Minutes of the third regular meeting of the 2005/2006 Council of the Rural Municipality of South Cypress held in the Municipal/Village Council Chambers at 618 Railway Avenue, Glenboro, Man., on Tuesday, January 10, 2006 at 9:00 a.m. Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, W. Jack Mooney, Walter R. Cullen, Chief Administrative Officer, Eric Plaetinck and Assistant CAO, Darren Myers. Reeve Earl E. Malyon, presiding, called the meeting to order at 9:04 a.m. During the meeting, at the time indicated, Council met with the following delegations. #7462 L. E. Coates – W. J. Mooney RESOLVED that the minutes of the last regular meeting of Council held on Tuesday December 13, 2005 be taken as read and approved, all statutory requirements having been fulfilled. "carried"
#7463 L. E. Coates – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2005 accounts from cheque #3155 to and including cheque #3199, as submitted to Council by the Municipal Administrator. "carried"
#7464 W. R. Cullen – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2006 accounts from cheque #3250 to and including cheque #3258, as submitted to Council by the Municipal Administrator. "carried"
#7465 J. S. Hamilton – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress give second and third reading to By-law #1794, (Vis-ŕ-vis Borrowing and/or Overdraft Authorization @ Westoba Credit Union Ltd., Glenboro Branch), and that it be signed by the Reeve and Municipal Administrator, sealed and delivered. #7466 J. S. Hamilton – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-law #1795 (Vis-ŕ-vis Appointment of 2006 Chief Administrative Officer). "carried"
#7467 L. E. Coates – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress accept and approve the recommendations presented by the Glenboro-South Cypress Administrative Office/Staff Consolidation "Steering Committee" as fully detailed in their January 6th, 2006 meeting minutes, attached hereto and marked as Appendix "A-2006" "carried"
#7468 L. E. Coates – W. J. Mooney WHEREAS the Council of the Rural Municipality of South Cypress has duly appointed Mr. Paul Wilton of Glenboro, Manitoba as a seasonal Municipal Grader Operator, NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress authorize Mr. Wilton to commence his employment for the 2006 season at the call of the Council with a 50 hour work week and as per further terms and conditions to be specified in his 2006 employment agreement. "carried"
#7469 W. R. Cullen – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress adopt the rental rates and conditions for the year 2006, for specified Municipal labour, equipment and materials as set out in Schedule "B", attached hereto and forming part of this resolution. "carried"
#7470 L. E. Coates – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize Municipal Equipment Operators Edwin Berry, Allan Bartram and Paul Wilton to attend the Association of Manitoba Municipalities Trade Show, which is being held in Brandon, Manitoba on Monday, February 27, 2006. "carried"
#7471 J. S. Hamilton – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize Reeve Earl Malyon, Councillor Walter Cullen, and Councillor Jack Mooney to attend the 2006 Manitoba Planning Conference being held in Portage La Prairie, Manitoba on March 15 - 17, 2006. "carried"
RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of $1,972.50 to the Rural Municipality of Victoria, representing payment in full for fire fighting costs incurred by the Cypress River Fire Department, in fighting a fire at the Joe Berry Farm on May 7th, 2005, as fully detailed in Invoice #20050718. "carried"
#7473 L. E. Coates – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress support the Turtle Mountain Mutual Aid District and thereby authorize the payment of the 2006 Levy in the total amount of $200.00. "carried"
#7474 L. E. Coates – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress jointly with the Council of the Village of Glenboro authorize the purchase under the JEPP Grant Program, for use at the Village/Municipal Office Emergency Command Centre, a 25 kw generator with trailer & PTO shaft c/w switch over at a total cost of $7,026.00 plus applicable taxes, as outlined in a January 5th, 2006 letter from emergency co-ordinator, Garth McIntyre. "carried"
#7475 W. R. Cullen – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize all Council members and the Chief Administrative Officer to attend the Glenboro-South Cypress Emergency Measures Board Meeting, to be held in Glenboro on Wednesday January 18th, 2006 at 7:00 p.m. "carried"
#7476 J. S. Hamilton – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of $4,219.22 to the Glenboro Veterinary District Board, representing approximately 50% of the anticipated requirement for the Municipality’s 2006 tax levy for the said Veterinary District. "carried"
#7477 L. E. Coates – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of $2,428.00 to the Glenboro Gaiety Theatre representing the full requirement of the Municipality’s 2006 tax levy for the Theatre. "carried"
#7478 W. J. Mooney – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress jointly with the Village of Glenboro, delegate Emergency Coordinator Mr. Garth McIntyre to develop a pandemic influenza community preparedness plan for the Rural Municipality of South Cypress and the Village of Glenboro, which will meet Provincial standards/requirements. AND FURTHER BE RESOLVED that Mr. McIntyre be paid a negotiated stipend while serving in this capacity and also for time spent in developing the plan, along with the reimbursement of any out of pocket expenses incurred while carrying out his duties of this position. "carried"
#7479 W. J. Mooney – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress grant the Tiger Hills Arts Association office space within the Municipal Office Building during the period September 1, 2006 to September 1, 2007; AND FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South Cypress value this gift-in-kind at $1,200.00. "carried"
#7480 W. R. Cullen – L. J. Berry WHEREAS Glenboro is the host community for the 2006 "Tiger Hills Festival of the Arts" NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress authorize a 2006 grant in the amount of $100.00 to the Tiger Hills Festival Arts Planning Committee, to aid in the staging of this event. "carried"
#7481 L. E. Coates – W. J. Mooney RESOLVED that the Rural Municipality of South Cypress renew its membership with the following organizations and thereby authorizes payment of the respective 2006 membership fee: Association of Manitoba Municipalities "carried"
#7482 L. E. Coates – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress set the following rates for photocopying with the Municipal office photocopier during the year 2006: Ratepayers - $ 0.15 cents per copy AND FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South Cypress set the rate of $0.50 per page for each page faxed, to a Canadian or American Destination with the Municipality’s fax machine during the year 2006. "carried"

Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize the sale of its Municipal land ownership maps at the following rates during the year 2006: 1"/Mile Coloured - $ 20.00 per map (includes all taxes) 1"/Mile Black & White - $ 14.00 per map (includes all taxes) "carried"

Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize Assistant CAO, Darren Myers to attend the Manitoba Municipal Administrators Association Educational Seminar entitled "A Recipe For Success – Back to the Basics" which is to be held in Winnipeg, Manitoba on January 30th & January 31st, 2006. "carried"
#7485 J. S. Hamilton – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize all members of Council, to attend the Association of Manitoba Municipalities’ Educational Seminar, which is being held in Brandon, Manitoba on Wednesday, March 1st, 2006. "carried"
#7486 L. E. Coates – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize all members of Council and the Chief Administrative Officer to attend the Association of Manitoba Municipalities Municipal Officials Seminar being held in Brandon, Manitoba on February 27 & 28, 2006. "carried"
#7487 W. R. Cullen – L. E. Coates RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 2:10 p.m., to convene again at the next regular meeting scheduled for Tuesday, February 14, 2006 at 9:00 a.m. "carried"
