Minutes of the fifth regular meeting of the 2001/2002 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, March 12, 2002 at 9:00 a.m.

Present at the Meeting, Councillors Leonard J. Berry, John S. Hamilton, W. Jack Mooney, James B. Clark and Chief Administrative Officer, Eric Plaetinck.

Deputy Reeve John S. Hamilton, in the chair, called the meeting to order at 9:15 a.m.

During the meeting, at the time indicated, Council met with the following delegations.

Wayne Johnson } Municipal Equipment Operators

Edwin Berry } Monthly Work Progress Report - 10:00 a.m.

Allan Bartram } 2002 Employment, Wages etc. - 11:00 a.m.

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday February 12, 2002 be taken as read and approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of The Rural Municipality of South Cypress hereby authorize the payment of fiscal year 2002 accounts from cheque #354 to and including cheque #405, as submitted to Council by the Chief Administrative Officer.

RESOLVED that the Council of The Rural Municipality of South Cypress appoint Mr. John Thacker of Glenboro, Manitoba to act as Weight Restrictions Enforcement Officer on posted restricted Municipal roads, during the Spring of 2002, with a maximum of a 40 hour week.

The Village of Glenboro is to be responsible for 1/3 of the total enforcement costs incurred during the 2002 season.

RESOLVED that the Council of The Rural Municipality of South Cypress purchase a used 1999 Ford F150 XL Super Cab ½ Ton Pickup Truck from Canadian Motors Ltd. (previously leased, from Ford Motor Company by Kerry Dixon of Brandon, Manitoba) at the off lease buy out price of $16,900.00 plus applicable taxes, safety fee and transfer fee.

RESOLVED that the Council of The Rural Municipality of South Cypress set the following hours of operation for the Stockton Ferry during the 2002 Season;

Open for operation 7 days per week, during the hours of 6:00 a.m. to 12:30 p.m. and 1:30 p.m. to midnight. The Ferry will be closed each day during the hours of 12:30 p.m. to 1:30 p.m. and from midnight to 6:00 a.m.

RESOLVED that the Council of the Rural Municipality of South Cypress appoint Ron Dalzell of Pilot Mound, Manitoba as operator of the Stockton Ferry for the 2002 season, (7 day work/on call week; 17 hours work/on call per day) and as per conditions to be specified in his year 2002 Employment Agreement.

Monday - 9:00 a.m. to 4:00 p.m.
Wednesday - 1:00 p.m. to 8:00 p.m
Friday - 9:00 a.m. to 4:00 p.m.
Saturday - 9:00 a.m. to 4:00 p.m.

RESOLVED that the Council of The Rural Municipality of South Cypress contract the services of Aime’s Used Oil & Filter Depot of Notre Dame, Manitoba to provide the necessary services required in acting as the used oil, oil filters and oil containers Registered Carrier for the Glenboro-South Cypress Ecocentre, as per rates and conditions to be specified in the year 2002 services agreement.

RESOLVED that the Council of The Rural Municipality of South Cypress accept the year 2002 budget of Cypress Planning District requiring a year 2002 levy from the R. M. of South Cypress amounting to $ 9,240.00.

RESOLVED that the Council of The Rural Municipality of South Cypress authorize a funding commitment of $3.00 per capita grant for the fiscal year 2002 ($2,586.00), to the Heartland Gas Initiative Committee, to aid in achieving natural gas infrastructure to the Heartland area by the year 2003.

RESOLVED that the Council of The Rural Municipality of South Cypress approve the following Grants/Levies in favour of the Glenboro Community Development Corporation to aid in the 2002 Operational Costs of its respective facilities and promotion activities;

Glenboro Kinsmen Community Hall - $1,677.36
Glenboro Community Gaiety Theatre - $2,266.21

RESOLVED that the Council of The Rural Municipality of South Cypress approve the year 2002 contribution to the Tiger Hills Conservation District, of .67 mills, which calculates into a total requirement from the Rural Municipality of South Cypress of $ 7,041.95 for fiscal year 2002.

RESOLVED that the Council of The Rural Municipality of South Cypress award an academic scholarship, in the amount of $150.00 for the most deserving year 2002 graduating class student from the Glenboro School who enters post secondary education in Agriculture or Human Ecology, and also award an academic scholarship, in the amount of $100.00 for the most deserving year 2002 graduating class student from the Wawanesa School who enter post secondary education in Agriculture or Human Ecology.

M. of South Cypress Council Chambers at Glenboro, Manitoba for the purpose of presenting its Financial Plan for fiscal year 2002 and subsequentlygiving any person who wishes, opportunity to make representation,ask questions or register an objection t the Financial Plan so presented.
