Minutes of the twelfth regular meeting of the 2003/2004 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, October 12, 2004 at 9:00 a.m. Present at the meeting: Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, W. Jack Mooney, Walter R. Cullen and Municipal Administrator, Eric Plaetinck. Reeve Earl E. Malyon, in the chair, called the meeting to order at 9:02 a.m. During the meeting, at the time indicated, Council held the noted public hearings and met with the following delegations. #7122 J. S. Hamilton – L. J. Berry RESOLVED that the minutes of the last regular meeting of Council held on Tuesday September 14, 2004 be taken as read and approved, all statutory requirements having been fulfilled. "carried"
#7123 W. J. Mooney – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2004 accounts from cheque# 2176 to and including cheque# 2230, as submitted to Council by the Municipal Administrator. "carried"
#7124 W. R. Cullen – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-law #1782 (Re: 2004/2005 Council Members’ Indemnity/Remunerations). "carried"
At a Public Hearing held at 11:15 a.m., in regard to Conditional Use application #CU13-04-SC, no representation was made either for or against the said application.
#7125 J. S. Hamilton – L. J. Berry R. M. OF SOUTH CYPRESS UNDER THE PLANNING ACT CONDITIONAL USE ORDER NO. CU13-04-SC WHEREAS Janice Hird, et al, the owners of the property legally described as Pt. of the SW/SE Sec. 8-7-14 WPM and located at approx. 1.5 miles West of Glenboro in the R. M. of South Cypress, applied to the Council of the R. M. of South Cypress for approval of a Conditional Use order under Zoning By-law #1485 Part IV, Section 6, Table IV-I, in order to: Allow the establishment of a Rural Non-Farm dwelling site in the "A80" agricultural district. [Approx. 7.4 acres] And after careful consideration of the application and any representations made for or against it, the Council of the R. M. of South Cypress in a meeting duly assembled on the 12th day of October A.D., 2004 Approved the said application. Approval is given subject to the following conditions: None Approval shall expire if not acted upon within 12 months of the date of making. "carried"
At a Public Hearing held at 11:30 a.m., in regard to Conditional Use application #CU14-04-SC and Variation Order application #V8-04-SC, no representation was made either for or against the said applications. #7126 W. R. Cullen – W. J. Mooney R. M. OF SOUTH CYPRESS UNDER THE PLANNING ACT CONDITIONAL USE ORDER NO. CU14-04-SC WHEREAS Jack F. Fraser, owner of the property legally described as Pt. of the SE ¼ Sec. 1-8-16 WPM and located at approx. 7 miles East of Treesbank, in the R. M. of South Cypress, applied to the Council of the R. M. of South Cypress for approval of a Conditional Use order under Zoning By-law #1485 Part IV, Section 6, Table IV-I, in order to: Allow the establishment of a Rural Non-Farm dwelling site in the "A80" agricultural district. [Approx. 5.2 Acres] And after careful consideration of the application and any representations made for or against it, the Council of the R. M. of South Cypress in a meeting duly assembled on the 12th day of October A.D., 2004 Approved the said application. Approval is given subject to the following conditions: None Approval shall expire if not acted upon within 12 months of the date of making. "carried"
#7127 W. J. Mooney – L. J. Berry VARIATION ORDER BY THE R. M. OF SOUTH CYPRESS VARIATION ORDER NO: V8-04-SC WHEREAS John F. Fraser, owner of the property legally described as Pt. of the SE ¼ Sec. 1-8-16 WPM and located at approx. 7 miles east of Treesbank, applied to the Council of the R. M. of South Cypress to vary the application of Part IV, Section 8, zoning By-law #1485 provided under clause (A) of Subsection (3) of Section 57 of the Planning Act as it applies to the property, in order to vary the established requirements, in accordance with the appended sketch as follows: From: A minimum site width of: 300 feet To: A minimum site width of: 66 feet For the purpose of: Allowing a reduction in the minimum site frontage for a rural non-farm parcel in the A80 District And after careful consideration of the application and any representations made for or against the variation sought by the applicant, John F. Fraser The Council of the R. M. of South Cypress in meeting duly assembled this 12th day of October A.D., 2004 Approved the said application. Approval is given subject to the following conditions: None Approval shall expire if not acted upon within 12 months of the date of making. "carried"

