Minutes of the sixth regular meeting of the 2004/2005 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, April 12, 2005 at 9:00 a.m. Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, W. Jack Mooney, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, presiding, called the meeting to order at 9:04 a.m. During the meeting, at the time indicated, Council conducted the noted Public Hearing and also met with the following delegations. #7277 L. E. Coates – W. J. Mooney RESOLVED that the minutes of the last regular meeting of Council held on Tuesday, March 8, 2005 and minutes of a special meeting held on April 5, 2005 be taken as read and approved, all statutory requirements having been fulfilled. "carried"
#7278 W. R. Cullen – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2005 accounts from cheque #2602 to and including cheque #2652, as submitted to Council by the Municipal Administrator. "carried"
#7279 W. J. Mooney – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize seasonal grader operator, Paul Wilton, to commence his 2005 season employment on Monday, April 4, 2005. "carried"
#7280 L. E. Coates – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress advertise the sale by public tender of a used 100-gallon slip fuel tank and a used power washer, which are no longer required by the Municipality. "carried"
#7281 L. E. Coates – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress, appoint Mr. Calvin Roney of Wawanesa, Manitoba as Operator of the Stockton Ferry for the 2005 season as per terms and conditions to be specified in his 2005 employment agreement, AND FURTHER BE IT RESOLVED that Mr. Roney’s term of employment commence in the spring, 2005, at the call of Council, for a continuous period (7 days work/on call per week; 17 hours work/on call per day) until winter freeze up in the fall of 2005, AND FURTHER BE IT RESOLVED that the entire 2005 employment term be recognized as Mr. Roney’s initial probationary period, which will be under continuous review be Council to determine whether same is being served satisfactorily. #7282 W. R. Cullen – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress set the following hours of operation for the Stockton Ferry during the 2005 season: Open for operation 7 days per week, during the hours of 6:00 a.m. to 12:30 p.m. and 1:30 p.m. to midnight. accordingly, the Stockton Ferry will be closed each day during the hours of 12:30 p.m. to 1:30 p.m. and from midnight to 6:00 a.m. "carried"
#7283 J. S. Hamilton – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress submit an "OFFER TO PURCHASE" for the property described as Lot 9; Plan 1130 as fully recorded on certificate of Title #1758189, 1.97 acres c/w buildings thereon, namely a 50’ x 100’ Quonset, office building and weigh scale, to Newfield Seeds Company Ltd. of Brandon, Manitoba. "carried"
#7284 L. J. Berry – W. R. Cullen RESOLVED that the Council of the Rural Municipality contract the services of Pine Creek Superseal Polyurethane Foam, of Austin, Manitoba to provide all necessary labour and materials in order to insulate a 2,400 square foot area (ceiling and walls) in the north section of the Municipal shed with 4" (R28) #2 fire rated foam. "carried"
#7285 J. S. Hamilton – L. J. Berry RESOLVED that the plan of Subdivision of Land described as follows; Being part of the S.E. ¼ of Section 16, Township 7, Range 14W1, as shown on a drawing and being attached to an application for subdivision file #14-4187-05-4097 and being submitted by Brian and Linda Naismith, be hereby approved by the Council of the Rural Municipality of South Cypress. Approval is given subject to the following conditions: 1. That a conditional use order be obtained to permit the non-farm dwelling site within the "A80" Zone. "carried"
#7286 L. E. Coates – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress contract the services of Wastes Management of Brandon, Manitoba to supply and place a 6 cubic yard steel container at an appropriate site in the Hamlet of Stockton, Manitoba for the collection of recyclable wastes. AND FURTHER BE IT RESOLVED that the recyclable materials deposited therein be picked-up and hauled to Brandon when full, by Wastes Management, on an "as required" basis. AND FURTHER BE IT RESOLVED that the costs associated with this service be as follows; A one time container delivery and set up charge of $70.00 The monthly rental fee for the use of the container be $17.50 per month The charge to empty and haul to Brandon the recyclable materials deposited in the container be $39.50 on each occasion. #7287 W. R. Cullen – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress support, in principle, the initiative proposed by the Prairie Practitioners Group and Municipal Waste Management for the composting as a waste management technique for dead stock and abattoir processing wastes. AND FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South Cypress consider participating as a funding participant at a fee of $ 5,000.00 per year, subject to the following condition: 1. That a majority of the Rural Municipalities in the southwest part of the province participate in the said initiative. "carried"
#7288 W. J. Mooney – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize the purchase of 40 - 44lb bags of Eco Bran Grasshopper Bait from the Rural Municipality of Strathcona at the price of $58.25 per bag. "carried"
#7289 L. E. Coates – J. S. Hamilton RESOLVED that the Council of the Rural Municipality of South Cypress approve the following Grants/Levies in favour of the Glenboro Community Development Corporation to aid in the 2005 operational costs of its respective facilities and promotion activities: Glenboro Community Promotion - $1,084.00 Glenboro Kinsmen Community Hall - $1,798.00 Glenboro Community Gaiety Theatre - $2,428.00 "carried"
#7290 W. J. Mooney – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress award a grant in the amount of $ 714.00 to the Wawanesa-Oakland Community Development Corporation to aid in its operational costs associated with Wawanesa Community Promotional Activities during the year 2005. "carried"
#7291 W. J. Mooney – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress donate $ 5,000.00 to the Wawanesa and District Fire Department to aid in their purchase of a rapid response fire truck, AND FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South Cypress authorize that the funds required for the said donation be transferred out of the Northfield School Municipal Well reserve account. "carried"
At a Public Hearing held at 1:30 p.m. in regard to the Rural Municipality of South Cypress’ 2005 Financial Plan, there was no representation made by the Public.
