Minutes of the third regular meeting of the 2006/2007 Council of the Rural Municipality of South Cypress held in the Municipal/Village Council Chambers at 618 Railway Avenue, Glenboro, Manitoba, on Tuesday, January 9, 2007 at 9:00 a.m. Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Leonard K. Plett, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, presiding, called the meeting to order at 9:02 a.m. During the meeting, at the time indicated, Council met with the following delegations. Cullen RESOLVED that the minutes of the last regular meeting of Council held on Tuesday December 12, 2006 be taken as read and approved, all statutory requirements having been fulfilled. "carried"
#7669 L. K. Plett – L. E. Coates RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2006 accounts from cheque #3929 to and including cheque #3979, as submitted to Council by the Municipal Administrator. "carried"
#7670 L. J. Berry – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2007 accounts from cheque #4000 to and including cheque #4008, as submitted to Council by the Municipal Administrator. "carried"
#7671 L. E. Coates – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress give second and third reading to By-law #1806, (Vis-à-vis Borrowing and/or Overdraft Authorization @ Westoba Credit Union Ltd., Glenboro Branch), and that it be signed by the Reeve and Municipal Administrator, sealed and delivered. RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-law #1807 (Vis-à-vis Appointment of 2007 Chief Administrative Officer). "carried"
#7673 W. R. Cullen – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress accept and approve the recommendations/decisions presented/made by the Glenboro-South Cypress Administrative Office/Staff Consolidation "Steering Committee" as fully detailed in their January 4th, 2007 meeting minutes. "carried"
#7674 L. E. Coates – L. K. Plett WHEREAS Mr. Jim Harp of Cypress River, Manitoba has, in the opinion of the Council of the Rural Municipality of South Cypress, successfully served his probationary employment term (May 7, 2006 to November 25, 2006) as Operator of the Stockton Ferry; NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress consider, Mr. Harp as a permanent seasonal employee and as such, subsequently appoint Mr. Jim Harp of Cypress River, Manitoba as Operator of the Stockton Ferry for the 2007 Season as per terms and conditions to be specified in his 2007 employment agreement; AND FURTHER BE IT RESOLVED THAT Mr. Harp’s term of employment commence in the spring, 2007, at the call of Council, for a continuous period (7 days work/on call per week; 16.5 hours work/on call per day) until freeze up in the Fall of 2007. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize the purchase of a new 2007 Caterpillar 160H Motor Grader c/w a 5 year/7500 hour extended power train & hydraulics warranty, from Toromont Cat of Brandon, Manitoba, with the trade-in of a used 2001 Caterpillar 140H Motor Grader Serial #2ZK06868, as per particulars specified in the December 13th, 2006 sales agreement. "carried"

Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize Municipal Equipment Operators Edwin Berry, Allan Bartram and Paul Wilton to attend the Association of Manitoba Municipalities Trade Show, which is being held in Brandon, Manitoba on Monday, February 26th, 2007. "carried" #7677 J. S. Hamilton – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize Reeve Earl Malyon and Councillor Leonard Plett to attend the 2007 Manitoba Planning Conference being held in Morden/Winkler, Manitoba on March 21 - 23, 2007. Hamilton RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of $2,795.00 to the Cypress Planning District, representing the Municipality’s respective share of the cost of the District’s GIS Parcel Mapping Project, which was prepared/completed by Datalink Mapping Technologies Ltd. of Oakbank, Manitoba. "carried"
#7679 L. J. Berry – L. K. Plett RESOLVED that the Council of the Rural Municipality of South Cypress approve the establishment of an area Handi Transit service, jointly owned/operated/administrated and proportionately funded by the Village of Glenboro, the Village of Wawanesa, and the Rural Municipality of South Cypress; AND FURTHER BE IT RESOLVED that a duly appointed six-member agency referred to as the "Glenboro/South Cypress/Wawanesa Handi Transit Board" (2 Board Members representing each Municipal Corporation) be empowered to operate/administer this service, effective January 1, 2007; AND FURTHER BE IT RESOLVED that Council of the Rural Municipality of South Cypress, mutually with the Councils of the Village of Glenboro and the Village of Wawanesa, authorize the said board to enter into an accord with the Assiniboine Regional Health Authority for the transfer of respective assets and liabilities associated with the operation of the preceding "Glenboro Handi Transit Service", as detailed in a conveyance agreement. Hamilton RESOLVED that the Council of the Rural Municipality of South Cypress accept the year 2007 budget of the Glenboro Veterinary District Service Board requiring a year 2007 levy from the R. M. of South Cypress amounting to $8,438.44 (unchanged from last year). AND FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South Cypress authorize the immediate payment of $4,219.22 to the Glenboro Veterinary District Service Board, representing 50% of the requirement for the Municipality’s 2007 tax levy for the said Veterinary District. #7681 L. J. Berry – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress enter into a right of way agreement with Snowmobilers of Manitoba Inc. and Tri-Lake Trail Busters for their "right of use" of certain Municipal Road Ditches and Road Allowances lying within the Municipality, which they propose to access/traverse during the 2006/2007 Winter Snowmobiling Season. "carried"
#7682 J. S. Hamilton – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of $2,428.00 to the Glenboro Gaiety Theatre representing the full requirement of the Municipality’s 2007 Theatre tax levy. "carried"
#7683 L. E. Coates – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress contract the services of Datalink Mapping Technologies of Oakbank, Manitoba to provide/establish civic addressing for the Hamlet of Stockton, at the quoted cost of $500.00; AND FURTHER BE RESOLVED that the Council of the Rural Municipality of South Cypress authorize the purchase and installation of all necessary street signs in the Hamlet of Stockton, at a cost of up to $500.00. Cullen RESOLVED that the Rural Municipality of South Cypress renew its membership with the following organizations and thereby authorizes payment of the respective 2007 membership fee: Association of Manitoba Municipalities Federation of Canadian Municipalities Manitoba Municipal Administrators Association Glenboro Community Development Corporation Manitoba Good Roads Association Hudson Bay Route Association Burrough of The Gleann Museum "carried"
#7685 L. E. Coates – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress grant the Tiger Hills Arts Association office space within the Municipal Office building during the period September 1, 2007 - September 1, 2008; AND FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South Cypress value this gift-in-kind at $1,200.00. "carried"

Cullen RESOLVED that the Council of the Rural Municipality of South Cypress, jointly with the Council of the Village of Glenboro set the following rates for photocopying with the Village/Municipal office photocopier during the year 2007: Ratepayers/Residents - $ 0.15 cents per copy Clubs/Organizations - $ 0.15 cents per copy Non-Ratepayers - $ 0.25 cents per copy AND FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South Cypress jointly with the Village of Glenboro set the rate of $0.50 per page for each page faxed, to a Canadian or American Destination with the Municipality’s/Village’s fax machine during the year 2007. Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize the sale of its Municipal land ownership maps at the following rates during the year 2007: 1"/Mile Coloured - $ 20.00 per map (includes all taxes) 1"/Mile Black & White - $ 14.00 per map (includes all taxes) "carried"

Cullen RESOLVED that the Rural Municipality of South Cypress jointly with the Village of Glenboro host the Association of Manitoba Municipalities Western District 2007 Mayors, Reeves and CAO’s Meeting which is to be held in the Glenboro Kinsmen Community Hall on Wednesday March 7th, 2007. "carried"

Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize all members of Council and the Chief Administrative Officer to attend the Association of Manitoba Municipalities Municipal Officials Seminar being held in Brandon, Manitoba on February 26 & 27, 2007.
#7690 J. S. Hamilton – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize any member of Council, so able to partake, to attend the Association of Manitoba Municipalities’ Educational Seminar, entitled "Human Resources for Elected Officials" which is being held in Brandon, Manitoba on Wednesday, February 28th, 2007. "carried"
#7691 L. E. Coates – W. R. Cullen WHEREAS Municipal residents Diane & Dell Doyle have been awarded the Munisoft Shield in the Manitoba Good Roads Association 2006 Competition for being the best non-farm country resident home grounds in District Three; NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress provide admission tickets to Mr. & Mrs. Doyle, to attend the Manitoba Good Roads Association Annual Meeting, Banquet and Award presentations which is to be held in Brandon, Manitoba on Sunday February 25th, 2007. "carried"

RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 1:45 p.m., to convene again at the next regular meeting scheduled for Tuesday, February 13th, 2007 at 9:00 a.m.
