Minutes of the second regular meeting of the 2004/2005 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., in Glenboro, Manitoba on Tuesday, December 14, 2004 at 9:00 a.m.

Present at the meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, W. Jack Mooney, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck.

Reeve Earl E. Malyon, presiding, called the meeting to order at 9:05 a.m.

WHEREAS Mr. Paul Wilton of Glenboro, Manitoba has, in the opinion of the Council of the Rural Municipality of South Cypress, successfully served his probationary employment term (April 4, 2004 to December 4, 2004) as Municipal Grader Operator;

 

NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress appoint, Mr. Paul Wilton as Permanent Seasonal Grader Operator for the Municipality, with such employment to commence in the Spring of 2005, subject to agreed upon wages and conditions, which is to be specified in his annual seasonal employment agreement.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize Municipal Equipment Operators, Allan Bartram and Paul Wilton to attend a Manitoba Good Roads Association two-day seminar on "Gravel Road Design and Maintenance’, which is to be held in Selkirk, Manitoba on January 10 & 11, 2005.

RESOLVED that the Council of the Rural Municipality of South Cypress accept the employment resignation of Stockton Ferry Operator, Ronald Dalzell of Pilot Mound, Manitoba with the official retirement date of November 27, 2004;

 

AND FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South Cypress, as provided in Municipal Resolution #6188, authorize a retirement consideration to Mr. Ron Dalzell, representing a 20% (6 days) remuneration of his total accumulated (31 days) days of unused sick leave as at November 27, 2004, paid at the rate relative to his last day of employment.

WHEREAS the Glenboro Curling Club plans on installing a new geo-thermal heating/cooling system in the Glenboro Curling Rink along with delivery of associated heat to the dressing rooms/upstairs in the Glenboro Skating Arena;

 

AND WHEREAS in addition to on-going fund raising activities, temporary financing will need to be acquired by the Glenboro Curling Club for the timely completion of the said project;

 

NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress support the Glenboro Curling Club in the said project and consequently agree, in principle, to jointly with the Village of Glenboro and the Rural Municipality of Argyle, to endorse an temporary loan application with Westoba Credit Union Ltd. for the required short term financing of the project.

RESOLVED that the Council of the Rural Municipality of South Cypress, jointly and equally with the Village of Glenboro, agree to match up to maximum of $5,000.00, of a 50/50 ($10,000.00) funding application under the Joint Emergency Planning Program for the purchase of equipment required in the establishment of a Community Emergency Preparedness Plan and Associated Organization Centre.

WHEREAS Municipal residents Carol and Harvey Dowd have been awarded the Munisoft Shield in the Manitoba Good Roads Association 2004 Competition for being the best non-farm country resident home grounds in district 3;

 

NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress provide admission tickets to Mr. & Mrs. Dowd and also to Earl and Carol Lynn Malyon who will be accompanying them, to the Manitoba Good Roads Association Annual Banquet and Award presentations which is to be held in Brandon, Manitoba on Sunday February 27, 2005.

WHEREAS in accordance with Section 163 of the Municipal Act, the Council of the Rural Municipality of South Cypress has made an Interim Operating Budget for all the expenditures of the Municipality for the period January 1, 2005 until the adoption of the annual estimates;

 

NOW THEREFORE BE IT RESOLVED that the provisional estimates as set out in Schedule "A" be hereby approved by the Council of the Rural Municipality of South Cypress.