#7292 J. S. Hamilton – L. E. Coates RESOLVED that Council adopt the Financial Plan for the Rural Municipality of South Cypress for Fiscal Year 2005 and the proposed Capital Expenditures for the Rural Municipality of South Cypress for the years 2006 to and including 2010, as presented at today’s public hearing, a copy of which is attached hereto and marked as Schedule "A". "carried"
#7293 L. E. Coates – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-law #1788 (Re: School and Municipal Tax Levy for fiscal year 2005). "carried"
#7294 W. R. Cullen – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress reappoint the chartered accounting firm of BDO Dunwoody LLP of Winnipeg, Manitoba as the official Auditor for the Rural Municipality of South Cypress for Fiscal Year 2005 at the fee specified in their April 29, 2003 services proposal. "carried"
#7295 L. J. Berry – W. R. Cullen WHEREAS the Council of the Rural Municipality of South Cypress has decided to redistribute $5,000.00 from its year 2005 share of funds it receives from the Provincial Government’s VLT revenues plus utilize and distribute an additional $ 3,000.00 from the Municipality’s Northfield Community Well Reserve Account, to aid local non-profit organizations with capital projects; NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress award the following community organizations the noted grants to assist with purchase and/or improvement projects they will be undertaking;

Mooney RESOLVED that the Council of the Rural Municipality of South Cypress authorize the transfer of $3,000.00 from the Municipal Well Reserve Account #8823122 to the Municipal Operating Account #8816001, with said monies to be specifically used in fiscal year 2005 to benefit non-profit community organizations, for assistance with capital expenditures and/or facility improvements/projects. "carried" #7297 L. E. Coates – W. J. Mooney WHEREAS there are many factors beyond our control that have contributed to the situation that the agriculture industry is in today, such as low commodity prices, increased input costs, lack of adequate safety net programs and trade; AND WHEREAS, there is a financial disaster in the agriculture and rural communities and it continues to have a snowball effect, which will impact rural communities, rural infrastructure and urban centres; NOW THEREFORE BE IT RESOLVED that the Rural Municipality of South Cypress lobby the federal government provide immediate and adequate assistance to the primary agriculture industry. #7298 J. S. Hamilton – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress approve in principle the merging of the offices of the R. M. of South Cypress and the Village of Glenboro into a shared administrative office and staff, AND FURTHER BE IT RESOLVED that the Councils of the Rural Municipality of South Cypress and the Village of Glenboro hold joint meeting on Thursday April 14, 2005 at 7:00 p.m. to further discuss the said proposed merger. "carried"
#7299 J. S. Hamilton – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress authorize Municipal Administrator, Eric Plaetinck to attend the Manitoba Municipal User Group Annual Meeting and Conference, which is to be held in Portage La Prairie, Manitoba on June 9th & 10th, 2005. "carried"
#7300 L. E. Coates – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize Municipal Administrator, Eric Plaetinck to attend the MMAA Seminar entitled "Environmental Licencing in Manitoba" being held in Brandon, Manitoba on Sunday April 24, 2005. "carried"
#7301 L. J. Berry – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 3:20 p.m., to convene again at the next regular meeting scheduled for Tuesday, May 10, 2005 at 9:00 a.m. "carried"
