Minutes of the seventh regular meeting of the 2003/2004 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, May 11, 2004 at 9:00 a.m.

Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, W. Jack Mooney, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck.

Reeve Earl E. Malyon, in the chair, called the meeting to order at 9:10 a.m.

During the meeting, at the time indicated, Council met with the following delegations.

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday April 13, 2004 be taken as read and approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of The Rural Municipality of South Cypress accept and approve the audited financial statement and supplementary audit report for the Rural Municipality of South Cypress, for fiscal year ending December 31, 2003, as prepared and submitted by the chartered accounting firm of BDO Dunwoody of Winnipeg, Manitoba.

RESOLVED that the Council of The Rural Municipality of South Cypress authorize the payment of fiscal year 2004 accounts from cheque #1844 to and including cheque #1948, as submitted to Council by the Municipal Administrator.

RESOLVED that the Council of The Rural Municipality of South Cypress give second and third reading to By-law #1781 (School and Municipal Property Tax Levy for fiscal year 2004) and that it be signed by the Reeve and Municipal Administrator, sealed and delivered.

WHEREAS the Council of The Rural Municipality of South Cypress agrees to share, with the Village of Glenboro, the costs associated with the container rental, container haulage charges and tipping fees for services provided and levied by Municipal Waste Management Ltd., in the transferring of household wastes deposited at the Glenboro wastes transfer station;

NOW THEREFORE BE IT RESOLVED that effective January 1, 2004 the Council of The Rural Municipality of South Cypress accept a 40% share of the said contract costs with the balance of 60% being the responsibility of The Village of Glenboro.

AND FURTHER BE IT RESOLVED that this arrangement and cost share percentage be reviewed by both Councils at the end of 2004.

RESOLVED that the Council of The Rural Municipality of South Cypress contract the services of Bjorn Enterprises Ltd. of Glenboro, Manitoba for the supply of all labour and materials required in the complete renovating and re-insulating (R28 Fire-Rated Foam) of the Municipal Equipment shed ceiling, as per terms and conditions specified in the May 10, 2004 estimate.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize a 2004 expenditure of up to $2,000.00 for labour and materials required in the installation of Municipal road signs (numbered sequence) on respective intersections with Provincial Trunk Highway #2, lying within the Municipality.

RESOLVED that the Council of The Rural Municipality of South Cypress authorize Cypress River Potato Growers to install a 6" water pipeline thru an existing culvert, crossing under the Municipal Road located between the N.W. of Section 17-7-13W and the S.W. of Section 20-7-13W;

AND FURTHER BE IT RESOLVED that all necessary work and materials be the responsibility of the applicant with the completed installation to meet the approval of the Ward Councillor.

RESOLVED that the Council of The Rural Municipality of South Cypress authorize Millshof Colony Farms to construct an earthen approach off of the North/South Municipal road onto the N.W. ¼ of Section 15-7-15W1, at approximately the ¼ mile mark;

AND FURTHER BE IT RESOLVED that the installation and costs associated with the said approach be the responsibility of the applicant.

BE HEREBY APPROVED by the Council of the R. M. of South Cypress.

Approval is given subject to the following conditions;

1. That a Conditional Use Order be obtained to permit the non-farm dwelling site within the "A80" zone.

RESOLVED that the Council of The Rural Municipality of South Cypress sponsor the Glenboro U.C.T. 2004 Bike Rodeo and accordingly authorize a grant in the amount $20.00 for the purchase of bicycle helmet.

RESOLVED that the Council of The Rural Municipality of South Cypress authorize Mr. Glen Witherspoon of Glenboro, Manitoba to clean approximately 1224 square feet of carpet in the Municipal Office.

RESOLVED that the Council of the Rural Municipality of South Cypress implement a grasshopper control program during the summer 2004 whereby all required road ditches/road allowances, infested with grasshoppers, will be treated with Eco Bran Insecticide via ground application;

AND FURTHER BE IT RESOLVED that the Council of The Rural Municipality of South Cypress authorize the purchase of 84 (44 lbs) bags of Eco Bran Grasshopper bait from the Tiger Hills Conservation District at the cost of $58.25 per bag (FOB Glenboro);

AND FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South Cypress authorize the Glenboro-South Cypress Weed Control District to apply, this season, the said Eco Bran Grasshopper Bait onto required/designated Municipal ditches/road allowances, at the rate of $3.85 per acre.

Berry to attend an Assiniboine Health Authority Regional meeting, concerning the review of the Rural Physician and Health Services report, which is to be held in Cypress River, Manitoba on Friday June 4, 2004.
