Minutes of the ninth regular meeting of the 2004/2005 Council
of the Rural Municipality of South Cypress held in the Municipal Council
Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, July 12th,
2005 at 8:00 a.m.
Present at the Meeting, Reeve Earl E. Malyon, Councillors
Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, W. Jack Mooney, Walter R.
Cullen, and Chief Administrative Officer, Eric Plaetinck and Assistant CAO,
Darren Myers.
Reeve Earl E. Malyon, presiding, called the meeting to order
at 8:00 a.m.
During the meeting, at the time indicated, Council met with
the following delegations.

RESOLVED that the minutes of the last regular meeting of
Council held on Tuesday June 14, 2005 be taken as read and approved, all
statutory requirements having been fulfilled.

RESOLVED that the Council of the Rural Municipality of
South Cypress authorize the payment of fiscal year 2005 accounts from cheque
#2781 to and including cheque #2848, as submitted to Council by the
Municipal Administrator.

RESOLVED that the Council of the Rural Municipality of
South Cypress approve a payment of $12,000.00 to the Glenboro–South
Cypress Weed Control District as an advance for custom spraying of weeds on
Municipal roads, which is being carried out this summer.

RESOLVED that the Council of the Rural Municipality of
South Cypress request disaster financial assistance from the Provincial
Government’s Emergency Measures Organization for damages sustained to
properties, owned by the Municipality and by Municipal Residents/Ratepayers,
due to flooding caused by heavy rains during the period June 26 to July 11,
2005.

WHEREAS "Agriculture in the Classroom–Manitoba
Inc." is a non-profit organization dedicated to delivering
curriculum-based programs to Manitoba Schools, to help teach the importance
of agriculture in our Province.
NOW THEREFORE BE IT RESOLVED that the Council of the
Rural Municipality of South Cypress support "Agriculture in the
Classroom–Manitoba Inc." by renewing its membership with the said
organization at the supporter level of $150.00 for the year 2005.

RESOLVED that the plan of Subdivision of Land described
as follows;
Being part of the S.E. ¼ of Section 18, Township 7,
Range 16W1, as shown on a drawing and being attached to an application for
subdivision file #14-4187-05-4107 (Revised to decrease the original plan
size from 1137 ft. x 155 ft. to 600 ft. x 200 ft.) (from 4.05 acres to 2.75
acres) and being submitted by Mr. Ken G. Mooney,be hereby approved by the
Council of the Rural Municipality of South Cypress.
Approval is given subject to the following conditions:
- That a conditional use order be obtained to permit the non-farm dwelling
site within the "A80" Zone.
- That a variation order be obtained reducing the site area requirement for
an agricultural activity from 80 acres to 77 acres.
- That a valid "Offer to Purchase" for the proposed subdivision be
submitted with the conditional use order.

WHEREAS in accordance with Section 16.3 of the Employment
and Income Assistance Act, every Municipality must identify and promote
employment opportunities for recipients of income assistance in rural
Manitoba;
NOW THEREFORE BE IT RESOLVED that the Council of the
Rural Municipality of South Cypress enter into a Memorandum of Understanding
with the Provincial Department of Family Services and Housing so as to
establish operating guidelines in order to provide employment opportunities
to help income assistance recipients, living in the Municipality, enter or
re-enter the workforce which will lead to self-sufficiency, help build
self-sustaining communities and contribute to the development of Rural
Manitoba.

RESOLVED that the Council of the Rural Municipality of
South Cypress contract the services of Notre Dame Used Oil & Filter
Depot of Notre Dame, Manitoba to provide the necessary services required
in acting as the registered carrier for used oil, used oil filters and used
oil containers deposited at the Glenboro-South Cypress EcoCentre, as per
rates and conditions specified in the year 2005 – 2008 services agreement
dated June 24th, 2005.

RESOLVED that the Council of the Rural Municipality of
South Cypress do now adjourn @ 12:35 p.m. to convene again at the next
regular meeting scheduled for Tuesday, August 9, 2005 at 9:00 a.m.
