Minutes of the eighth regular meeting of the 2003/2004 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, June 8, 2004 at 9:00 a.m.

 

Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Walter R. Cullen, W. Jack Mooney, and Chief Administrative Officer, Eric Plaetinck.

 

Reeve Earl E. Malyon, in the chair, called the meeting to order at 9:00 a.m.

 

During the meeting, at the time indicated, Council held the noted public hearing and met with the following delegations.

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday May 11, 2004 be taken as read and approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2004 accounts from cheque #1949 to and including cheque #2006, as submitted to Council by the Municipal Administrator.

RESOLVED that the Council of the Rural Municipality of South Cypress contract the services of Bjorn Enterprises Ltd. of Glenboro, Manitoba for the supply of all labour and materials required in the installation of metal sheeting onto the ceiling of the Municipal equipment shed, as per terms and conditions specified in the June 6, 2004 estimate.

RESOLVED that the Council of the Rural Municipality of South Cypress appoint Reeve Earl E. Malyon to act with Mayor Bill Shackel and Emergency Co-ordinator Garth McIntyre, on the Advisory Committee of the Glenboro-South Cypress Community Emergency Plan.

RESOLVED that the Plan of Subdivision of Land described as follows;

Being part of the South East ¼ of Section 15, Township 8, Range 16W1, as shown on a drawing and being attached to an application for Subdivision file #14-4187-04-4012 and being submitted by Mr. Dennis Kowall;

BE HEREBY APPROVED by the Council of the Rural Municipality of South Cypress.

Approval is given subject to the following conditions;

That a Conditional Use Order be obtained to permit the non-farm dwelling site within the "A80" zone.

That the owners enter into an agreement with Council regarding the extension of the Municipal road on the southerly road allowance.

That an easement agreement be provided for agricultural access to the Northwest quarter of Section 15, Township 8, Range 16W1.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the Chief Administrative Officer to accept donations and issue tax-deductible receipts on behalf of the Glenboro Curling Club, for fund raising activities for the installation of a Geo-Thermal Ice Plant in the Glenboro Curling Club.

RESOLVED that the Council of the Rural Municipality of South Cypress execute a "Memorandum Of Understanding" with the Assiniboine Regional Health Authority for the sharing of disaster/emergency plans, the sharing of resources in the event of a disaster in the community, the participation in emergency preparedness and responses, recovery training with the joint development of exercises for the testing of disaster/emergency preparedness and response.

At a public hearing held at 11:30 a.m., in regard to Variation Order application file #V4—04-SC and Conditional Use Order application file #CU8-04-SC, no representation was made either for or against the said submissions. Upon closure of the formal hearing and subsequent review of the submissions, Council felt it necessary to table a decision on the applications pending receipt of further information regarding same.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize I-Netlink Incorporated to erect a 120’ high wireless internet tower c/w 4’ x 8’ equipment shed at a suitable site in the Municipal Equipment yard located at the S.E. ¼ of 22-7-14 WPM, as per terms and conditions to be specified in an easement agreement.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the Cypress Colony to bury 6" irrigation water pipelines under Municipal Roads lying along sections 15, 22, 23 and 26 all in Township 7, Range 13W1, as further detailed in a map attached hereto and marked as Appendix "W"

AND FURTHER BE IT RESOLVED that all necessary work and materials be the responsibility of the applicant with the completed installation to meet the approval of the Ward Councillor.

RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 2:35 p.m. to convene again at the next regular meeting scheduled for Tuesday, July 13, 2004 at 9:00 a.m.
