Minutes of the fifth regular meeting of the 2004/2005 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, March 8, 2005 at 9:00 a.m.
Present at the Meeting: Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, W. Jack Mooney, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck.
Reeve Earl E. Malyon, presiding, called the meeting to order at 9:00 a.m.
During the meeting, at the time indicated, Council met with the following delegations.

#7260 L. E. Coates – W. J. Mooney RESOLVED that the minutes of the last regular meeting of Council held on Tuesday February 8, 2005 be taken as read and approved, all statutory requirements having been fulfilled. "carried"
#7261 W. J. Mooney – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2005 accounts from cheque #2550 to and including cheque #2601, as submitted to Council by the Municipal Administrator. "carried"
#7262 J. S. Hamilton – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize the spending of $ 83,460.00 out of the Municipality’s Equipment/ Machinery Replacement Reserve, established under By-law #1107, for the purchase of a new 2005 Caterpillar 928G Loader. "carried"
#7263 L. E. Coates – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize the spending of $ 9,700.00 out of the Municipality’s Equipment/ Machinery Replacement Reserve, established under By-law #1107, for the 2005 payment on the 1999 Superior/International Fire Truck. "carried"
#7264 W. J. Mooney – W. R. Cullen RESOLVED that the revised Plan of Subdivision of Land described as follows; Being Part of the North West ¼ of Section 7, Township 7, Range 16 W1, as shown on a drawing and being attached to an application for Subdivision file #14-4187-04-4070 (revised to increase the original plan size from 4 acres to 6.5 acres) and being submitted by Raymond & Arlene Spencer, BE HEREBY APPROVED by the Council of the Rural Municipal of South Cypress. AND FURTHER BE IT RESOLVED THAT Conditional Use Order #CU 16-04-SC be amended to allow the increase of the original plan of subdivision from 4 acres to 6.5 acres. Approval is given subject to the following condition: 1. That the sewage disposal system servicing the new parcel be brought into compliance with Manitoba Conservation Regulations. "carried"

Berry RESOLVED that the Council of the Rural Municipality of South Cypress, jointly with the Village of Glenboro, set the following days/hours of operation for the Glenboro Wastes Disposal Grounds for the period April 4 to October 3, 2005. Monday - 9:00 a.m. to 4:00 p.m. Wednesday - 1:00 p.m. to 8:00 p.m. Friday - 9:00 a.m. to 4:00 p.m. Saturday - 9:00 a.m. to 4:00 p.m. "carried"
#7266 L. E. Coates – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress contract the services of Aime’s Used Oil & Filter Depot of Notre Dame, Manitoba to provide the necessary services required in acting as the Registered Carrier for used oil, oil filters and oil containers deposited at the Glenboro-South Cypress Ecocentre, as per rates and conditions to be specified in the year 2005 services agreement. "carried"
#7267 L. E. Coates – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress renew its Certificates of Insurance coverage for the period April 1, 2005 to April 1, 2006 under the A.M.M. Municipal General Insurance Program thru the Insurance Brokerage Firm of Hayhurst Elias Dudek Inc. and thereby pay the respective premium of $26,050.00 (a decrease of 2.5%) which is based on coverage and values specified in certificate number AMM036, dated February 28, 2005. "carried"
#7268 L. E. Coates – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress accept the year 2005 budget of the Cypress Planning District requiring a year 2005 levy from the R. M. of South Cypress amounting to $ 9,240.00. "carried"
#7269 L. E. Coates – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress approve the year 2005 contribution to the Tiger Hills Conservation District, of .67 mills, which calculates into a total requirement from the Rural Municipality of South Cypress of $ 7,042.00 for fiscal year 2005. "carried"
#7270 L. J. Berry – L. E. Coates RESOLVED that the Council of the Rural Municipality of South Cypress accept the year 2005 Budget of the Western Manitoba Regional Library requiring a year 2005 levy from the R. M. South Cypress of $ 7.30 per capita, amounting to a total of $5,993.00. "carried"
#7271 L. J. Berry – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress grant $400.00 to the Glenboro Agricultural Society to aid in the staging of their annual fair, to be held on June 30 & July 1, 2005. "carried"
#7272 W. J. Mooney – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize a $ 500.00 grant to the Seniors Independent Services Board to aid in offsetting their operational costs during the year 2005. "carried"
#7273 L. E. Coates – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress authorize, Reeve Earl E. Malyon to attend the 13th Annual Rural Forum 2005, which is to be held in the Keystone Centre in Brandon, Manitoba on April 28, 29 & 30, 2005. "carried"
#7274 L. E. Coates – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress authorize the Chief Administrative Officer, Eric Plaetinck to attend the 74th Annual Conference of the Manitoba Municipal Administrators Association Inc. being held in Brandon, Manitoba on April 25 – 27, 2005. "carried"
#7275 L. J. Berry - W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 3:20 p.m., to convene again for a special meeting (Fiscal Year 2005 Budget) scheduled for Tuesday, April 5, 2005 at 10:00 a.m. "carried" |
