Minutes of the tenth regular meeting of the 2005/2006 Council of the Rural Municipality of South Cypress held in the Municipal/Village Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, August 8, 2006 at 8:30 a.m. Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, W. Jack Mooney, Walter R. Cullen, Chief Administrative Officer Eric Plaetinck. Reeve Earl E. Malyon presiding, called the meeting to order @ 8:35 a.m. During the meeting, at the time indicated, Council met with the following delegations. Ed Berry

Municipal Equipment Operators’
#7575 W. J. Mooney – W. R. Cullen RESOLVED that the minutes of the last
regular meeting of Council held on Tuesday July 11, 2006 be taken as read and
approved, all statutory requirements having been fulfilled. “carried” #7576
L. J. Berry – W. R. Cullen RESOLVED that the Council of the Rural
Municipality of South Cypress give second and third reading to By-Law #1799
(vis-à-vis fire fighting agreement with the Rural Municipality of Victoria) and
that it be signed by the Reeve and Chief Administrative Officer, sealed and
delivered. “carried” #7577
W. J. Mooney – W. R. Cullen RESOLVED that the Council of the Rural
Municipality of South Cypress give second and third reading to By-Law #1800
(vis-à-vis fire fighting agreement with the Village of Wawanesa) and that it be
signed by the Reeve and Chief Administrative Officer, sealed and delivered. “carried” #7578 J. S. Hamilton – L. J. Berry RESOLVED
that the Council of the Rural Municipality of South Cypress give second and
third reading to By-Law #1801 (vis-à-vis fire fighting agreement with the Rural
Municipality of Argyle) and that it be signed by the Reeve and Chief
Administrative Officer, sealed and delivered. “carried” #7579 W. R. Cullen – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2006 accounts from cheque #3613 to and including cheque #3656, as submitted to Council by the Municipal Administrator. “carried” #7580 L. J. Berry – W. R. Cullen RESOLVED
that the Council of the Rural Municipality of South Cypress authorize the
renewal of cellular service contracts with Manitoba Telephone System Allstream
Inc. for the 3 cell telephones used by the Municipal Equipment Operators. “carried” #7581 L. J. Berry – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize the continued participation in the AMM/Prairie fuel Advisors Inc. fuel supply program as detailed in the July 18th, 2006 proposal and subsequently accept the bulk fuel supply tender submitted by Imperial Oil. “carried” #7582 L. that the Council of the Rural Municipality of South Cypress adopt the actions of
the Glenboro Wastes Disposal Grounds Management Committee as detailed in their
July 17th, 2006 meeting minutes. “carried” #7583
L. J. Berry – J. S. Hamilton RESOLVED that the Council of the Rural Municipality of South Cypress authorize the application of the following wages/rates for the services provided, by duly appointed Election Officials, in conjunction with the 2006 Municipal Election: Assistant Senior Election Official - $ 12.00/hour Enumerator - $ .50 cents/name on the voters list Revising Officer - $ 100.00 Flat Fee Voting/Election Officials

10.00/hour plus all “out of pocket” expenses
plus mileage at the rate of $0.80 per kilometre, which is incurred by the
Election Official while carrying out the responsibilities and duties of the said
position. “carried”
#7584 W. R. Cullen – W. J. Mooney RESOLVED
that the Council of the Rural Municipality of South Cypress, jointly with the
Council of the Village of Glenboro, purchase a new 8’ X 9’ x 20’ long
steel storage container from ADM Building Services of Winnipeg, Manitoba at a
cost of up to $ 4,200.00 plus applicable taxes. “carried” #7585 J. S. Hamilton – L. J. Berry RESOLVED that the Council of the Rural
Municipality of South Cypress do now adjourn @ 11:30 a.m., to convene again at
the next regular meeting scheduled for Tuesday, September 12th, 2006
at 9:00 a.m. “carried”
