Minutes of the twelfth regular meeting of the 2004/2005 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, October 11, 2005 at 9:00 a.m. Present at the meeting: Councillors John S. Hamilton, Leonard J. Berry, Lloyd E. Coates, W. Jack Mooney, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck and Assistant CAO, Darren Myers. Deputy Reeve J. S. Hamilton, presiding, called the meeting to order at 9:05 a.m. During the meeting, at the time indicated, Council met with the following delegations. #7362 W. J. Mooney – W. R. Cullen RESOLVED that the minutes of the last regular meeting of Council held on Tuesday September 13, 2005 be taken as read and approved, all statutory requirements having been fulfilled. "carried"
#7363 L. E. Coates – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2005 accounts from cheque #2965 to and including cheque #3016, as submitted to Council by the Municipal Administrator. "carried"
#7364 L. J. Berry – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-law #1789 (Re: Fire Protection Services Agreement with the Department of National Defence - CFB Shilo). "carried"
#7365 L. E. Coates – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-law #1790 (Compensation/Remunerations/Indemnities payable to the 2005/2006 Council Members). "carried"
#7366 L. J. Berry – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize the purchase from Zenith Paving Ltd. of Brandon, Manitoba, 6,700 Cubic Yards of ¾" road gravel, which they crushed and stockpiled in the Fall of 2004, at the Craig Bell gravel pit (SW ¼ 10-8-16W), AND FURTHER BE IT RESOLVED THAT it is understood and agreed that the crushing of this excess 6,700 cubic yards of gravel was undertaken in the Fall of 2004, at the contractors choice/convenience, and accordingly billing and payment of same be deferred to July 1, 2006. "carried"
#7367 L. E. Coates – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress contract the services of Zenith Paving Ltd. of Brandon, Manitoba to crush and stockpile 15,000 cubic yards of ¾" road gravel at the Craig Bell gravel pit (SW ¼ 10-8-16W) AND FURTHER BE IT RESOLVED THAT the crushing of the said 15,000 cubic yards of gravel be undertaken this Fall, or as soon as possible thereafter, at the contractors choice/convenience, and accordingly billing and payment of same be deferred to July 1, 2006. "carried"
#7368 L. J. Berry – W. R. Cullen WHEREAS the Council of the Rural Municipality of South Cypress has been requested to discontinue providing custom work services, to its ratepayers/residents, with its Municipal equipment; AND WHEREAS the Municipality has been offering this service on an "as requested – as available" basis at "above cost" rates to its ratepayers and residents for over the past 25 years; AND WHEREAS it is deemed that this practice has been most beneficial to its service users, to the Municipality and its ratepayers; NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress continue to offer, to its ratepayers and residents, Municipal custom work services; specifically gravel hauling, grading, bulldozing, mowing and snow clearing. "carried"
#7369 W. J. Mooney – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress appoint Councillors Leonard J. Berry and Lloyd E. Coates to act on the Board of the Glenboro District Handi Transit/Handicapped Persons Vehicle Committee for the term October 11, 2005 to November 14, 2006. "carried"
#7370 W. R. Cullen – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of $749.00 to the land surveying firm of Barnes & Duncan Land Surveying & Geomatics of Winnipeg, Manitoba, for services rendered in the entire restoration of a missing survey outline monument at the North ¼ of Section 21; Township 7; Range 14WPM; AND FURTHER BE IT RESOLVED that the Municipality make application to the Provincial Property Registry for reimbursement of 50% of the said restoration costs, under the "Survey Outline Monument Restoration Program". "carried"
#7371 W. J. Mooney – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize Municipal Administrator, Eric Plaetinck to attend a Manitoba Health – West Nile Virus 2005 Program Meeting being held in Brandon, Manitoba on Monday, October 24, 2005. "carried"
#7372 L. J. Berry – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress acknowledge and accept notification from the City of Brandon Fire Department that the enhanced 911 service fee for the year 2006 for the Municipality will be set at $2.90 per capita, representing a 2% increase from 2005. "carried"
#7373 W. R. Cullen – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress acknowledge the resignation of Adele Brock of Glenboro, Manitoba as the Municipal/Village Office Janitor, effective September 1, 2005; NOW THEREFORE BE IT RESOLVED that we accept the janitorial services application submitted by Jackie Ball of Glenboro, Manitoba and accordingly appoint her as Janitor of the Municipal/Village office, effective October 11, 2005 with the stipulation and that she provide the necessary cleaning services of the Municipal/Village office on a bi-weekly basis (approximately 4 hours per cleaning). "carried"
#7374 W. J. Mooney – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize all members of Council and the Chief Administrative Officer to attend the Association of Manitoba Municipalities 7th Annual Convention which will be held in Brandon, Manitoba on November 21 - 24, 2005. "carried"
#7375 L. J. Berry – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress host a year end Appreciation Banquet for its Municipal Employees to be held on Saturday, December 17, 2005 @ 7:30 p.m. at the Spruce Woods Inn. "carried"
#7376 L. J. Berry – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 2:12 p.m., to convene again for our 2005/2006 Inaugural Meeting scheduled for Tuesday November 8, 2005 at 9:00 a.m. "carried" |
