Minutes of the eighth regular meeting of the 2002/2003
Council of the Rural Municipality of South Cypress held in the Municipal Council
Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, June 10, 2003 at
9:00 a.m.
Present at the meeting, Reeve Earl E. Malyon, Councillors
Leonard J. Berry, Lloyd E. Coates, Walter R. Cullen, W. Jack Mooney, and Chief
Administrative Officer, Eric Plaetinck.
Reeve Earl E. Malyon, in the chair, called the meeting to
order at 9:00 a.m.
During the meeting, at the time indicated, Council met with
the following delegations.

RESOLVED that the minutes of the last regular meeting of
Council held on Tuesday May 13, 2003 be taken as read and approved, all
statutory requirements having been fulfilled.

RESOLVED that the Council of the Rural Municipality of
South Cypress accept and approve the audited Financial
Statement/Supplementary Audit Report of the Rural Municipality of South
Cypress, for year ending December 31, 2002 as prepared and submitted by the
chartered accounting firm of BDO Dunwoody of Winnipeg, Manitoba.

RESOLVED that the Council of the Rural Municipality of
South Cypress authorize the payment of fiscal year 2003 accounts from cheque
#1217 to and including cheque #1276, as submitted to Council by the Chief
Administrative Officer.

RESOLVED that the Council of the Rural Municipality of
South Cypress register Stockton Ferry Operator Ron Dalzell, for a basic
safety training seminar in Marine Emergency Duties (Med A3), as required by
Transport Canada, at a cost of $250.00 with the date and location to be
determined by Interlake Safety Training of Gimli, Manitoba.

RESOLVED that the Council of the Rural Municipality of
South Cypress authorize Darwen Road Technologies Ltd. of Winnipeg,
Manitoba to custom apply dust control product (asphalt emulsion) onto 3,950
feet of Municipal maintained roads as noted below:

RESOLVED that the Council of the Rural Municipality of
South Cypress acquire, in the 2003 season, up to 7,000 cubic yards of shale
from the Rudy Kovar shale pit located at the SE 21-6-14WPM.
(Said shale is to be dug out and stockpiled at Municipal
expense).

RESOLVED that the Council of the Rural Municipality of
South Cypress accept the April 29, 2003 auditing services proposal submitted
by BDO Dunwoody of Winnipeg, Manitoba and accordingly reappoint the said
chartered accounting firm as the official auditor for the Rural Municipality
of South Cypress for the fiscal years 2003, 2004 and 2005 at the fees
specified in their April 29, 2003 services proposal.

RESOLVED that the Council of the Rural Municipality of
South Cypress support Manitoba Conservation in its proposal to designate the
Criddle/Vane homestead Park reserve as a Provincial Heritage Park.

RESOLVED that the Council of the Rural Municipality of
South Cypress implement a program during the summer 2003 whereby all
required road ditches/road allowances infested with grasshoppers would by
sprayed with Eco Bran Bait insecticide via ground application.

RESOLVED that the Council of the Rural Municipality of
South Cypress purchase a Model 60 (truck mounted) applicator/spreader from
Peacock Industries of Saskatoon, Saskatchewan, at a Municipal cost of
$1,845.00 plus applicable taxes. (The said applicator to be utilized in
conjunction with the Municipalitys Grasshopper Control Program)

RESOLVED that the Council of the Rural Municipality of
South Cypress authorize the purchase of a digital camera at a cost of up to
$600.00.

RESOLVED that the Council of The Rural Municipality of
South Cypress authorize the Municipal Administrative Clerk, to attend a
2-day Computer Course entitled "Microsoft Access 2000
Advanced", which is being offered by The Learning Company of
Brandon, Manitoba on June 25 & June 27, 2003.

RESOLVED that the Council of the Rural Municipality of
South Cypress do now adjourn @ 12:05 p.m. to convene again at the next
regular meeting scheduled for Tuesday, July 8, 2003 at 9:00 a.m.
