Minutes of the eighth regular meeting of
the 2005/2006 Council of the
Village of Glenboro held in the Village/Municipal
Council Chambers at
618 Railway Avenue Glenboro, Manitoba on Tuesday, June 13th,
2006 at 7:00 p.m.
Present at the meeting: Mayor William R.
Shackel, Councillors Loren H. Nelson,
Gerald R. Greenlay, Betty A. Christie,
Robert G. Jewsbury, Chief Administrative
Officer Eric C. Plaetinck and Assistant
CAO Darren J. Myers.
Mayor
William R. Shackel, presiding, called the meeting to order at 7:00 p.m.
During
the meeting, at the time noted, Council met with the following person:

RESOLVED that the minutes of the last
regular meeting of Council held on
Tuesday, May 9, 2006 be taken as read and
approved, all statutory requirements
having been fulfilled.

RESOLVED
that the Council of the Village of Glenboro enter into a renewed agreement
and
an associated fee schedule with the City of Brandon for the providing of the
enhanced
911 services for the Village of Glenboro during the period January 1,
2007 to December
31, 2011, with the said fee schedule specifying a 2006 base fee
for the Village at $2.90
per resident;
AND
FURTHER BE IT RESOLVED that the said agreement and fee schedule be
attached
hereto and marked as Appendix “B.”

RESOLVED
that the Council of the Village of Glenboro endorse the Southwest Regional
Round
Table’s application to the Southwest Regional Development Corporation, for the
unding of an implementation of a Business Retention and Expansion Survey of the
area,
which will help identify concerns and barriers currently affecting the
welfare of our local
business community.

RESOLVED
that the Council of the Village of Glenboro authorize a grant in the amount
of
$70.00 to the Assiniboine Regional Health Authority EMS to assist in offsetting
costs
incurred in staging a Progressive Agricultural Safety Day Camp for Grade 5
and 6 area
students, which was held in Glenboro, Manitoba on Thursday May 25,
2006.

RESOLVED
that the Council of the Village of Glenboro contract the services of Zenith
Paving Ltd. of Brandon, Manitoba to provide all labour and materials in placing
2” of
asphalt onto the 20’ X 370’ road top of Warwick Avenue from Lyall
Street to James
Street, at and for the quoted price of $12,218.00 plus G.S.T.;
AND
FURTHER BE IT RESOLVED that the total costs for same be shared equally
with the
Manitoba Department of Highways and Transportation under the approved
2006
Provincial Grant-in-Aid Program.

RESOLVED
that the Council of the Village of Glenboro authorize the Village Public
Works
Department to construct, as soon as practicable, the westerly extension of
Glen-Town Road consisting of approximately 700 feet of built–up all-weather
gravel
road from Lyall Street west to the northwest limits of Lot 1; Plan 1239;
AND
FURTHER BE IT RESOLVED that the total costs of same be shared equally
with the
Manitoba Department of Highways and Transportation under the approved
2006
Provincial Grant-in-Aid Program.

RESOLVED
that the Council of the Village of Glenboro contract the environmental
consulting firm of AXYS Agronomics of Winnipeg, Manitoba to provide all services
required in the full submission of a Environment Act proposal and succeeding
Manitoba
Conservation approval for the dredging and land application of the
excess bio-solids
in the primary cell of the Glenboro sewage lagoon, as fully
detailed in their June 2, 2006
services proposal at and for the quoted fee of
$6,415.00 plus G.S.T.

RESOLVED that the Council of the Village
of Glenboro conduct its’ “Board of Revision”
for the 2007 Assessment Roll
on Tuesday October 10, 2006 commencing at 8:00 p.m.

RESOLVED
that the Council of the Village of Glenboro sponsor the Glenboro UCT
2006 Bike
Rodeo, held on Thursday June 1, 2006 at the Glenboro School, by authorizing
a
grant in the amount of $25.00 for the purchase of a new bicycle helmet.

RESOLVED that the Council of the Village of Glenboro authorize the
payment of fiscal
year 2006 accounts from Cheque #1031 to and including Cheque
#1069 and Cheque
#1071 to and including Cheque #1083 amounting to a total of
$40,485.22, as fully
detailed to Council by the Assistant C.A.O.

to the presentation of resolution #2006-098 and the associated subject,
Councillor
Loren Nelson, having a personal interest in the matter, withdrew from
Council Chambers,
not returning until after the vote on said resolution.

RESOLVED that the Council of the Village of Glenboro authorize the payment
of fiscal
year 2006 Account/Cheque #1070 in the amount of $829.72, as submitted
to Council
by the Assistant C.A.O.

RESOLVED
that the Council of the Village of Glenboro do now adjourn at 9:55 p.m.
to
convene again at the next regular meeting scheduled for Tuesday July 11, 2006 at
7:00 p.m.
