Minutes of the Inaugural and First meeting of the 2002/2003 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, November 12, 2002 at 9:00 a.m. Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, W. Jack Mooney, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck. Prior to the commencement of the meeting, in accordance with Section 101(1) of the Municipal Act, the Reeve, all Councillors and the Chief Administrative Officer each made and subscribed a Declaration of Qualification in Form 2 and Declaration of Office in Form 3. Reeve Earl E. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress appoint resident Ratepayer Levi Drapeau of Stockton to the Board of the Wawanesa-Oakland Community Development Corporation for the two-year term November 12, 2002 to November 9, 2004. "carried" The "Board of Revision" commenced at 10:10 a.m., to deal with an assessment complaint lodged against Tax Roll #145000. Municipal Assessor, Robert Pennycook, was in attendance for the duration of the Board of Revision proceedings; #6711 L. E. Coates – W. J. MooneyRESOLVED that the Council of the Rural Municipality of South Cypress spend $8,364.41 out of the Machinery/Equipment Replacement Reserve, established under By-law #1107, for the purchase of a new 2003 Caterpillar Motor Grader Model 140H, Serial #APM00367, from Toromont Cat of Winnipeg, Manitoba. Outhwaite of Stockton, Manitoba to clean out snow from the back lanes in the Hamlet of Stockton during the 2002/2003 Winter with a 950 Loader, on an "as required" basis and at the rate of $ 80.00 per hour plus G.S.T.; Conditions of the Contract are: That the required snow clearing be completed within a reasonable period of time after a snowfall/snow drifting. That billing for any such work is submitted to the R. M. immediately after each time such work is completed. That it is estimated that the normal clean out of all back lanes in Stockton will take approximately 1 hour of said loader time for each complete cleaning. "carried" #6718 L. E. Coates – L. J. CullenRESOLVED that the Council of the Rural Municipality of South Cypress authorize Mr. Brad Vertz to trench in a 110-volt hydro cable to be buried under the Municipal Road/Allowance at the Northeast corner of the NE ¼ of Section 34; Township 7; Range 14 WPM., Approval is hereby given with the conditions that the electrical cable be buried at a depth recommended by Manitoba Hydro and that permanent markers indicating "Buried Hydro Cable" be erected at each side of the fence line where the said cable crosses underneath the said Municipal road and that if Municipal work is undertaken on the said road in the future the Hydro cable shall be relocated, if necessary, at the said applicant’s expense."carried" #6723 W.
