Minutes of the twelfth regular meeting of the 2002/2003 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, October 14, 2002 at 9:00 a.m.

Present at the meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck.

Reeve Earl E. Malyon, in the chair, called the meeting to order at 9:00 a.m.

During the meeting, at the time indicated, Council conducted the 2003/2004 Board of Revision and thereafter met with the noted delegations;

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2003 accounts from cheque# 1445 to and including cheque# 1503, as submitted to Council by the Municipal Administrator.

RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-law #1774 (Re: 2003/2004 Council Members’ Indemnity/Remunerations).

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of $988.41 to the Land Surveying Firm of Barnes & Duncan, of Winnipeg, Manitoba, for services rendered in the complete restoration of two missing survey outline monuments at the East Ό and the North Ό of Section 19; Township 7; Range 15 W1.

AND FURTHER BE IT RESOLVED that the Municipality make application to the Provincial Property Registry for reimbursement of 50% of the said restoration costs, under the "Survey Outline Monument Restoration Program".

RESOLVED that the Council of the Rural Municipality of South Cypress do now @ 10:03 a.m., form itself into a "Board of Revision".

The "Board of Revision" commenced at 10:03 a.m., to deal with an assessment complaint lodged against Tax Roll #26600. Municipal Assessors, MaryAnn Penner, and Bob Pennycook were in attendance for the duration of the Board of Revision proceedings;

RESOLVED that the 2003 supplementary current assessment at Tax Roll #26600 be revised, as recommended by the Assessment office.

NOW THEREFORE BE IT RESOLVED that the year 2003 and 2004 Assessment Roll of the Rural Municipality of South Cypress be adopted by the Board of Revision and returned to Council.

RESOLVED that the "Board of Revision" be now adjourned @ 10:20 a.m. and that we reconvene as a Council.

RESOLVED that the Council of the Rural Municipality of South Cypress adopt the report and decisions of the 2003 and 2004 "Board of Revision".

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of $6,723.02 to the Glenboro-South Cypress Weed Control District for services rendered in the application of 1,632 acres of roadside ditches with the grasshopper insecticide bait "EcoBran", during the summer of 2003.

AND FURTHER BE IT RESOLVED that Council authorize the transfer of ownership of a 2003 Model 60 Bran Bait Applicator, serial #0384, which was used for the said applications, to the Glenboro-South Cypress Weed Control District for the total original purchase cost of $1,974.15.

RESOLVED that the Council of the Rural Municipality of South Cypress designate the name "SITTAKAW ROAD" to the 4 miles of Municipal Road, between sections 17 and 18; township 7; range 13 WPM, as further indicated in red ink on the attached map, marked as Appendix "M";

AND FURTHER BE IT RESOLVED that the Municipality purchase and install a road sign, so named, where said road intersects with P.T.H. #2

RESOLVED that the Council of the Rural Municipality of South Cypress support the Glenboro Community Development Corporation in its endeavours to have broadband high-speed Internet established in the Rural Municipality of South Cypress and the Village of Glenboro.

RESOLVED that the Council of the Rural Municipality of South Cypress acknowledge and accept notification from the City of Brandon Fire Department that the Enhanced 911 Service Fee for the year 2004 for the Municipality will be set at $2.84 per capita, which is unchanged from 2003.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of $2,360.40, to Treherne Concrete and Supplies of Treherne, Manitoba for all labour, equipment and materials provided in the complete removal of a 6.5 ft. x 55 ft. deteriorated concrete sidewalk & adjoining concrete slab on the west side of the Municipal Office and the replacement with a new concrete sidewalk at the same site.

AND FURTHER BE IT RESOLVED that the Village of Glenboro reimburse the municipality 50% of the said costs, in consideration for their portion of the said project.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize Eric Plaetinck to attend the MMAA seminar entitled "Municipal Governance Management" to be held in Winnipeg, Manitoba on Friday, November 7, 2003.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize all members of Council and the Chief Administrative Officer to attend the Association of Manitoba Municipalities 5th Annual Convention which will be held in Brandon, Manitoba on November 24, 25, 26, and 27, 2003.
