Minutes of the sixth regular meeting of the 2006/2007 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, April 10, 2007 at 8:30 a.m. Present at the meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Leonard K. Plett, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, presiding, called the meeting to order at 8:35 a.m. During the meeting, at the time indicated, Council conducted the noted Public Hearings and also met with the following delegations. RESOLVED that the minutes of the last regular meeting of Council held on Tuesday, March 13, 2007 and minutes of a special meeting held on Monday, April 2nd, 2007 be taken as read and approved, all statutory requirements having been fulfilled. “carried” WHEREAS the Council of the Rural Municipality of South Cypress has been requested to discontinue providing custom work services, to its ratepayers/residents, with its Municipal equipment; AND WHEREAS the Municipality has been offering this service on an “as requested – as available” basis at “above cost” rates to its ratepayers and residents for over the past 25 years; AND WHEREAS it is deemed that this practice has been most beneficial to its service users, to the Municipality and its ratepayers; NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress continue to offer, to its ratepayers and residents, Municipal custom work services; specifically gravel hauling, grading, bulldozing, mowing and snow clearing. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress adopt, effective forthwith, the rental rates and conditions, for specified Municipal equipment, labour and aggregate materials as set out as follows:

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2007 accounts from cheque #4065 to and including cheque #4159, as submitted to Council by the Chief Administrative Officer. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize seasonal grader operator, Paul Wilton, to commence his 2007 season employment on Monday, April 16, 2007. “carried”
AND FURTHER BE IT RESOLVED THAT the total cost of this application, estimated a $450.00, be paid by the Municipality, AND FURTHER BE IT RESOLVED THAT the Rural Municipality of South Cypress accept no responsibility for the effectiveness of the dust control chemical. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress award a Municipal grant in the amount of $ 347.00 in favour of the Cypress River Chamber of Commerce as support with their 2007 Community Park maintenance and promotion activities, as outlined in their letter of March 27, 2007. “carried” At a Public Hearing held at 11:00 a.m., in regard to Conditional Use application #CU04-07-SC, no representation was made either for or against the application. CONDITIONAL USE ORDER NO: CUO4-07-SC WHEREAS Theodore and Marian Jonsson, the owner of the property legally described as pt. of the NW ¼ Sec. 12-7-14 WPM and located at approximately 1 ½ miles east of Glenboro in the R. M. of South Cypress, applied to the Council of the R.M. of South Cypress for approval of a Conditional Use Order under zoning By-Law No. 1485 Part IV, Section 6, Table IV-I, in order to: Allow the establishment of a rural non-farm dwelling site in the “A80” Agricultural District. (approximately 7.0 acres) And after careful consideration of the application and any representations made for or against it, the Council of the R. M. of South Cypress in a meeting duly assembled on the 10th day of April AD., 2007, Approved the said application. Approval is given subject to the

that the Council of the Rural Municipality of South
Cypress support the amalgamation of the Mid Assiniboine River and the Tiger
Hills Conservation Districts as outlined in the March 8, 2007 merger proposal. “carried” WHEREAS P.T.H. #5 is the most direct link to U.S. Highway #281 that extends to the United States border and beyond; AND WHEREAS P.T.H. #5 is also a direct link from the U.S. and Southern Manitoba to The Pas, Flin Flon, Thompson and many other points in Northern Manitoba; AND WHEREAS this highway is heavily used for tourism, travel and business; NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress request the Government of Canada to designate P.T.H. #5 as a Federal Highway. “carried” RESOLVED THAT the Council of the Rural Municipality of South Cypress authorize Reeve Earl E. Malyon to attend the annual “Communities Foundations” Conference being held in Winnipeg, Manitoba on April 13th & 14th, 2007. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize all members of Council to attend the Prairie Spirit School Division seminar entitled “Rural Education in Manitoba” on Thursday April 26, 2007 in the upper Curling Club at the Keystone Centre in Brandon, Manitoba. “carried”
RESOLVED that the Council of the Rural Municipality of South Cypress authorize all Council members and the CAO to attend the Assiniboine RHA Community Stakeholders meeting being held in Glenboro on Wednesday May 2nd, 2007 commencing at 12 noon. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress accept the tender submitted by Mr. Dwayne D. McLean, of Wawanesa, Manitoba for the purchase of the Northerly 209 Ft. of the Westerly 209 Ft. of the NE ¼ of Section 20; Township 8; Range 16 WPM. (1 acre in total area, with no buildings thereon). “carried” At a Public Hearing held at 1:30 p.m. in regard to the Rural Municipality of South Cypress’ 2007 Financial Plan, there was no representation made by the public. RESOLVED that Council adopt the Financial Plan of the Rural Municipality of South Cypress for Fiscal Year 2007 and the proposed Capital Expenditures for the Rural Municipality of South Cypress for the years 2008 to and including 2012, as presented at today’s public hearing. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-law #1808 (Vis-à-vis the Schools and Municipal Tax Levy for fiscal year 2007). “carried”
RESOLVED that the Council of the Rural Municipality of South Cypress authorize Chief Administrative Officer, Eric Plaetinck to attend the 76th Annual Conference of the Manitoba Municipal Administrators Association Inc. being held in Brandon, Manitoba on April 22 – 26, 2007. “carried” WHEREAS the Council of the Rural Municipality of South Cypress has decided to redistribute $5,000.00 from its year 2007 share of funds it receives from the Provincial Government’s VLT revenues plus utilize and distribute an additional $3,000.00 from the Municipality’s Northfield Community Well Reserve Account, to aid local non-profit organizations with capital projects; NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress award the following community organizations the noted grants to assist with purchase and/or improvement projects they will be undertaking;
“carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the transfer of $3,000.00 from the Municipal Well Reserve Account #8823122 to the Municipal Operating Account #8816001, with said monies to be specifically used in fiscal year 2007 to benefit non-profit community organizations, for assistance with capital expenditures and/or facility improvements/projects. “carried”
RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 1:50 p.m., to convene again at the next regular meeting scheduled for Tuesday, May 8th, 2007 at 8:30 a.m. “carried” |
