Minutes of the ninth regular meeting of
the 2001/2002 Council of the Rural Municipality of South Cypress held in the
Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday,
July 9, 2002 at 9:00 a.m.
Present at the Meeting, Deputy Reeve
John S. Hamilton, Councillors Leonard J. Berry, Lloyd E. Coates, W. Jack Mooney,
James B. Clark and Chief Administrative Officer, Eric Plaetinck.
Deputy Reeve John S. Hamilton, in the
chair, called the meeting to order at 9:15 a.m.
During the meeting, at the time
indicated, Council met with the following delegations.

RESOLVED that the minutes of the
last meeting of Council held on Tuesday June 11, 2002 be taken as read and
approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of The
Rural Municipality of South Cypress authorize the payment of fiscal year
2002 accounts from cheque #568 to and including cheque #620, as submitted to
Council by the Chief Administrative Officer.

RESOLVED that the Council of the
Rural Municipality of South Cypress authorize the purchase of 8 rolls of 18
ft. X 260 ft. and 5 rolls of 12 ft. X 360 ft. of woven poly geotextile
fabric from Armtec limited of Winnipeg, Manitoba at a cost of $399.00 plus
taxes per roll (F.O.B. Glenboro).
AND FURTHER BE IT RESOLVED that the
said fabric be used this year in stabilizing frost boils on various
Municipal roads throughout the Municipality

RESOLVED that the Council of the
Rural Municipality of South Cypress approve the amendment of the lot size of
the Plan of Subdivision File No. 4187-01-3883, (S.E. ¼ of Section 26-7-13
WPM) to increase the original lot dimensions by 50 feet to the south for a
revised total lot size of 275 feet X 470 feet, so as to accommodate the
proper installation of a private sewage system.

RESOLVED that the Council of The
Rural Municipality of South Cypress, jointly with the Village of Glenboro,
enter into a renewed agreement with the Manitoba Association For Resource
Recovery Corporation for the Used Lubricating Product Stewardship Plan, (Ecocentre)
for the further five year term August 1, 2002 to July 31, 2007, as per terms
and conditions specified in a respective agreement dated August 1, 2002.

RESOLVED that the Council of the
Rural Municipality of South Cypress sell to its Ratepayers and Residents,
custom designed signs, stating:

for the cost price of $3.00 per
sign (all taxes included)

RESOLVED that the Council of The
Rural Municipality of South Cypress set the following conditions, policies
and rates as they may apply to the 2002 Municipal Election:
a) The wage of the Deputy Returning
Officers shall be $9.00 per hour and the wage of the Poll Clerk shall be $8.00
per hour;
b) The occupation of the elector is not
required nor will it be shown on the 2002 Electors List;
c) The 2002 Electors List is to be sold
for a Political or a Provincial or Federal Election purpose only, at a cost of
$2.00 per copy;
d) Nomination papers are to be filed
with the Returning Officer at the R. M. of South Cypress Municipal Office;
e) An advance poll shall not be held;
f) Candidates’ names on posters and
on ballot papers shall be shown in alphabetical order.

RESOLVED that the Council of The
Rural Municipality of South Cypress authorize Accounting/Administrative
Clerk, Maureena McPhail to register in the MMAA Certificate Program
"Municipal Accounting" (Course #27007) as offered by The
University of Manitoba during the 2002/2003 Education Year.

RESOLVED that the Council of the
Rural Municipality of South Cypress do now adjourn @ 3:30 p.m., to convene
again at the next regular meeting scheduled for Tuesday, August 13, 2002 at
9:00 a.m.
