Minutes of the seventh regular meeting of the 2005/2006 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, May 9, 2006 at 9:00 a.m. Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, W. Jack Mooney, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, presiding, called the meeting to order at 9:05 a.m. During the meeting, at the time indicated, Council met with the following delegations.

Amalgamation Dan McPherson } Various Planning Matters - 11:30 a.m. #7530 W. J. Mooney – W. R. Cullen RESOLVED that the minutes of the last regular meeting of Council held on Tuesday April 11, 2006 be taken as read and approved, all statutory requirements having been fulfilled. “carried” #7531 W. J. Mooney – W. R. Cullen RESOLVED that the Council of The Rural Municipality of South Cypress authorize the payment of fiscal year 2006 accounts from cheque #3418 to and including cheque #3491, as submitted to Council by the Municipal Administrator. “carried” #7532 W. R. Cullen – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress give second and third reading to By-law #1796 (vis-à-vis School and Municipal Property Tax Levy for fiscal year 2006) and that it be signed by the Reeve and Municipal Administrator, sealed and delivered. “carried” #7533 W. J. Mooney – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress give second and third reading to By-law #1797 (vis-à-vis the establishment of the Souris River Recreation Commission) and that it be signed by the Reeve and Municipal Administrator, sealed and delivered. “carried” #7534 L. J. Berry – J. S. Hamilton RESOLVED that the Council of the Rural Municipality of South Cypress give second and third reading to By-law #1798 (vis-à-vis the establishment of a Gas Tax Reserve Fund) and that it be signed by the Reeve and Municipal Administrator, sealed and delivered. “carried” #7535 W. J. Mooney – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress appoint Councillor Walter R. Cullen to the Souris River Recreation Commission for the term May 9th, 2006 to January 1st, 2008. “carried” #7536 W. R. Cullen – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress set the following hours of operation for the Stockton Ferry during the 2006 season:
The Ferry will be closed each day between the hours of 12:30 p.m. to 1:30 p.m. and 8:00 p.m. to 8:30 p.m. and from midnight to 6:00 a.m. “carried” #7537 L. J. Berry – J. S. Hamilton RESOLVED that the Council of the Rural Municipality of South Cypress appoint Mr. Jim Harp of Baldur, Manitoba as Operator of the Stockton Ferry for the 2006 Season as per terms and conditions to be specified in his 2006 employment agreement, AND FURTHER BE IT RESOLVED that Mr. Harp’s term of employment commence in the spring, 2006, at the call of Council, for a continuous period (7days work/on call per week; 16.5 hours work/on call per day) until river freeze up in the Fall of 2006, AND FURTHER BE IT RESOLVED that the entire 2006 employment term be recognized as Mr. Harp’s initial probationary period, which will be under continuous review by Council to determine whether same is being served satisfactorily. “carried” #7538 L. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress grant $125.00 to the Cypress River Agricultural Society to aid in its staging of their 111th Annual Exhibition which is to be held on July 15th and 16th, 2006. “carried” #7539 L. J. Berry – J. S. Hamilton RESOLVED that the Council of the Rural Municipality of South Cypress support the amalgamation of the Mid Assiniboine River and the Tiger Hills Conservation Districts. “carried” #7540 L. J. Berry – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress accept a project proposal submitted by Manitoba Hydro for the installation of a 1.5” plastic pope c/w fibre optic cable within, at a depth of 5 feet, to be routed throughout the Rural Municipality of South Cypress, as detailed in the associated route location map, and as fully outlined in their email correspondence to the Municipality dated May 2, 2006, attached hereto and marked as Schedule “A”. “carried” #7541 L. J. Berry – J. S. Hamilton RESOLVED that the Council of the Rural Municipality of South Cypress authorize all Council Members and the Chief Administrative Officer to attend the Association of Manitoba Municipalities Central District Meeting being held in Carman, Manitoba on Wednesday June 14th, 2006. “carried” #7542 W. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 12:15 p.m., to convene again at the next regular meeting scheduled for Tuesday, June 13, 2006 at 9:00 a.m. “carried” |
