Minutes of the fifth regular meeting of the 2005/2006 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, March 14, 2006 at 9:00 a.m. Present at the Meeting: Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, W. Jack Mooney, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, presiding, called the meeting to order at 9:05 a.m. During the meeting, at the time indicated, Council met with the following delegations;

J. S. Hamilton – L. J. Berry RESOLVED that the minutes of the last regular meeting of Council held on Tuesday February 14, 2006 be taken as read and approved, all statutory requirements having been fulfilled. “carried” #7512 L. E. Coates – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2006 accounts from cheque #3313 to and including cheque #3372, as submitted to Council by the Municipal Administrator. “carried” #7513 W. J. Mooney – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize Municipal Equipment Operators, Ed Berry, Allan Bartram and Paul Wilton to attend a Caterpillar Care Maintenance Solutions Seminar being hosted by Toromont Cat, on March 21st, 2006 in Brandon, Manitoba. “carried” #7514 L. E. Coates – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress authorize the Chief Administrative Officer to issue a municipal cheque payable to Municipal Equipment Operator Allan Bartram for a total of 100 banked hours which he has accumulated over the past year. “carried” #7515
L. E. Coates – W. R. Cullen RESOLVED that
the Council of the Rural Municipality of South Cypress jointly with the Village
of Glenboro, donate the Glenboro-South Cypress Fire Department vehicles and
equipment in conjunction with the respective time donated by the Glenboro-South
Cypress Volunteer Firefighters, in a specific contribution which is to be
offered for sale at the Glenboro Community Development Corporation’s District
fundraising function, being held in Glenboro on Saturday April 8, 2006.
Condition of this offer be as follows: That the said
donation (men, vehicles and equipment) be only utilized towards a “controlled
burn” in the Glenboro-South Cypress district; That
the requested “controlled burn” of a building and/or land, be subject to the
acceptance of the Glenboro-South Cypress Fire Department; That the
maximum amount of time donated for this “controlled burn” be a total of 5

that the Council of the Rural Municipality of South Cypress, jointly with the
Village of Glenboro, set the following days/hours of operation for the Glenboro
Wastes Disposal Grounds for the period April 3 to October 2, 2006. Monday - 9:00 a.m. to 4:00 p.m. Wednesday - 1:00 p.m. to 8:00 p.m. Friday - 9:00 a.m. to 4:00 p.m. Saturday - 9:00 a.m. to 4:00 p.m. “carried” #7517 L. J. Berry – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress jointly with the Village of Glenboro, contract the services of Notre Dame Used Oil & Filter Depot of Notre Dame, Manitoba to provide the necessary services required in acting as the Registered Carrier for used oil, used oil filters and used oil containers deposited at the Glenboro-South Cypress Ecocentre, as per rates and conditions to be specified in the year 2006 services agreement. “carried” #7518 W. J. Mooney – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress accept the year 2006 Budget of the Western Manitoba Regional Library requiring a year 2006 levy from the R. M. South Cypress of $ 7.40 per capita, amounting to a total of $6,075.00. “carried” #7519 L. J. Berry – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress accept the year 2006 budget of the Cypress Planning District requiring a year 2006 levy from the R. M. of South Cypress amounting to $ 9,240.00 (unchanged for the past 14 years). “carried” #7520 W. R. Cullen – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress sign a letter of intent with the Rural Municipality of Oakland and Village of Wawanesa to form the Souris River Recreation District. AND FURTHER BE IT RESOLVED that the Rural Municipality of South Cypress’ 2006 financial contribution of levies and/or grants to the said Recreation District amount to a total of $1,724.00. “carried” #7521 J. S. Hamilton – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress award a grant in the amount of $200.00 to the Glenboro-South Cypress Municipal Heritage Committee to assist in offsetting their operational costs during the year 2006. “carried” #7522 L. E. Coates – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress appoint Municipal Resident/Ratepayer Nora Ediger to the Glenboro-South Cypress Municipal Heritage Committee for the term March 14, 2006 to November 14, 2006. “carried”
#7523 J. S. Hamilton – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress grant $400.00 to the Glenboro Agricultural Society to aid in the staging of their annual fair, to be held on June 30 & July 1, 2006. “carried” #7524 L. E. Coates – W. J. Mooney RESOLVED that the Council of the Rural Municipality of South Cypress renew its Certificates of Insurance coverage for the period April 1, 2006 to April 1, 2007 under the A.M.M. Municipal General Insurance Program thru the Insurance Brokerage Firm of Hayhurst Elias Dudek Inc. and thereby pay the respective premium of $27,976.00 (a increase of 7%) which is based on coverage and values specified in certificate number AMM036, dated February 28, 2006. “carried” #7525 W. J. Mooney – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress authorize Councillors Leonard Berry, Lloyd Coates and John S. Hamilton to attend the Southwest Regional Development Corporation workshop entitled “Building a Successful Bio-Diesel Business”, being held on April 7, 2006 in Brandon. “carried” #7526 W. R. Cullen – L. J. Berry RESOLVED that the Council of the Rural Municipality of South Cypress authorize, Reeve Earl E. Malyon to attend the 14th Annual Rural Forum 2006, which is to be held in the Keystone Centre in Brandon, Manitoba on April 27, 28 & 29, 2006. “carried” #7527 L. E. Coates – W. R. Cullen RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 1:45 p.m., to convene again for a special meeting (Fiscal Year 2006 Budget) scheduled for Monday, April 3, 2006 at 10:00 a.m. “carried”
