Minutes of the seventh regular meeting of the 2006/2007 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, May 8, 2007 at 8:30 a.m.

Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Leonard K. Plett, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck.

Reeve Earl E. Malyon, presiding, called the meeting to order at 8:30 a.m.

During the meeting, at the time indicated, Council met with the following delegations and held the noted public hearing.

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday April 10, 2007 be taken as read and approved, all statutory requirements having been fulfilled. 

                                                                                    “carried”

 

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2007 accounts from cheque #4160 to and including cheque #4221, as submitted to Council by the Municipal Administrator.

RESOLVED that the Council of the Rural Municipality of South Cypress give second and third reading to By-law #1808 (vis-à-vis School and Municipal Property Tax Levy for fiscal year 2007) and that it be signed by the Reeve and Municipal Administrator, sealed and delivered.

RESOLVED that the Council of the Rural Municipality of South Cypress become a member of the Assiniboine Municipal Health Committee and thereby pay the respective membership fee of $ 100.00.

RESOLVED that the Council of the Rural Municipality of South Cypress sponsor the Glenboro U.C.T. 2007 Bike Rodeo, being held on June 12th, 2007 at the Glenboro School, by authorizing a Municipal grant in the amount of $ 25.00 for the purchase of a new bicycle helmet.

RESOLVED that the Council of the Rural Municipality of South Cypress fully support the application of Parks Route Inc. to the Southwest Regional Development Corporation for grant funding to assist with their marketing plan as agreed to at the Annual General Meeting held on April 25th, 2007.

 AND FURTHER BE IT RESOLVED that the Rural Municipality of South Cypress’ financial commitment of $200.00, be reflected through the Glenboro Community Development Corporation’s membership fee to the Parks Route.

 RESOLVED that the Council of the Rural Municipality of South Cypress grant $125.00 to the Cypress River Agricultural Society to aid in its staging of their 112th Annual Exhibition which is to be held on July 21st & 22nd, 2007.

At a Public Hearing held at 11:00 a.m., in regard to Conditional Use Application #CU05-07-SC, the only representation which was made was by the applicant, Tanya Drinkwater.

 UNDER THE PLANNING ACT 

CONDITIONAL USE ORDER NO: CU05-07-SC

 WHEREAS Trevor and Tanya Drinkwater the owner of the property legally described as Pt.. of the SW ¼ Section 2-8-14WPM and located at approximately 4 ½ miles north of Glenboro in the R. M. of South Cypress for approval of a Conditional Use Order under Zoning By-Law No. 1485 Part IV, Section 6, Table IV-I, in order to: 

Allow the creation of camping sites in the “A80” agricultural district. 

And after careful consideration of the application and any representation made for or against it, the Council of the R. M. of South Cypress in a meeting duly assembled on the 8th day of May AD., 2007.

 Approved the said application

 Approval is given subject to the following conditions:

 Approval shall expire if no acted upon within 12 months of the date of making.

 RESOLVED that the Council of the Rural Municipality of South Cypress enter into an agreement with the Government of Manitoba, Village of Glenboro, R. M. of Strathcona and R. M. of Argyle for the continued operation of the Spruce Lakes Recreation District; 

AND FURTHER BE IT RESOLVED that this agreement shall expire on March 31, 2010.

                                                                                     “carried”

 

 WHEREAS Canada has yet to properly honour, in a suitable location that is always accessible to the public, the names of all of our fallen in the Wars and Peacekeeping; 

AND WHEREAS over 115,000 fallen have their graves in seventy-three countries and hundreds of cemeteries; 

AND WHEREAS their remains, by-law, cannot be repatriated to Canada; 

AND WHEREAS we must create a suitable national shrine to our fallen; 

AND WHEREAS proper recognition will show our gratitude and respect for their sacrifice; 

THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress request that the Government of Canada enact private members Bill C-417, the Canadian Soldiers’ and Peacekeepers Memorial Wall Act.

  WHEREAS fall swath grazing has become a popular and accepted practice among cattle farmers;

 AND WHEREAS it is both accepted and promoted by the Manitoba Department of Agriculture;

AND WHEREAS wildlife i.e. elk and deer can cause severe damage to said swath;

 THEREFORE BE IT RESOLVED that the AMM lobby the Provincial Government to have the accepted practice covered under the Wildlife Damage Section of the Manitoba Crop Insurance Act.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize all Council Members and the Chief Administrative officer to attend the Association of Manitoba Municipalities Western District Meeting being held in Boissevain, Manitoba on Wednesday June 13th, 2007. 

                                                                                    “carried”

  

WHEREAS there is a large population of wildlife developing in the province;

 AND WHEREAS this population needs to be more effectively managed;

 AND WHEREAS increasing wildlife numbers are causing increasingly high depredation i.e. herds of deer and elk numbering 80-175 to agricultural production;

 THEREFORE BE IT RESOLVED that the AMM lobby the Provincial Government to encourage Manitoba Conservation to manage wildlife numbers so they are not causing undo hardships to agricultural producers.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the office staff to attend the Manitoba Municipal User Group Annual General Meeting and Conference being held in Portage la Prairie, Manitoba on June 14th and 15th, 2007.

RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 11:50 a.m., to convene again at the next regular meeting scheduled for Tuesday, June 12, 2007 at 8:30 a.m.