Cullen RESOLVED that the Council of The Rural Municipality of South Cypress authorize all members of Council and the Municipal Administrator to attend the Assiniboine Delta Aquifer Management Planning "Open House/Public Meeting’ to be held in Glenboro on Wednesday October 13, 2004. "carried"
#7129 L. J. Berry – J. S. Hamilton RESOLVED that the Council of The Rural Municipality of South Cypress enter into a Veterinary Services District Agreement (Form 1) with the Veterinary Services Commission, approving the following shared contributions percentage, for the stated Municipal Corporations: Rural Municipality of South Cypress - 43.72% Rural Municipality of Argyle - 17.90% Rural Municipality of Strathcona - 12.81% Rural Municipality of Victoria - 13.34% Village of Glenboro - 12.23% "carried"
#7130 W. R. Cullen – W. J. Mooney RESOLVED that the Council of The Rural Municipality of South Cypress together with the Council of the Village of Glenboro, retire the deficit of the Glenboro-South Cypress Area Wireless High-speed Internet project and thereby authorize the payment of $1,415.00 to the Glenboro Community Development Corporation, representing 50% share of the $2,830.00 balance. "carried"
#7131 W. R. Cullen – L. J. Berry WHEREAS the Southwest Regional Round Table has applied to the South West Regional Development Corporation for funding for Administrative support; AND WHEREAS the Municipal Corporation’s matching, funds will be covered through "in kind" grants; NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress authorize the Municipal Administrator to utilize an accounting process whereby the Rural Municipality of South Cypress would, grant their "gift in kind" by issuing a cheque in the amount of $1,352.13 to the Southwest Regional Round Table with the condition that the same amount be returned to the Municipality within two weeks by the South West Regional Round Table. "carried"
#7132 W. J. Mooney – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress acknowledge and accept notification from the City of Brandon Fire Department that the Enhanced 911 Service Fee for the year 2005 for the Municipality will be set at $2.84 per capita, which is unchanged from 2004. "carried"
#7133 W. R. Cullen – L. J. Berry WHEREAS the Criddle/Vane Homestead Provincial Park is now officially open; AND WHEREAS the transfer of the 2PPCLI to CFB Shilo is near completion; AND WHEREAS enhanced access to and from this Park and CFB Shilo is of great economic and tourist benefit; NOW THEREFORE BE IT RESOLVED that the Council of The Rural Municipality of South Cypress endorse Mr. Cliff Cullen, MLA for Turtle Mountain Constituency, in his actions in lobbying the Manitoba Minister of Conservation and the Manitoba Minister of Transportation to complete the bituminous pavement of that portion (approximately 16 kms) of Provincial Road #340 south of the Canadian Forces Base Shilo to Provincial Road #453. "carried"
#7134 W. J. Mooney – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize Reeve Earl Malyon to attend the Prairie Spirit School Division Strategic Planning Workshop being held in Swan Lake on Saturday October 16, 2004. "carried"
#7135 L. J. Berry – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize Municipal Administrator, Eric Plaetinck to attend a Manitoba Health – West Nile Virus meeting being held in Brandon, Manitoba on Friday, October 15, 2004. "carried"
#7136 L. J. Berry – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize all members of Council and the Chief Administrative Officer to attend the Association of Manitoba Municipalities 6th Annual Convention which will be held in Winnipeg, Manitoba on November 22 - 25, 2004. "carried"
#7137 W. J. Mooney – J. S. Hamilton RESOLVED that the Council of the Rural Municipality of South Cypress host a year end Appreciation Banquet for its Municipal Employees to be held on Saturday, December 18, 2004 @ 7:30 p.m. at the Spruce Woods Inn. "carried"
#7138 L. J. Berry – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 3:05 p.m., to convene again for our 2004/2005 Inaugural Meeting scheduled for Tuesday November 9, 2004 at 9:00 a.m. "carried" |
