Minutes of the sixth regular meeting of the 2001/2002 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, April 9, 2002 at 9:00 a.m.

Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, W. Jack Mooney, James B. Clark and Chief Administrative Officer, Eric Plaetinck.

Reeve Earl E. Malyon, in the chair, called the meeting to order at 9:15 a.m.

During the meeting, at the time indicated, Council conducted the noted Public Hearings and also met with the following delegations.

RESOLVED that the minutes of the last regular meeting of Council held on March 12, 2002 and minutes of a special meeting held on April 2, 2002 be taken as read and approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of The Rural Municipality of South Cypress hereby authorize the payment of fiscal year 2002 accounts from cheque #406 to and including cheque #456, as submitted to Council by the Chief Administrative Officer.

RESOLVED that the Council of the Rural Municipality of South Cypress appoint Reeve Earl E. Malyon, to represent the Municipality on the Spirit Sands Co-operative Housing Board, during the term April 9, 2002 to November 12, 2002

At a Public Hearing held at 1:15 p.m., in regard to Conditional Use application file #CU4-02-SC, representation was made by Elwood Shearer, who expressed a concern as to whether operations at his neighbouring farm and adjacent lands would be hindered by this new dwelling.

                                            R. M. OF SOUTH CYPRESS

CONDITIONAL USE ORDER NO. CU4-02-SC

WHEREAS Heather Reid, on behalf of the owners of the property legally described as PT. Of the NE ¼ Sec. 14-7-16 WPM and located at approx 10 miles west of Glenboro and 1 mile North in the R. M. of South Cypress, applied to the Council of The R. M. of South Cypress for approval of a Conditional Use under Zoning By-law No. 1485 Part IV, Section 8(26), Table IV-II, in order to: Allow the location of a second dwelling (mobile home) on a rural non-farm dwelling site in the "A80" Agricultural District.

And after careful consideration of the application and any representations made for or against it, the Council of the R.M. of South Cypress in a meeting duly assembled on the 9th day of April AD; 2002.

Approved the said application.

Approval is given subject to the following conditions:

Approval shall expire if not acted upon within 12 months of the date of making.

WHEREAS the Council of The Rural Municipality of South Cypress has decided to allocate $8,000.00 from its year 2002 share of funds it receives from the Provincial Government’s VLT revenues, to aid local non-profit organizations with capital projects;

NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress award the following community organizations the noted grants to assist with projects they will be undertaking this year;

RESOLVED that the Council of The Rural Municipality of South Cypress authorize the transfer of $2,000.00 from the Municipal Well Reserve Account #8823122 to the Municipal Operating Account #8816001, with said monies to be specifically used in fiscal year 2002 to benefit non-profit community organizations, for assistance with capital expenditures and/or facility improvements/projects.

At a Public Hearing held at 1:30 p.m. in regard to the Rural Municipality of South Cypress’ 2002 Financial Plan, there was no representation made by the Public.

RESOLVED that Council adopt the Financial Plan for the Rural Municipality of South Cypress for Fiscal Year 2002 and the proposed Capital Expenditures for the Rural Municipality of South Cypress for the years 2003 to and including 2007, as presented at today’s public hearing, a copy of which is attached hereto and marked as Schedule "A".
