Minutes of a "Special Meeting" of the 2002/2003 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Avenue, Glenboro, Manitoba on Monday, March 17, 2003 at 12:00 noon. Notice was given in conformity with Section 145(2) of The Municipal Act. Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, W. Jack Mooney, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck.
Reeve Earl E. Malyon, in the chair, called the meeting to order at 12:02 p.m..
The Meeting was called to deal with the following matters:
Setting and adopting the Municipal Budgeted Operating Expenditures for fiscal year 2003. Setting and adopting of the Municipal 5 Year Capital Expenditure Program. An informational meeting with Mayor Bill Shackel @ 1:00 p.m. to discuss residents use of the Western Manitoba Regional Library and also the requested 2003 Municipal Operating grants.
A detailed analysis of each and every individual revenue and expenditure account of the Municipality was undertaken by the Council and the Chief Administrative Officer, throughout the course of the day’s meeting, with an estimated amount set for each account for fiscal year 2003. Upon conclusion of same Council agreed that a Municipal Financial Plan for the Fiscal Year 2003 will be presented at a public meeting on Tuesday April 15, 2003 at 1:30 p.m. which will reflect a total 2003 Municipal mill rate of 14.85 mills (a modest increase of approximately 2.9%).

RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 4:00 p.m., to convene again at the next regular meeting scheduled for Tuesday, April 15, 2003 at 9:00 a.m. "carried" |
