Minutes of the second regular meeting of the 2007/2008 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Avenue in Glenboro, Man. on Tuesday, December 11, 2007 at 8:30 a.m. Present at the meeting; Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Leonard K. Plett, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, presiding, called the meeting to order at 8:30 a.m. During the meeting, at the time indicated, Council met with the following delegations: Edwin A. Berry } Work Progress Report and 2008 Allan Bartram } Employment, Wages & Conditions - 9:00 a.m. John McEntee } Various Planning Matters - 9:50 a.m. Tom Keller } Livestock Production Operation - 10:00 a.m. Grant Everard } Condition and Maintenance of - 11:10 a.m. James B. Clark } Municipal Roads in Ward Five RESOLVED that the minutes of the last regular meeting of Council held on Tuesday, November 13th, 2007 be taken as read and approved, all statutory requirements having been fulfilled. “carried”
RESOLVED that the Council of the Rural Municipality of South Cypress give second and third reading to By-law #1813 (vis-à-vis 2007 tax and debt cancellations), and that it be signed by the Reeve and Municipal Administrator, sealed and delivered. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress give second and third reading to By-law #1814 (vis-à-vis Appointments of the 2008 Municipal Fireguardians), and that it be signed by the Reeve and Municipal Administrator, sealed and delivered. “carried”
RESOLVED that the Council of the Rural Municipality of South Cypress give second and third reading to By-law #1815 (vis-à-vis Appointments of the 2008 Poundkeepers, Appraisers and Cemetery Sextons), and that it be signed by the Reeve and Municipal Administrator, sealed and delivered. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-law #1816, (vis-à-vis 2008 Borrowing/Overdraft Authorization @ Westoba Credit Union Ltd., Glenboro Branch). “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2007 accounts from cheque #4570 to and including cheque #5040, as submitted to Council by the Municipal Administrator. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the purchase, in fiscal year 2008, of a new 2007 Caterpillar 160H Motor Grader c/w a new Caterpillar snow wing and including a 5 year/7500 hour extended power train & hydraulics warranty, from Toromont Cat of Brandon, Manitoba, with the trade-in of a used 2003 Caterpillar 140H Motor Grader serial #AMP00367, for and at the agreed to net purchase price and as per further particulars specified in the respective sales agreement. “carried” RESOLVED that the plan of Subdivision of Land described as follows; Being part of the South East ¼ of Section 9, Township 7, Range 13W1, as shown on a drawing and being attached to an application for subdivision file #14-4187-07-4361 and being submitted by the registered owner, Mr. Derek Law; Be hereby approved by the Council of the Rural Municipality of South Cypress. Approval is given subject to the following condition: That a conditional use order be
obtained to permit the non-farm single-family dwelling site within the “A80”
zone. That a variation order be obtained reducing the minimum site area requirement on the residual parcel from 80 acres to 69 acres. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress support Manitoba Crime Stoppers by authorizing a Municipal Grant in the amount of $ 100.00. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress appoint Tom Keller for a one-year term, November 13th, 2007 to November 12th, 2008 and James B. Clark for a two-year term, November 13th, 2007 to November 10th, 2009 to the Little Souris Sub District of the Assiniboine Hills Conservation District. AND FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South Cypress appoint Travis Clark for a two-year term, November 13th, 2007 to November 10th, 2009 to the Lower Souris Sub District of the Assiniboine Hills Conservation District. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the land-surveying firm of Prairie Benchmark, Land Surveys of Brandon, Manitoba, to restore a missing survey outline monument at the North East ¼ Section 3; Township 8; Range 16 WPM, at the quoted cost of $ 520.00 plus applicable taxes; AND FURTHER BE IT RESOLVED that the Municipality make application to the Provincial Property Registry for reimbursement of 50% of the total restoration costs, under the “Survey Outline Monument Restoration Program”. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress appoint Edwin A. Berry as full-time Municipal Equipment Operator and Foreman for the Year 2008, as per terms & conditions to be specified in his year 2008 Employment Agreement. “carried”
RESOLVED that the Council of the Rural Municipality of South Cypress appoint Allan Bartram as Full-Time Municipal Equipment Operator for the Year 2008, (Gravel Truck/Loader Operator in the summer season and Snowplough Operator in the winter season), as per terms & conditions to be specified in his year 2008 Employment Agreement. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress support the Glenboro Curling club by retaining advertising space at the Club’s facility during the 2007/2008 season at a cost of $25.00. “carried” WHEREAS
in accordance with Section 163 of the Municipal Act, the Council of the Rural
Municipality of South Cypress has made an interim operating budget for all the
expenditures of the Municipality for the period January 1, 2008 until the
adoption of the annual estimates; NOW THEREFORE BE IT RESOLVED that the provisional estimates as set out in Schedule “A” be hereby approved by the Council of the Rural Municipality of South Cypress. “carried”
RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 12:30 p.m., to convene again at the next regular meeting scheduled for Tuesday, January 8th, 2008 at 8:30 a.m. “carried” |
