Minutes of the fifth regular meeting of the 2006/2007 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, March 13, 2006 at 9:00 a.m. Present at the Meeting: Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Leonard K. Plett, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, presiding, called the meeting to order at 9:05 a.m. During the meeting, at the time indicated, Council met with the following delegations;

that the minutes of the last regular meeting of Council held on Tuesday February
13, 2007 be taken as read and approved, all statutory requirements having been
fulfilled. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2007 accounts from cheque #4026 to and including cheque #4064, as submitted to Council by the Municipal Administrator. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress set the following hours of operation for the Stockton Ferry during the 2007 season:
The Ferry will be closed each day
between the hours of 12:30 p.m. to 1:30 p.m. and 8:00 p.m. to 8:30 p.m. and from
midnight to 6:00 a.m. “carried” RESOLVED
that the Council of the Rural Municipality of South Cypress authorize the
payment of $ 9,000.00 to the Glenboro-South Cypress Fire Board, representing
approximately 50% of the anticipated requirement for the Municipality’s 2007
Tax Levy for the Fire Department. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize all Council Members, so able to attend,
to partake at the Tiger Hills Conservation District’s 6th Annual
General Meeting to be held in Glenboro, Manitoba on Thursday March 15th,
2007. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress appoint Councillor Leonard K. Plett to replace
Reeve Earl E. Malyon, as Municipal representative on the Western Manitoba
Regional Library for the term March 13th, 2007 to November 13th,
2007. “carried” RESOLVED that the plan of Subdivision of Land described as follows; Being part of the N.W. ¼ of Section 12, Township 7, Range 14W1, as shown on a drawing and being attached to an application for subdivision file #14-4187-06-4277 and being submitted by the registered owners, Theodore and Marian Jonsson; Be hereby approved by the Council of the Rural Municipality of South Cypress. Approval is given subject to the following condition: 1. That a conditional use order be obtained to permit the non-farm single- family dwelling site within the “A80” Zone. “carried” “carried” RESOLVED that the Council of the Rural Municipality of South Cypress accept the year 2007 Budget of the Western Manitoba Regional Library requiring a year 2007 levy from the R. M. South Cypress of $ 7.50 per capita, amounting to a total of $6,157.50. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress support Sport Manitoba’s Westman Region Kidsport Committee in their ongoing “Kidsport” program whereby funding is provided to financially disadvantaged children in the Westman area so they may be able to participate in Community sports, AND FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South Cypress authorize a 2007 Municipal grant in the amount of $150.00 to aid in augmenting the Sport Manitoba Westman Region’s Kidsport Trust Fund. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress renew its Certificates of Insurance coverage for the period April 1, 2007 to April 1, 2008 under the A.M.M. Municipal General Insurance Program thru the Insurance Brokerage Firm of Hayhurst Elias Dudek Inc. and thereby pay the respective premium of $26,494.00 (reflecting a 5% decrease from the 2006 premium) which is based on coverage and values specified in certificate number AMM036, dated February 23, 2007. “carried” WHEREAS a number of community “not-for-profit” organizations acquire liability insurance coverage under the Rural Municipality of South Cypress’ policy under the A.M.M. Municipal General Insurance Program thru the insurance brokerage firm of Hayhurst Elias Dudek Inc. AND WHEREAS an annual blanket
premium is levied to the Municipality based solely on the population of the
Municipality/Community; NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress authorize the proportioning of the 2007/2008 Liability Insurance Premium in the following manner: 50% of the total 2007/2008 Liability Insurance Premium shall be the responsibility of the Rural Municipality of South Cypress; The remaining 50% of the total
2007/2008 Liability premium shall be shared equally amongst the seven
not-for-profit organizations obtaining their liability insurance under the
Municipality’s 2007/2008 policy. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize, Reeve Earl E. Malyon to attend the 15th Annual Manitoba Rural Forum 2007, which is to be held in the Keystone Centre in Brandon, Manitoba on April 26 & 27, 2007. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress accept the year 2007 Budget of the Glenboro Cemetery Committee requiring a year 2007 Levy from the Rural Municipality of South Cypress, amounting to a total of $1,750.00. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 1:05 p.m., to convene again for a special meeting (Fiscal Year 2007 Budget) scheduled for Monday, April 2, 2007 at 9:00 a.m. “carried” |
