Minutes of the Inaugural and First meeting of the 2006/2007 Council 
of the Rural Municipality of South Cypress held in the Municipal Council 
Chambers at 618 Railway Avenue in Glenboro on Tuesday, November 14, 
2006 @ 9:00 a.m.

Present at the Meeting: Reeve Earl E. Malyon, Councillors Leonard J. Berry, 
John S. Hamilton, Lloyd E. Coates, Leonard K. Plett, Walter R. Cullen, and 
Chief Administrative Officer, Eric Plaetinck.

Prior to the commencement of the meeting, in accordance with Section 101(1) 
of the Municipal Act, the Reeve and all Councillors each made and subscribed 
a Declaration of Qualification and Declaration of Office. The Chief Administrative
Officer also made and subscribed a Declaration of Office.Reeve Earl E. Malyon, 
presiding, called the meeting to order at 9:00 a.m.

of South Cypress contract the services of Mr. W. J. Outhwaite 
of Stockton, Manitoba to clean out snow from the back lanes
in the Hamlet of Stockton during the

2006/2007 Winter with a Caterpillar 950 Loader, on an "as required" 
basis

 

 

Conditions of the Contract are:

 
    • That the required snow clearing be completed within a reasonable period 
      of time after a snowfall/snow drifting.

 
    • That billing for any such work is submitted to the R. M. immediately 
      after each time such work is completed.

 
    • That it is estimated that the normal clean out of all back lanes in 
      Stockton will take approximately 1 hour of said loader time for each 
      complete cleaning.

to the Glenboro–South Cypress Weed Control District, 
for labour services, equipment time and herbicide provided 
in the control of noxious weeds on designated Municipal 
roadside ditches during the 2006 season.

for 51 hours of labour services and equipment time provided 
in the applying of 1,000 kgs. of Eco-Bran grasshopper bait 
onto 720 acres of designated Municipal roadside ditches, 
required in the control of grasshoppers during the 2006 season.
