Minutes of the eighth regular meeting of the 2004/2005 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, June 14, 2005 at 9:00 a.m. Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Walter R. Cullen, and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, presiding, called the meeting to order at 9:03 a.m.
During the meeting, at the time indicated, Council met with the following delegations. #7319 L. E. Coates – W. R. Cullen RESOLVED that the minutes of the last regular meeting of Council held on Tuesday May 10, 2005 be taken as read and approved, all statutory requirements having been fulfilled. "carried"
#7320 L. E. Coates – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2005 accounts from cheque #2718 to and including cheque #2780, as submitted to Council by the Municipal Administrator. "carried"
#7321 J. S. Hamilton – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress accept and approve the audited financial statement and supplementary audit report for the Rural Municipality of South Cypress, for fiscal year ending December 31, 2004, as prepared and submitted by the chartered accounting firm of BDO Dunwoody of Winnipeg, Manitoba. "carried"
#7322 L. E. Coates – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress hereby formally adopt the Spruce Lakes Emergency Response Plan "carried"
#7323 L. J. Berry – W. R. Cullen RESOLVED that the Council of The Rural Municipality of South Cypress authorize the land-surveying firm of Barnes & Duncan of Winnipeg, Manitoba, to restore a missing survey outline monument at the ¼ North Section 21; Township 7; Range 14 WPM; AND FURTHER BE IT RESOLVED that the Municipality make application to the Provincial Property Registry for reimbursement of 50% of the total restoration costs, under the "Survey Outline Monument Restoration Program". "carried"
#7324 J. S. Hamilton – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress direct the Reeve and Chief Administrative Officer to execute a "Transfer of Land" along with all other associated documents necessary to give effect for the Municipal purchase of the property legally described as Lot 9; Plan 1130 as fully recorded on Certificate of Title #1758189, 1.97 acres c/w a 5,000 sq. ft. Quonset, a 1,000 sq. ft. office building and a 60,000 kg Howe Richardson 6470 TRB in-ground scale, from the registered owner, Newfield Seeds Company Ltd. c/o SW Seed Canada Inc. of Nipawin, Saskatchewan. AND FURTHER BE IT RESOLVED that the possession date of the said property and respective full payment date for same be July 1, 2005. "carried"

Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize Municipal Equipment Operators; Allan Bartram and Paul Wilton to attend the Manitoba Good Roads Association Seminar entitled "Gravel Road Design and Maintenance" being held on November 17th and 18th, 2005 in Brandon. "carried"
#7326 J. S. Hamilton – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress accept the tender submitted by Mr. Edwin Berry of Cypress River, Manitoba for the purchase of a used Sanfax Jet-O-Matic pressure washer in "as-is; where is" condition. "carried"
#7327 L. E. Coates – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress accept the tender submitted by Mr. George Plaetinck of Glenboro, Manitoba for the purchase of a used (non-certified) 100 gallon steel slip fuel tank in "as-is; where is" condition. "carried"
#7328 L. E. Coates – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress sponsor the Glenboro U.C.T. 2005 Bike Rodeo and accordingly authorize a grant in the amount of $20.00 for the purchase of a bicycle helmet. "carried"
#7329 W. R. Cullen – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress ratify the actions of the Glenboro-South Cypress Administrative Office/Staff consolidation "Steering Committee" as detailed in their May 11, 2005 and June 6, 2005 Meeting Minutes. "carried"
#7330 W. R. Cullen – L. J. Berry WHEREAS funding education is a core Provincial responsibility; AND WHEREAS the quality of education must not be diminished; AND WHEREAS the way that we finance education must be changed because the current system is no longer acceptable; AND WHEREAS we must decrease our reliance on Property Taxes to finance education; AND THEREFORE BE IT RESOLVED the Council of the Rural Municipality of South Cypress petition the Provincial Government to consider increasing its share of funding for education, thereby reducing the current reliance on property taxes. "carried"
#7331 L. E. Coates – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress provide the Glenboro Fairgrounds Diamonds Committee with a $700.00 loan, to be used for the immediate purchase of a new set of metal frame bleachers to be set up at the Glenboro Fairgrounds. AND FURTHER BE IT RESOLVED that the said loan be interest free on the condition that the said committee repay the Municipality the full amount of funds borrowed on or before July 1, 2006. "carried"
#7332 L. E. Coates – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize all Council members to partake in Rafferty-Alameda Dam Project, Beinfait Coal Mine and Shand Power Station bus tour hosted by the Souris River Water Commission on Tuesday June 21st, 2005. "carried"
#7333 L. E. Coates – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize all Council Members and the Chief Administrative Officer to attend the association of Manitoba Municipalities Western District Annual Meeting to be held in Glenboro, Manitoba on Thursday, June 23rd, 2005. "carried"
#7334 L. J. Berry – J. S. Hamilton RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 2:35 p.m. to convene again at the next regular meeting scheduled for Tuesday, July 12, 2005 at 9:00 a.m. "carried" |
