Minutes of the second regular meeting of the 2002/2003 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Avenue, Glenboro, Manitoba on Tuesday, December 10, 2002 at 9:00 a.m.Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, W. Jack Mooney, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, in the chair, called the meeting to order at 9:10 a.m. During the meeting, at the time indicated, Council met with the following delegations. Edwin A. Berry } Municipal Equipment Operators H. E. Coates W. J. Mooney RESOLVED that the minutes of the last regular meeting of
Council held on November 12, 2002 be taken as read and approved, all statutory
requirements having been fulfilled. #6731 W. J. Mooney W. R. Cullen RESOLVED that the Council of The Rural Municipality of South
Cypress authorize the payment of fiscal year 2002 accounts from cheque #840 to
and including cheque #907, as submitted to Council by the Chief Administrative
Officer. #6732 L. E. Coates L. J. Berry RESOLVED that By-law #1768 (Re: 2002 Tax and Debt
Cancellations) pass second and third reading, and that it be signed by the by
the Reeve and Municipal Administrator, sealed and delivered. #6733 L. J. Berry W. R. Cullen RESOLVED that By-law #1769 (Re: Appointments of 2003 Municipal
Fireguardians) pass second and third reading, and that it be signed by the by
the Reeve and Municipal Administrator, sealed and delivered. #6734 J. S. Hamilton L. J. Berry RESOLVED that By-law #1770 (Re: Appointments of 2003
Poundkeepers, Appraisers and Cemetery Sextons) pass second and third reading,
and that it be signed by the Reeve and Municipal Administrator, sealed and
delivered. #6735 L. E. Coates - J. S. Hamilton RESOLVED that the Council of The Rural Municipality of South
Cypress give first reading to By-law #1771, (Re: Borrowing/Overdraft
Authorization @ Westoba Credit Union Ltd., Glenboro Branch). #6736 L. J. Berry W. R. Cullen RESOLVED that the Council of The Rural Municipality of South
Cypress give first reading to By-law #1772 (Re: Appointment of 2003 Chief
Administrative Officer). #6737 L. J. Berry W. R. Cullen RESOLVED that the Council of The Rural Municipality of South
Cypress appoint Edwin A. Berry and H. Wayne Johnson as Municipal Equipment
Operators for the Year 2003, as per Terms/Conditions to be specified in their
respective Year 2003 Employment Agreements. #6738 L. E. Coates W. R. Cullen RESOLVED that the Council of The Rural Municipality of South
Cypress appoint Maureena McPhail as The Municipal Accounting Clerk for the Year
2003, as per Terms/Conditions to be specified in her respective Year 2003
Employment Agreement. #6739 J. S. Hamilton L. J. Berry RESOLVED that the Council of The Rural Municipality of South
Cypress authorize the total payment of $18,572.30, to the Glenboro South
Cypress Weed Control District, for labour services, equipment time and herbicide
provided in the control of noxious weeds on designated Municipal roadside
ditches during the 2002 season."carried"#6740 W. J. Mooney W. R.
CullenRESOLVED that the Council of The Rural Municipality of South Cypress
supports the formation of the Southwest Regional Development Corporation.AND
FURTHER BE IT RESOLVED that the Municipality make application for membership in
the said corporation. #6741 L. E. Coates - W. J. Mooney WHEREAS in accordance with Section 163 of the Municipal Act, the Council of The Rural Municipality of South Cypress has made an Interim Operating Budget for all the expenditures of the Municipality for the period January 1, 2003 until the adoption of the annual estimates; NOW THEREFORE BE IT RESOLVED that the provisional estimates as
set out in Schedule "A" be hereby approved by the Council of The Rural
Municipality of South Cypress. #6742 J. S. Hamilton L. J. Berry RESOLVED that the Council of The Rural Municipality of South
Cypress authorize Municipal Administrator, Eric Plaetinck, to attend the MMAA/UM
Professional Seminar entitled "Duties and Liabilities of Council"
which is to be held in Brandon, Manitoba on Friday January 31, 2003 #6743 J. S. Hamilton W. J. Mooney RESOLVED that the Council of The Rural Municipality of South
Cypress authorize the purchase of a Colorado 10 GB Internal Tape Drive Back-up
System from Compusmart of Brandon, Manitoba, a cost of $ 399.00 plus
installation and applicable taxes. #6744 J. S. Hamilton L. E. Coates RESOLVED that the Council of the Rural Municipality of South
Cypress authorize the purchase of a computer printer and scanner board, for
installation into the Municipalitys Kyocera KM-2530 photocopier/fax machine,
from Gold Business Machines of Brandon, Manitoba at a total cost of $1,895.00
plus applicable taxes. #6745 J. S. Hamilton - L. E. Coates RESOLVED that the Council of The Rural Municipality of South
Cypress do now adjourn @ 3:20 p.m., to convene again at the next regular meeting
scheduled for Tuesday, January 14, 2003 at 9:00 a.m. |
