Minutes of the twelfth regular meeting of the 2001/2002 Council of the Rural
Municipality of South Cypress held in the Municipal Council Chambers at 618
Railway Ave., Glenboro, Manitoba on Tuesday, October 8, 2002 at 9:00 a.m.
Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry,
John S. Hamilton, Lloyd E. Coates, W. Jack Mooney, James B. Clark and Chief
Administrative Officer, Eric Plaetinck. Incoming Ward 5 Councillor, Walter R.
Cullen sat in at the meeting as an observer for the duration of the entire
meeting.
Reeve Earl E. Malyon, in the chair, called the meeting to order at 9:10 a.m.
During the meeting, at the time indicated, Council met with the following

RESOLVED that the minutes of the last meeting of Council held on Tuesday
September 10, 2002 be taken as read and approved, all statutory requirements
having been fulfilled.

RESOLVED that the Council of The Rural Municipality of South Cypress
authorize the payment of fiscal year 2002 accounts from cheque #724 to and
including cheque #791, as submitted to Council by the Chief Administrative
Officer.

RESOLVED that the Council of The Rural Municipality of South Cypress give
first reading to By-law #1767 (Re: 2002/2003 Council Members’
Indemnity/Remunerations).

WHEREAS on May 15, 2002, an oil leak was discovered on the Enbridge Pipe Line
located on the NE ¼ of section 36-6-14 W1;
AND WHEREAS the emergency cleanup of the oil leak and the surrounding
contaminated soil necessitated the use of certain Municipal roads as haul
roads by heavy trucks and equipment accessing the said cleanup site;
NOW THEREFORE BE IT RESOLVED that the Council of The Rural Municipality
of South Cypress assess a charge in the total amount of $2,880.00 to
Enbridge Pipelines Inc. representing the cost incurred by the Municipality
for the additional maintenance (Municipal Motor grader for 3 hours per week
x 16 weeks @ $60.00 per hour) of these hauls roads, which were used by heavy
trucks during the past spring and summer in the removal of contaminated soil
from and delivery of clean soil to the said oil leak site.

RESOLVED that the Council of The Rural Municipality of South Cypress
authorize a member of Council to attend the 2002 Provincial Recreation
Conference for Community Volunteers, which will be held in Brandon, Manitoba
on November 8 –10, 2002.

RESOLVED that the Council of The Rural Municipality of South Cypress
appoint Councillor W. Jack Mooney to represent the Municipality at the
annual general meeting of the Wawanesa-Oakland Community Development
Corporation, which is to be held in Wawanesa, Manitoba on Monday, October
28, 2002.

RESOLVED that the Council of The Rural Municipality of South Cypress
support the Glenboro Curling Club by retaining advertising space at the Club
during the 2002/2003 season at a cost of $25.00.

support the Glenboro/Treherne High School Hockey Team by advertising in
their 2002/2003 season’s games program at a total cost of $25.00.

RESOLVED that the Council of The Rural Municipality of South Cypress
acknowledge and accept notification from the City of Brandon Fire Department
that the Enhanced 911 Service Fee for the year 2003 for the Municipality
will be set at $2.84 per capita, which is unchanged from 2002.

RESOLVED that the Council of The Rural Municipality of South Cypress
authorize all/any Council Members to attend the Manitoba’s
Transportation Vision 2020 Public Consultation Workshop to be held in
Brandon, Manitoba on Tuesday November 5, 2002.

RESOLVED that the Council of The Rural Municipality of South Cypress
authorize all members of Council and the Chief Administrative Officer to
attend the Association of Manitoba Municipalities 4th Annual
Convention which will be held in Winnipeg, Manitoba on November 25, 26, 27,
and 28, 2002.

now adjourn @ 3:00 p.m., to convene again for our 2002/2003 Inaugural
