken as read and approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2003 accounts from cheque #1057 to and including cheque #1107, as submitted to Council by the Chief Administrative Officer.

RESOLVED that the Council of the Rural Municipality of South Cypress appoint Allan Bartram, as Municipal Gravel Truck and Equipment Operator for the 2003 season, 50 hour work week and as per terms/conditions to be specified in his year 2003 employment agreement.

RESOLVED that the Council of the Rural Municipality of South Cypress appoint Ron Dalzell of Pilot Mound, Manitoba as operator of the Stockton Ferry for the 2003 season, (7 day work/on call week; 17 hours work/on call per day) and as per conditions to be specified in his year 2003 Employment Agreement.

RESOLVED that the Council of the Rural Municipality of South Cypress set the following hours of operation for the Stockton Ferry during the 2003 Season:

Open for operation 7 days per week, during the hours

of 6:00 a.m. to 12:30 p.m. and 1:30 p.m. to midnight. The

Stockton Ferry will be closed each day during the hours of

12:30 p.m. to 1:30 p.m. and from midnight to 6:00 a.m.

RESOLVED that the Plan of Subdivision of Land described as follows;

Being part of the South West Ό of Section 26, Township 7, Range 14W1, as shown on a drawing and being attached to an application for subdivision file #14-4187-03-3937, and being submitted by Kate Lewis and Henry Fast;

BE HEREBY APPROVED by the Council of the Rural Municipality of South Cypress.

Approval is given subject to the following conditions:

That a Variation Order be obtained reducing the site area requirement of the southerly parcel, from 80 acres to 70 acres

for an agricultural activity within the "A80" zone.

RESOLVED that the Council of the Rural Municipality of South Cypress appoint Mr. Glenn Jefferies of Glenboro, Manitoba to act as Weight Restrictions Enforcement Officer on posted restricted Municipal roads, during the Spring of 2003, with a maximum of a 40 hour week.

Subject to the approval by the Council of the Village of Glenboro.

The Village of Glenboro is to be responsible for 1/3 of the total enforcement costs incurred during the 2003 season.

RESOLVED that the Council of the Rural Municipality of South Cypress adopt the recommendations of the Glenboro Wastes Disposal Grounds Management Committee, as set out in their meeting minutes of February 4, 2003.

RESOLVED that the Council of the Rural Municipality of South Cypress, jointly with the Village of Glenboro, set the following days/hours of operation for the Glenboro Wastes Disposal Grounds for the period April 7 to October 6, 2003.

Monday - 9:00 a.m. to 4:00 p.m.

Wednesday - 1:00 p.m. to 8:00 p.m.

Friday - 9:00 a.m. to 4:00 p.m.

Saturday - 9:00 a.m. to 4:00 p.m.

RESOLVED that the Council of the Rural Municipality of South Cypress contract the services of Aime’s Used Oil & Filter Depot of Notre Dame, Manitoba to provide the necessary services required in acting as the Registered Carrier for used oil, oil filters and oil containers deposited at the Glenboro-South Cypress Ecocentre, as per rates and conditions to be specified in the year 2003 services agreement.

RESOLVED that the Council of the Rural Municipality of South Cypress accept the year 2003 Budget of the Western Manitoba Regional Library requiring a year 2003 levy from the R. M. South Cypress amounting to $6,206.00 or $7.56 per capita.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize a grant in the amount of $200.00 to the Village of Glenboro to assist with the carpet replacement in the Glenboro Library.

RESOLVED that the Council of the Rural Municipality of South Cypress acknowledge the 2002 Financial Statement of the Cypress River Memorial Hall Committee and accept a year 2003 operating levy requirement of $1,036.00 for the R. M. of South Cypress.

RESOLVED that the Council of the Rural Municipality of South Cypress award an academic scholarship, in the amount of $150.00 for the most deserving year 2003 graduating class student from the Glenboro School who enters post secondary education in Agriculture or Human Ecology, and also award an academic scholarship, in the amount of $100.00 for the most deserving year 2003 graduating class student from the Wawanesa School who enters post secondary education in Agriculture or Human Ecology.
