Minutes of the second regular meeting of the 2006/2007 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Avenue in Glenboro, Manitoba on Tuesday, December 12th, 2006 at 9:00 a.m. Present at the meeting; Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Leonard K. Plett, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck.
Reeve Earl E. Malyon, presiding, called the meeting to order at 9:05 a.m.
During the meeting, at the time indicated, Council met with the following delegations: Edwin A. Berry } Work Progress Report and 2007 Allan Bartram } Employment, Wages & Conditions - 10:05 a.m. Tyler Kneeshaw } Assiniboine Delta Aquifer - 11:00 a.m. Jim Harp } Operation of the Stockton Ferry - 11:20 a.m. Dan McPherson } Various Planning Matters - 11:50 a.m.
#7655 J. S. Hamilton – L. J. Berry RESOLVED that the minutes of the last regular meeting of Council held on Tuesday, November 14th, 2006 be taken as read and approved, all statutory requirements having been fulfilled. "carried"
#7656 L. J. Berry – W. R. Cullen
RESOLVED that the Council of the Rural Municipality of South Cypress give second and third reading to By-law #1803 (vis-à-vis 2006 tax and debt cancellations), and that it be signed by the Reeve and Municipal Administrator, sealed and delivered. "carried"
#7657 L. E. Coates – L.K. Plett RESOLVED that the Council of the Rural Municipality of South Cypress give second and third reading to By-law #1804 (vis-à-vis Appointments of the 2007 Municipal Fireguardians), and that it be signed by the Reeve and Municipal Administrator, sealed and delivered. "carried"
#7658 L. J. Berry – L. K. Plett RESOLVED that the Council of the Rural Municipality of South Cypress give second and third reading to By-law #1805 (vis-à-vis Appointments of the 2007 Poundkeepers, Appraisers and Cemetery Sextons), and that it be signed by the Reeve and Municipal Administrator, sealed and delivered. "carried"
#7659 W. R. Cullen – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-law #1806, (vis-à-vis 2007 Borrowing/Overdraft Authorization @ Westoba Credit Union Ltd., Glenboro Branch). "carried"
#7660 L. E. Coates – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2006 accounts from cheque #3858 to and including cheque #3928, as submitted to Council by the Municipal Administrator. "carried"
#7661 L. K. Plett – L. E. Coates RESOLVED that the plan of Subdivision of Land described as follows; Being part of the N.E. ¼ of Section 12, Township 7, Range 16W1, as shown on a drawing and being attached to an application for subdivision file #14-4187-06-4259 and being submitted by the registered owner, Mr. Marcel Vallotton; Be hereby approved by the Council of the Rural Municipality of South Cypress. Approval is given subject to the following condition: That a conditional use order be obtained to permit the non-farm single-family dwelling site within the "A80" zone. "carried"
#7662 L. E. Coates – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress appoint Edwin A. Berry as full-time Municipal Equipment Operator and Foreman for the Year 2007, as per terms & conditions to be specified in his year 2007 Employment Agreement. "carried"
#7663 L. J. Berry – J. S. Hamilton RESOLVED that the Council of the Rural Municipality of South Cypress appoint Allan Bartram as Full-Time Municipal Equipment Operator for the Year 2007, (Gravel Truck/Loader Operator in the summer season and Snowplough Operator in the winter), as per terms & conditions to be specified in his year 2007 Employment Agreement. "carried"
#7664 W. R. Cullen – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize the purchase, jointly with the Village of Glenboro, of approximately six portable heaters and appropriate lengths of electrical extension cords, that would be compatible with the use of a portable 25kw generator, which could be used in times of need in providing heat to the Glenboro Kinsmen Community Hall in conjunction with an implemented Glenboro-South Cypress disaster/emergency plan. "carried"
#7665 L. E. Coates – W. R. Cullen WHEREAS in accordance with Section 163 of the Municipal Act, the Council of the Rural Municipality of South Cypress has made an interim operating budget for all the expenditures of the Municipality for the period January 1, 2007 until the adoption of the annual estimates; NOW THEREFORE BE IT RESOLVED that the provisional estimates as set out in Schedule "A" be hereby approved by the Council of the Rural Municipality of South Cypress. "carried"
#7666 J. S. Hamilton – L. J. Berry RESOLVED that the Rural Municipality of South Cypress authorize Councillor Leonard Plett to attend the AMM/Manitoba Intergovernmental Affairs hosted "New Council Seminar" being held in Souris, Manitoba on Tuesday February 6th, 2007 "carried"
#7667 L. E. Coates – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 2:30 p.m., to convene again at the next regular meeting scheduled for Tuesday, January 9th, 2007 at 9:00 a.m. "carried"
