Minutes of the tenth regular meeting of the 2001/2002 Council of the Rural
Municipality of South Cypress held in the Municipal Council Chambers at 618
Railway Ave., Glenboro, Manitoba on Tuesday, August 13, 2002 at 8:30 a.m.
Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry,
John S. Hamilton, Lloyd E. Coates, W. Jack Mooney, James B. Clark, and Chief
Administrative Officer, Eric Plaetinck.
Reeve Earl E. Malyon, in the chair, called the meeting to order at 8:40 a.m.
During the meeting, at the time indicated, Council met with the following

RESOLVED that the minutes of the last meeting of Council held on Tuesday
July 9, 2002 be taken as read and approved, all statutory requirements
having been fulfilled.

RESOLVED that the Council of The Rural Municipality of South Cypress
authorize the payment of fiscal year 2002 accounts from cheque #621 to and
including cheque #677, as submitted to Council by the Chief Administrative
Officer.

RESOLVED that the Council of The Rural Municipality of South Cypress
request the Manitoba Highway Traffic Board to impose, under Manitoba
Regulation 48/87, a maximum speed of 50 km/h at which vehicles may be driven
on P.R. 530, running through the Hamlet of Treesbank, Manitoba.

RESOLVED that the Council of The Rural Municipality of South Cypress
authorize the rental of a 1996 John Deere 7600 tractor from Nunn’s
Equipment Ltd. of Treherne, Manitoba at the rate of $20.90 per hour plus GST,
for approximately 200 hours of use during the year 2002 Municipal Roadside
Grass Mowing Season.

RESOLVED that the Council of The Rural Municipality of South Cypress
authorize Mr. Thomas Keller of Carberry, Manitoba to trench and bury, at a
minimum depth of 3 feet, a 6 pair communications cable through the Municipal
Road lying between the NE of Section 31 and the NW of Section 32 in Township
8: Range 16W1 and between NW of Section 32; Township 8; Range 16 and the SW
of Section 5;Township 9; Range 16 W1,
Approval is hereby given with the conditions that permanent markers
indicating "BURIED CABLE" are to be erected at each side of the
fence line where the said cable crosses the Municipal Road and that if the
Municipal work is undertaken on the said roads in the future the cable shall
be relocated, if necessary, at the said applicant’s expense.

RESOLVED that the Council of The Rural Municipality of South Cypress
authorize any members of Council so able, and CAO Eric Plaetinck to attend a
Municipal Officials Information Meeting, organized by Manitoba Health,
regarding the West Nile Virus, which is to be held in Souris, Manitoba on
Wednesday August 14, 2002.

RESOLVED That the Property Assessments as listed under Schedule
"B" be added to the R. M. of South Cypress’ 2002 Assessment Roll
under the Authority of Section 321(1) of the Municipal Act:
AND FURTHER BE IT RESOLVED that the additional taxes thereon as set out
in Schedule "C" be added to their respective property within the
Rural Municipality of South Cypress, as added taxes for Year 2002 under the
Authority of Section 321(1) of the Municipal Act.

RESOLVED that the Council of The Rural Municipality of South Cypress
postpone, its intention to host the Municipality’s 2003 "Board of
Revision" from Tuesday October 8, 2002, to Tuesday November 12, 2002 at
10:00 a.m.

RESOLVED that the Council of The Rural Municipality of South Cypress
authorize the Municipality’s chief administrative officer to purchase or
lease a suitably sized photocopier for the Municipal Office from a Business
Equipment Supplier, which offers the most favourable sales price for such a
new machine, of up to $5,000.00 or alternatively a long term lease agreement
for a new machine, at a monthly rate of up to $105.00.

WHEREAS Municipal Administrative Clerk, Maureena McPhail, has
successfully completed the second year of the MMAA/UM Certificate Program in
Manitoba Municipal Administration and also has now satisfactorily served two
years of Part Time Employment with the R.M. of South Cypress.
NOW THEREFORE BE IT RESOLVED that the Council of The Rural Municipality
of South Cypress authorize Municipal Administrative Clerk, Maureena McPhail
a wage increment of $0.50 per hour, for a total revised wage amounting to
$11.32 per hour, effective August 25, 2002.

RESOLVED that the Council of The Rural Municipality of South Cypress
confirm a reservation with PLACE LOUIS RIEL of Winnipeg, Manitoba for a
total of 7 Standard One Bedroom Suites, which will be required by Council
Members and the CAO in conjunction with their attendance of the AMM Annual
Convention to be held in Winnipeg, Manitoba on November 25 – 28, 2002 and
accordingly authorize the payment by September 27, 2002 of a $782.04 Deposit
for the first night’s room rate and taxes for all 7 rooms.

RESOLVED that the Council of the Rural Municipality of South Cypress do
now adjourn @ 12:01 p.m., to convene again at the next regular meeting
scheduled for Tuesday, September 10, 2002 at 9:00
