Minutes of the seventh regular meeting of the 2001/2002 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, May 14, 2002 at 9:00 a.m.

Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, James B. Clark and Chief Administrative Officer, Eric Plaetinck.

Reeve Earl E. Malyon, in the chair, called the meeting to order at 9:10 a.m.

During the meeting, at the time indicated, Council met with the noted persons:

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday April 9, 2002 be taken as read and approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of the Rural Municipality of South Cypress accept and approve the Audited Financial Statement/Supplementary Audit Report of The Rural Municipality of South Cypress, for Fiscal Year Ending December 31, 2001, as prepared and submitted by the Chartered Accounting firm of BDO Dunwoody LLP, of Winnipeg, Manitoba.

RESOLVED that the Council of The Rural Municipality of South Cypress authorize the payment of fiscal year 2002 accounts from cheque #457 to and including cheque #516, as submitted to Council by the Chief Administrative Officer.

During the second and third reading of By-law #1765, Chief Administrative Officer Eric Plaetinck, summarized that the Municipality’s budget and associated tax levy by-law for fiscal year 2002 resulted in a Municipal levy of 14.43, which subsequent to assessment adjustment will represent a marginal increase of only 1.4% in this year’s Municipal property taxes. This is the first increase in the Municipal mill rate since 1999.

RESOLVED that the Council of The Rural Municipality of South Cypress accept an "Offer to Purchase" submitted by H & L Motors Ltd of Glenboro, Manitoba for the purchase of a used 1994 New Idea #5409 9’ Disc Mower serial #010209, in "as is; where is" condition.

RESOLVED that the Council of the Rural Municipality of South Cypress enter into an agreement with MTS Mobility for cellular service for 3 Nokia model #3285 Digital Phones, for a period of 18 months with the said cellular phones to be utilized by the Municipal Equipment Operators.

RESOLVED that the Council of The Rural Municipality of South Cypress authorize the spending of $18,866.79 out of the Machinery & Equipment Replacement Reserve, established under By-law #1107, for the purchase of a 1999 Ford F150 Surpercab ½ ton pickup truck.

RESOLVED that the Council of The Rural Municipality of South Cypress designate and name the Municipal Road as indicated on the attached map and marked as Appendix "C", as follows:

Shown in Red Highlight Ink – as "Clark’s Crossing"

                    (Approximately 4 Miles in length)

AND FURTHER BE IT RESOLVED that the Municipality purchase and install road signs, so named, where said road intersects with the town line road and P. R. #530.

RESOLVED that the Council of The Rural Municipality of South Cypress authorize the spending of $ 10,000.00 out of the Machinery & Equipment Replacement Reserve, established under By-law #1107, for the year 2002 lease payment for a 1999 IHC Superior Fire Truck.

RESOLVED that the Council of The Rural Municipality of South Cypress sponsor the Glenboro U.C.T. Bike Rodeo and thereby authorize a grant in the amount $20.00 for the purchase of bicycle helmet.

RESOLVED that the Council of The Rural Municipality of South Cypress grant $125.00 to the Cypress River Agricultural Society to aid in its staging of their fair which is to be held on July 13th & 14th, 2002.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize an Economic Development grant in the amount of $340.00 to the Cypress River Service Club c/o The R.M. of Victoria to assist with its tourism promotion project consisting of the construction of a roadside park @ PTH #2, north of Cypress River.

RESOLVED that the Council of The Rural Municipality of South Cypress support Manitoba Conservation in its proposal of placing Park Reserve Designation on the site of the former Criddle/Vane Homestead Located at the NE 32-8-16 WPM.

RESOLVED that the Council of The Rural Municipality of South Cypress endorse, South Western Regional Health Authority Board Director, Betty Christie to serve as a representative on the joint sessions with the Marquette RHA Board during its amalgamation transition process with same.

RESOLVED that the Council of The Rural Municipality of South Cypress reappoint the chartered accounting firm of BDO Dunwoody LLP of Winnipeg, Manitoba as the Official Auditor for the Rural Municipality of South Cypress for Fiscal Year 2002 at the fee specified in their April 22, 2000 services proposal.

RESOLVED that the Council of The Rural Municipality of South Cypress authorize the CAO/Returning Officer, Eric Plaetinck, to attend the Manitoba Intergovernmental Affairs sponsored Municipal Election Seminars, which is to be held on Monday June 17th, 2002 at Souris.

RESOLVED that the Council of The Rural Municipality of South Cypress authorize the Chief Administrative Officer to purchase a suitable Colour Multifunction Machine (colour printer/copier/scanner), which will be compatible with the Municipal office computer system, at a cost of up to $599.99 plus applicable taxes.
