Minutes of a “Special Meeting” of the 2005/2006 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Avenue, Glenboro, Manitoba on Monday, April 3, 2006 at 9:00 a.m.

 Notice was given in conformity with Section 145(2) of The Municipal Act.

Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, W. Jack Mooney, Walter R. Cullen, Chief Administrative Officer, Eric Plaetinck and Assistant CAO Darren Myers.

 Reeve Earl E. Malyon, presiding, called the meeting to order at 9:10 a.m.

 The Meeting was called to deal with the following matters:

 

1.  Operation of the Stockton Ferry – Days & Hours of Operation and Appointment of Operator(s) for the 2006 Season.

 

2.  Setting and adopting the Municipal Budgeted Operating Expenditures for fiscal year 2006.

 

3.  Setting and adopting of the Municipal 5 Year Capital Expenditure Program.

  

Commencing at approximately 10:00 a.m., a detailed analysis of each and every individual revenue and expenditure account of the Municipality was undertaken by the Council and the Chief Administrative Officer, throughout the balance of the day’s meeting, with an estimated amount set for each account for fiscal year 2006.  Upon conclusion of same Council agreed that a Municipal Financial Plan for the fiscal year 2006, would be presented at a public meeting to be held on Tuesday April 11, 2006 at 1:30 p.m., which will reflect a total 2006 Municipal rate of 13.03 mills. 

The CAO, Eric Plaetinck stated to Council that an average “across the board” increase/decrease of the Municipal ratepayer’s taxes cannot be established for the 2006 tax year, due to the affect of the 2006 reassessment of properties, the elimination of the Provincial Education Tax Levy and the 60% school tax rebate on farm land, which will result in varying degrees of “bottom line” increases/decreases on respective properties in the Rural Municipality of South Cypress for this tax year.

 RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 2:32 p.m., to convene again at the next regular meeting scheduled for Tuesday, April 11, 2006 at 9:00 a.m.
