Minutes of the sixth regular meeting of the 2003/2004 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, April 13, 2004 at 9:00 a.m.

 

Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, W. Jack Mooney, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck.

Reeve Earl E. Malyon, in the chair, called the meeting to order at 9:00 a.m.

 

During the meeting, at the time indicated, Council conducted the noted Public Hearing and also met with the following delegations.

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday, March 9, 2004 and minutes of a special meeting held on April 6, 2004 be taken as read and approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2004 accounts from cheque #1821 to and including cheque #1843, as submitted to Council by the Chief Administrative Officer.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize seasonal grader operator, Paul Wilton, to commence his 2004 season employment on Monday, April 5, 2004.

RESOLVED that the Council of the Rural Municipality of South Cypress, jointly with the Village of Glenboro, appoint Mr. Rick Sjolander of Glenboro, Manitoba to act as the Weight Restrictions Enforcement Officer on posted restricted Municipal and Village roads, during the Spring of 2004, with a maximum of a 40 hour week.

AND FURTHER BE IT RESOLVED THAT the Village of Glenboro be responsible for 1/3 of the total enforcement costs incurred during the 2004 season.

RESOLVED that the Council of the Rural Municipality of South Cypress grant $125.00 to the Cypress River Agricultural Society to aid in its staging of their Annual Fair which is to be held on July 17th and 18th, 2004.

RESOLVED that the Council of the Rural Municipality of South Cypress renew its agreement with the Village of Wawanesa for the "right of use" of the Wawanesa Waste Disposal Grounds & Transfer Station by approximately 200 persons residing in the western portion of the Municipality;

AND FURTHER BE IT RESOLVED the Rural Municipality of South Cypress pay $40.00 per capita per year, to the Village of Wawanesa, for the privilege of utilizing the said facility;

AND FURTHER BE IT RESOLVED that this agreement shall be in effect as at January 1, 2004 with the term, rates and conditions of the said agreement being subject to review at any time by either the Village of Wawanesa or the Rural Municipality of South Cypress.

RESOLVED that the Council of the Rural Municipality of South Cypress amend conditional use order #CU 5-93-SC, to allow manure application from the Millshof Colony hog production, on a "one time" basis only, onto the SW Desc. of Section 33-7-15 W1, NE Desc. of Section 28-7-15 W1 and NE Desc. of Section 22-7-15 W1, on the condition that resulting manure application does not exceed the allowable nitrogen limits for the said fields, based on the March 31, 2004 Agvise Laboratories soil test results on same.

RESOLVED that the Council of the Rural Municipality of South Cypress conduct its Board of Revision for assessment year 2005 on Tuesday November 9, 2004 commencing at 2:00 p.m.

WHEREAS the Council of the Rural Municipality of South Cypress has decided to redistribute $5,000.00 from its year 2004 share of funds it receives from the Provincial Government’s VLT revenues plus utilize and distribute an additional $ 3,000.00 from the Municipality’s Northfield Community Well Reserve Account, to aid local non-profit organizations with capital projects;

NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress award the following community organizations the noted grants to assist with purchase and/or improvement projects they will be undertaking;

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the transfer of $3,000.00 from the Municipal Well Reserve Account #8823122 to the Municipal Operating Account #8816001, with said monies to be specifically used in fiscal year 2004 to benefit non-profit community organizations, for assistance with capital expenditures and/or facility improvements/projects.

At a Public Hearing held at 1:30 p.m. in regard to the Rural Municipality of South Cypress’ 2004 Financial Plan, there was no representation made by the Public.

RESOLVED that Council adopt the Financial Plan for the Rural Municipality of South Cypress for Fiscal Year 2004 and the proposed Capital Expenditures for the Rural Municipality of South Cypress for the years 2005 to and including 2009, as presented at today’s public hearing, a copy of which is attached hereto and marked as Schedule "A".
