Minutes of the sixth regular meeting of the 2005/2006 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, April 11, 2006 at 9:00 a.m. Present at the meeting, Reeve Earl
E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, W.
Jack Mooney, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, presiding, called the meeting to order at 9:02 a.m. During the meeting, at the time indicated, Council conducted the noted Public Hearing and also met with the following delegations. Berry RESOLVED that the minutes of the last regular meeting of Council held on Tuesday, March 14, 2006 and minutes of a special meeting held on Monday, April 3rd, 2006 be taken as read and approved, all statutory requirements having been fulfilled. “carried” #7530 W. J. Mooney – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2006 accounts from cheque #3373 to and including cheque #3417, as submitted to Council by the Chief Administrative Officer. “carried” #7531 L. E. Coates – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-Law #1797 (vis-à-vis the establishment of the Souris River Recreation Commission). “carried” #7532 W. R. Cullen – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-Law #1798 (vis-à-vis the creation of a Gas Tax Reserve Fund). “carried” #7533 L. J. Berry – J. S. Hamilton RESOLVED that the Council of the Rural Municipality of South Cypress contract the services of Hill’s Heating and Cooling of Glenboro, Manitoba to provide all necessary labour and materials for the installation of a sandpoint water system plus a bathroom (toilet and sink) c/w all required plumbing and a 1000 gallon fibreglass holding tank at the Municipal Shed, as fully detailed in a March 24, 2006 quote. “carried”
#7534 W. R. Cullen – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress authorize Manitoba Transportation & Government Services, in the spring of 2006, to apply a dust control product (approximately 2,400 litres of calcium chloride) onto 1,475 feet length of Provincial Road #530, along the Hamlet of Treesbank. AND FURTHER BE IT RESOLVED THAT the total cost of this application, estimated a $450.00, be paid by the Municipality, AND FURTHER BE IT RESOLVED THAT the Rural Municipality of South Cypress accept no responsibility for the effectiveness of the dust control chemical. “carried” #7535 W. J. Mooney – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress contract the services of Bolack Mowing of Glenora, Manitoba for the mowing of Councillor identified/requested roadside ditches in Wards 4 and 5, in the summer of 2006 at and for the quoted price of $35.00/mile of municipal road (consisting of one 15 ft. pass on each side of the mile road). “carried” #7536 L. E. Coates – W. J. Mooney RESOLVED that the Council of the Rural
Municipality of South Cypress authorize seasonal grader operator, Paul Wilton,
to commence his 2006 season employment on Monday, April 3, 2006. “carried” #7537 L. J. Berry – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize all Council members and the CAO to attend the Assiniboine RHA Community Stakeholders meeting being held in Glenboro on Thursday May 4th, 2006 commencing at 11:30 a.m. “carried” #7538 J. S. Hamilton – L. J. Berry WHEREAS the Council of the Rural Municipality of South Cypress has decided to redistribute $5,000.00 from its year 2006 share of funds it receives from the Provincial Government’s VLT revenues plus utilize and distribute an additional $3,000.00 from the Municipality’s Northfield Community Well Reserve Account, to aid local non-profit organizations with capital projects; NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress award the following community organizations the noted grants to assist with purchase and/or improvement projects they will be undertaking;

Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize the transfer of $3,000.00 from the Municipal Well Reserve Account #8823122 to the Municipal Operating Account #8816001, with said monies to be specifically used in fiscal year 2006 to benefit non-profit community organizations, for assistance with capital expenditures and/or facility improvements/projects. “carried” #7540 W. J. Mooney – W. R. Cullen RESOLVED that the Council of the Rural
Municipality of South Cypress award a grant in the amount of
$ 714.00 to the Wawanesa-Oakland Community Development Corporation to aid
in its operational costs associated with Wawanesa Community Promotional
Activities during the year 2006. “carried” #7541 L. J. Berry – L. E. Coates RESOLVED that the Council of the Rural Municipality of South Cypress approve the following Grants/Levies in favour of the Glenboro Community Development Corporation to aid in the 2006 operational costs of its respective facilities and promotion activities: Glenboro Community Promotion - $1,084.00 Glenboro Kinsmen Community Hall - $1,798.00 Glenboro Community Gaiety Theatre - $2,428.00 “carried” At a Public Hearing held at 1:30 p.m. in regard to the Rural Municipality of South Cypress’ 2006 Financial Plan, there was no representation made by the Public. #7542 L. E. Coates – L. J. Berry RESOLVED that Council adopt the Financial Plan of the Rural Municipality of South Cypress for Fiscal Year 2006 and the proposed Capital Expenditures for the Rural Municipality of South Cypress for the years 2007 to and including 2011, as presented at today’s public hearing, a copy of which is attached hereto and marked as Schedule “A”. “carried” #7543 W. R. Cullen – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-law #1796 (Re: School and Municipal Tax Levy for fiscal year 2006). “carried” #7544 L. E. Coates – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress authorize the Chief Administrative Officer, Eric Plaetinck to attend the Manitoba Municipal User Group Annual Meeting and Conference, which is to be held in Portage La Prairie, Manitoba on June 1st & 2nd, 2006. “carried” #7545
J. S. Hamilton – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize Chief Administrative Officer, Eric Plaetinck to attend the 75th Annual Conference of the Manitoba Municipal Administrators Association Inc. being held in Winnipeg, Manitoba on May 1 – 3, 2006. “carried” #7546 L. E. Coates – W. J. Mooney RESOLVED
that the Council of the Rural Municipality of South Cypress do now adjourn @
3:10 p.m., to convene again at the next regular meeting scheduled for Tuesday,
