Minutes of the eighth regular meeting of the 2006/2007 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, June 13, 2006 at 8:30 a.m.

Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Leonard K. Plett, Walter R. Cullen, and Chief Administrative Officer, Eric Plaetinck.

Reeve Earl E. Malyon, presiding, called the meeting to order at 8:30 a.m.

During the meeting, at the time indicated, Council met with the following delegations.

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday May 8, 2007 be taken as read and approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2007 accounts from cheque #4222 to and including cheque #4285, as submitted to Council by the Municipal Administrator.

RESOLVED that the Council of the Rural Municipality of South Cypress contract the services of Bolack Mowing of Glenora, Manitoba to mow approximately 28 miles of Municipal roadsides, in Wards 4 & 5, in July of 2007, at and for the quoted rate.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize Gravier Collect Gravel Inc. of Notre Dame de Lourdes to rent, from the Municipality, a 3 acre parcel of land located at the junction of PTH #2 & PTH #18 (NW 7-7-16W) during the summer of 2007 as per terms and conditions specified on a May 30th, 2007 “Letter of Understanding”, attached hereto and forming part of this resolution.

RESOLVED that the Council of the Rural Municipality of South Cypress award an academic scholarship, in the amount of $ 200.00 for the most deserving year 2007 graduating class student from the Glenboro School who enters Post Secondary Education in Agriculture or Human Ecology or enters a recognized Community College, and also award an academic scholarship, in the amount of $200.00 for the most deserving year 2007 graduating class student from the Wawanesa School who enters Post Secondary Education in Agriculture or Human Ecology or enters a recognized Community College.

RESOLVED that the Council of the Rural Municipality of South Cypress implement a grasshopper control program during the summer 2007 whereby all required road ditches/allowances, infested with grasshoppers, will be treated with Eco Bran insecticide via ground application;

 AND FURTHER BE IT RESOLVED that the Council authorize the Glenboro-South Cypress Weed Control District to apply, this season, the said Eco Bran grasshopper bait onto required/designated Municipal ditches/road allowances, at the rate of $70.00 per hour.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize Millshof Colony Farms to bury a 6” irrigation water pipeline under the west ditch of the approximately ¾ mile of Municipal road lying between Sections 26 and 27 in Township 7, Range 15W1,

AND FURTHER BE IT RESOLVED     that all necessary work and materials be the responsibility of the applicant with the completed installation to meet the approval of the Ward Councillor.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize, jointly with the Village of Glenboro, the installation of a duct free “exterior system” air conditioner in the Municipal/Village Office;

 AND FURTHER BE IT RESOLVED that we accept the quote submitted by Hill’s Heating & Cooling of Glenboro for the supply and installation of a 12,000 BTU unit.

RESOLVED that the Council of the Rural Municipality of South Cypress conduct it’s “Board of Revision” for the 2008 Assessment Roll, on Tuesday October 9th, 2007 commencing at 10:00 a.m.

RESOLVED that the plan of Subdivision of Land described as follows;

 Being part of the N.E. ¼ of Section 3, Township 8, Range 16W1, as shown on a drawing and being attached to an application for subdivision file #14-4187-07-4299 and being submitted by Mr. Dennis Friesen on behalf of the registered owners, Dale and Karen Naismith; 

           be hereby approved by the Council of the Rural Municipality of South Cypress.

Approval is given subject to the following conditions: 

That a conditional use order be obtained to permit the non-farm single-family dwelling site within the “A80” Zone.

That the sewage disposal system conforms to Manitoba Conservation’s “Onsite Wastewater Management System – Regulation 83/2003”

That the existing livestock structures be removed from the property.

RESOLVED that the Council of the Rural Municipality of South Cypress award a grant in the amount of $100.00 to Danielle Fillion, of Glenboro, Manitoba to aid in offsetting his costs in participating in the “Encounters with Canada” program, and the respective travel and lodging costs associated with his trip to Ottawa, Ontario under the said program.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize Senior Election Official, Agnes Witherspoon, to have the Municipality’s Voters List updated once every two years, specifically commencing in the even years, e.g.: 2008, 2010, 2012, et cetera, et cetera.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the CAO, Eric Plaetinck to attend the Manitoba Municipal Administrators’ Association educational seminar, regarding “The Employment Standards Act and the Workplace Safety and Health Act” which is being held in Brandon, Manitoba on Friday June 22, 2007.

RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 12:10 p.m. to convene again at the next regular meeting scheduled for Tuesday, July 10th, 2007 at 8:30 a.m.
