Minutes of the third regular meeting of the 2003/2004 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Avenue, Glenboro, Manitoba on Tuesday, January 13, 2004 at 9:00 a.m. Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, W. Jack Mooney, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, in the chair, called the meeting to order at 9:05 a.m. During the meeting, at the time indicated, Council met with the following delegations. #6966 J. S. Hamilton – L. J. Berry RESOLVED that the minutes of the last regular meeting of Council held on Tuesday December 9, 2003 be taken as read and approved, all statutory requirements having been fulfilled. "carried" #6967 W. R. Cullen – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2003 accounts from cheque #1624 to and including cheque #1685, as submitted to Council by the Municipal Administrator. "carried"
#6968 W. R. Cullen – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2004 accounts from cheque #1700 to and including cheque #1711, as submitted to Council by the Municipal Administrator. "carried" #6969 W. J. Mooney – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress give second and third reading to By-law #1779, (Re: Borrowing/Overdraft Authorization @ Westoba Credit Union Ltd.), and that it be signed by the Reeve and Municipal Administrator, sealed and delivered. "carried"
#6970 L. J. Berry – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress give second and third reading to By-law #1780 (Re: Appointment of 2004 Chief Administrative Officer), and that it be signed by the Reeve and Municipal Administrator, sealed and delivered. "carried"
#6971 J. S. Hamilton – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress purchase a new 2004 Peterbilt Model 378 Highway Tractor from Peterbilt Manitoba Ltd. of Winnipeg, Manitoba, as per price and further specifications, terms, conditions, delivery and payment date specified in the respective sale and purchase agreement. "carried"
#6972 W. J. Mooney – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize the sale, by tender, the Municipality’s 1997 Peterbilt Model 378 Highway Tractor Serial #1XPFDB9X8VD432702, with tender closing date of February 9, 2004. "carried"
#6973 W. J. Mooney – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress adopt the rental rates and conditions for the year 2004, for specified Municipal labour, equipment and materials as set out in Schedule "A", attached hereto and forming part of this resolution. "carried"
#6974 L. J. Berry – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize Municipal Equipment Operators Edwin Berry and Allan Bartram to attend the Manitoba Good Roads Association Workshop on "Work Place Safety", and the A.M.M. Trade Show, which are both being held in Brandon, Manitoba on Monday, February 23, 2004. "carried"
#6975 J. S. Hamilton – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize Councillors W. Jack Mooney and Walter R. Cullen, with Reeve Earl E. Malyon to act as an alternate, to attend the 2004 Manitoba Planning Conference being held in Winnipeg, Manitoba on March 10 & 12, 2004. "carried"
#6976 J. S. Hamilton – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress jointly with the Village of Glenboro, appoint Mr. Garth McIntyre as Emergency Coordinator for the Rural Municipality of South Cypress and the Village of Glenboro, effective January 13, 2004 and accordingly be authorized to develop an emergency plan for both said Municipal corporations, which will meet Provincial standards/requirements. AND FURTHER BE RESOLVED that Mr. McIntyre be paid a negotiated stipend while servicing in the capacity of Emergency Coordinator and also for time spent in developing the emergency plan, along with the reimbursement of any out of pocket expenses incurred while carrying out his duties of this position. "carried"
#6977 J. S. Hamilton – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of $4,219.22 to the Glenboro Veterinary District board, representing approximately 50% of the anticipated requirement for the Municipality’s 2004 tax levy for the Veterinary District. "carried"
#6978 L. J. Berry – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of $2,266.21 to the Glenboro Gaiety Theatre representing the full requirement of the Municipality’s 2004 tax levy for the Theatre. "carried"
#6979 L. J. Berry – J. S. Hamilton RESOLVED that the Council of the Rural Municipality of South Cypress renew its membership with the Southwest Regional Development Corporation for the 2004 calendar year. "carried"
#6980 W. J. Mooney – W. R. Cullen RESOLVED that the Rural Municipality of South Cypress renew its membership with the following organizations and thereby authorizes payment of the respective 2004 membership fee: Association of Manitoba Municipalities Manitoba Municipal Administrators Association Glenboro Community Development Corporation Manitoba Good Roads Association USTI Auto-Administrator User Group Hudson Bay Route Association Burrough of The Gleann Museum "carried"
#6981 L. J. Berry – W. J. Mooney RESOLVED that the Rural Municipality of South Cypress authorize the Cypress River Donor’s Choice to conduct, this year, its initial canvas of the residents of the 743-telephone exchange, living in the Rural Municipality of South Cypress, AND FURTHER BE IT RESOLVED that this authorization continue to be valid for future canvass years, unless otherwise duly rescinded by Council. "carried"
#6982 W. J. Mooney – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize the sale of its Municipal land ownership maps at the following rates during the Year 2004: 1"/Mile Coloured - $ 20.00 per map (includes all taxes) 1"/Mile Black & White - $ 14.00 per map (includes all taxes) "carried"

Cullen RESOLVED that the Council of the Rural Municipality of South Cypress set the following rates for photocopying with the Municipal office’s Kyocera photocopier during the year 2004: Ratepayers - $ 0.15 cents per copy Clubs/Organizations - $ 0.15 cents per copy Non-Ratepayers - $ 0.25 cents per copy AND FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South Cypress set the rate of $0.50 per page for each page faxed, to a Canadian or American Destination with the Municipality’s fax machine during the year 2004. #6984 W. J. Mooney – J. S. Hamilton RESOLVED that the Council of the Rural Municipality of South Cypress authorize Reeve Earl E. Malyon and Councillors Leonard J. Berry, John S. Hamilton, and Walter R. Cullen to attend the Association of Manitoba Municipalities’ Educational Seminar, entitled "Legislated Responsibilities of an Elected Official", which is being held in Brandon, Manitoba on Thursday, January 29, 2004. "carried"
#6985 L. J. Berry – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize Municipal Administrator, Eric Plaetinck to attend a Manitoba Intergovernmental Affairs/University of Manitoba’s Educational Seminar entitled "By-Law Enforcement", which is to be held in Brandon on Friday February 27, 2004. "carried"
#6986 W. J. Mooney – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize Municipal Administrator, Eric Plaetinck to attend the Learning Company Business Development seminar on "Microsoft Office 2000 (Word Advanced)" which is to be held in Brandon on Monday March 1, 2004. "carried"
#6987 W. J. Mooney – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize all members of Council and the Chief Administrative Officer to attend the Association of Manitoba Municipalities Municipal Officials Seminar being held in Brandon, Manitoba on February 23 & 24, 2004. "carried"
#6988 L. J. Berry – J. S. Hamilton RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 3:10 p.m., to convene again at the next regular meeting scheduled for Tuesday, February 10, 2004 at 9:00 a.m. "carried" |
