Minutes of the eighth regular meeting
of the 2001/2002 Council of the Rural Municipality of South Cypress held in the
Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday,
June 11, 2002 at 9:00 a.m.
Present at the Meeting, Reeve Earl E.
Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, W. Jack
Mooney, and Chief Administrative Officer, Eric Plaetinck.
Reeve Earl E. Malyon, in the chair,
called the meeting to order at 9:15 a.m.
During the meeting, at the time
indicated, Council conducted the noted Public Hearing and also met with the
following delegations.

RESOLVED that the minutes of the
last regular meeting of Council held on Tuesday May 14, 2002 be taken as
read and approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of the Rural Municipality of South Cypress
authorize the payment of fiscal year 2002 accounts from cheque #517 to and
including cheque #567, as submitted to Council by the Chief Administrative
Officer.

RESOLVED that By-Law #1766 (Re:
Glenboro-South Cypress Fire Department’s participation in the Turtle
Mountain Mutual Aid District) pass second and third reading and that it be
signed by the Reeve and CAO, sealed and delivered.

RESOLVED that the Council of the
Rural Municipality of South Cypress acquire up to 7,000 cubic yards of shale
from the Rudy Kovar shale pit located at the SE 21-6-14 WPM (Said shale is
to be dug out and stockpiled at Municipal expense).

RESOLVED that the Plan of
Subdivision of Land described as follows:
Being part of the South East ¼ of
Section 26, Township 7, Range 13W1, as shown on a drawing and being attached
to an application for subdivision file #4187-01-3882 and being submitted by
Michael and Rosemary Trewhella;
BE HEREBY APPROVED by the Council
of The Rural Municipality of South Cypress.
Approval is given subject to the
following conditions:
1) That a Conditional Use Order be
obtained to permit the Non-Farm Single Family Dwelling within the
"A80" Zone
2) That a Conditional Use Order be obtained for a second residence (mobile
home) on the proposed lot
3) That the Sewage disposal system be brought into compliance with Manitoba
Environmental Regulation 95/88R

At a public hearing held at 11:00 a.m.,
in regard to Conditional Use application file #CU11-02-SC, no representation was
made either for or against the said application.

Under the Planning Act
Conditional Use Order No.
CU11-02-SC
WHEREAS M & R TREWHELLA, the owners
of the property legally described as Pt. of the East ½ of Section 26-7-13 WPM
and located at approx. 7 miles east of Glenboro and 2.5 miles North in the R. M.
of South Cypress, applied to the Council of the R. M. of South Cypress for
approval of a Condition Use under Zoning By-Law No. 1485 Part IV, Section 6,
Table IV-I, and Section 8(26) in order to:
Establish a Rural Non-Farm Dwelling
Site in the "A80 Agricultural District and further to allow the location of
a second dwelling (mobile home only) on the Rural Non-Farm parcel.
And after careful consideration of the
application and any representations made for or against it, The Council of the
R. M. of South Cypress in a meeting duly assembled on the 11th day of
June AD; 2002,
APPROVED the said
application
Approval is given subject to the
following conditions:
Approval shall expire if not acted upon
within 12 months of the date of making.

Council accepted a vacation request
by Municipal Equipment Operator, Edwin Berry, for period July 2 to 12, 2002
and a vacation request by H. Wayne Johnson for period September 9 to 20,
2002.

RESOLVED that the Council of the
Rural Municipality of South Cypress authorize the sale of its Municipal land
ownership maps at the following rates, which will be in effect forthwith and
for the balance of the year 2002:
1"/mile coloured - $ 20.00 per
map (includes all taxes)
1"/mile black & white - $
14.00 per map (includes all taxes)

RESOLVED that the Council of the
Rural Municipality of South Cypress contract the services of LRS Woodwork
of Killarney, Manitoba to construct a 60" wide x 29" high x
17" deep, computer printer stand/cabinet for the Municipal Office.

RESOLVED that the Council of the
Rural Municipality of South Cypress do now adjourn @ 2:00 p.m., to convene
again for our next regular meeting scheduled for Tuesday, July 9, 2002 at
9:00 a.m.
