Minutes of the fifth regular meeting of the 2003/2004 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, March 9, 2004 at 9:00 a.m.

 

Present at the Meeting: Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, W. Jack Mooney, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck.

 

Reeve Earl E. Malyon, in the chair, called the meeting to order at 9:05 a.m.

 

During the meeting, at the time indicated, Council met with the following delegations.

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday February 10, 2004 and minutes of a special meeting held on February 19, 2004 be taken as read and approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2004 accounts from cheque #1766 to and including cheque #1820, as submitted to Council by the Municipal Administrator.

RESOLVED that the Council of the Rural Municipality of South Cypress set the following hours of operation for the Stockton Ferry during the 2004 Season:

Open for operation 7 days per week, during the hours

of 6:00 a.m. to 12:30 p.m. and 1:30 p.m. to midnight. The

Stockton Ferry will be closed each day during the hours of

12:30 p.m. to 1:30 p.m. and from midnight to 6:00 a.m.

RESOLVED that the Council of the Rural Municipality of South Cypress appoint Ron Dalzell of Pilot Mound, Manitoba as operator of the Stockton Ferry for the 2004 season, (7 day work/on call week; 17 hours work/on call per day) and as per conditions to be specified in his year 2004 Employment Agreement.

RESOLVED that the Council of the Rural Municipality of South Cypress, jointly with the Village of Glenboro, set the following days/hours of operation for the Glenboro Wastes Disposal Grounds for the period April 5 to October 4, 2004.

Monday - 9:00 a.m. to 4:00 p.m.

Wednesday - 1:00 p.m. to 8:00 p.m.

Friday - 9:00 a.m. to 4:00 p.m.

Saturday - 9:00 a.m. to 4:00 p.m.

RESOLVED that the Council of the Rural Municipality of South Cypress contract the services of Aime’s Used Oil & Filter Depot of Notre Dame, Manitoba to provide the necessary services required in acting as the Registered Carrier for used oil, oil filters and oil containers deposited at the Glenboro-South Cypress Ecocentre, as per rates and conditions to be specified in the year 2004 services agreement.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the spending of $ 73,685.55 out of the Municipality’s Equipment /Machinery Replacement Reserve, established under By-Law #1107, for the purchase of a new 2005 Peterbilt Model 378 Highway Truck.

RESOLVED that the Council of the Rural Municipality of South Cypress endorse the actions of the Glenboro-South Cypress Fire Fighting Committee in the recent purchase of a used 1985 Mack RD 686S water tanker truck c/w 3000-gallon tank, from Cypress County of Dunmore, Alberta at the purchase price of $21,000.00 plus delivery and applicable taxes.

RESOLVED that the Council of the Rural Municipality of South Cypress agree to allow the Municipal Office located at 618 Railway Avenue in Glenboro, Manitoba to be designated and utilized as the Emergency Operations Centre in times, if/when, of any Glenboro/South Cypress area emergency.

RESOLVED that the Council of the Rural Municipality of South Cypress accept the year 2004 budget of the Cypress Planning District requiring a year 2004 levy from the R.M. of South Cypress amounting to $ 9,240.00.

RESOLVED that the Council of the Rural Municipality of South Cypress approve the following Grants/Levies in favour of the Glenboro Community Development Corporation to aid in the 2004 Operational Costs of its respective facilities and promotion activities:

Glenboro Community Promotion - $1,062.00

Glenboro Kinsmen Community Hall - $1,762.00

Glenboro Community Gaiety Theatre - $2,380.00

RESOLVED that the Council of the Rural Municipality of South Cypress approve the year 2004 contribution to the Tiger Hills Conservation District, of .67 mills, which calculates into a total requirement from the Rural Municipality of South Cypress of $ 7,042.00 for fiscal year 2004.

RESOLVED that the Council of the Rural Municipality of South Cypress accept the year 2004 Budget of the Western Manitoba Regional Library requiring a year 2004 levy from the R. M. South Cypress amounting to $5,993.00 or $7.30 per capita.

RESOLVED that the Council of the Rural Municipality of South Cypress acknowledge the 2003 Financial Statement of the Cypress River Memorial Hall Committee and accept a year 2004 operating levy requirement of $1,140.00 for the R. M. of South Cypress.

RESOLVED that the Council of the Rural Municipality of South Cypress grant $400.00 to the Glenboro Agricultural Society to aid in the staging of their annual fair, to be held on June 30 & July 1, 2004.

RESOLVED that the Council of the Rural Municipality of South Cypress support the Glenboro Community Development Corporation in its hosting the SPIRIT SANDS RODEO, being held at the Glenboro fairgrounds on July 17 & 18, 2004, by providing a grant-in-kind consisting of Municipal men & equipment in the loading and hauling of approximately 110 yds3 of sand to their rodeo arena, required in the preparation of their event.

RESOLVED that the Council of the Rural Municipality of South Cypress endorse the appointment of Reeve Earl E. Malyon as Director on the Board of the Municipal Group for Innovative Management of Livestock Waste.

RESOLVED that the Council of the Rural Municipality of South Cypress award an academic scholarship, in the amount of $150.00 for the most deserving year 2004 graduating class student from the Glenboro School who enters post secondary education in Agriculture or Human Ecology, and also award an academic scholarship, in the amount of $100.00 for the most deserving year 2004 graduating class student from the Wawanesa School who enters post secondary education in Agriculture or Human Ecology.

RESOLVED that the Council of the Rural Municipality of South Cypress renew its Certificates of Insurance coverage for the period April 1, 2004 to April 1, 2005 under the A.M.M. Municipal General Insurance Program thru the Insurance Brokerage Firm of H.E.D. Hayhurst Elias Dudek Inc. and thereby pay the respective premium of $26,703.00 (a decrease of 2.5%) which is based on coverage and values specified in certificate number AMM036, dated February 27, 2004.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize Reeve Earl E. Malyon, Deputy Reeve John S. Hamilton and CAO Eric Plaetinck to attend the A.M.M Western District 2004 Mayors & Reeves meeting which is to be held in Cartwright, Manitoba on March 15, 2004.
