Minutes of the twelfth regular meeting of the 2006/2007 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, October 9, 2007 at 8:30 a.m.


Present at the meeting: Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Leonard K. Plett, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck.

 Reeve Earl E. Malyon, presiding, called the meeting to order at 8:35 a.m.

 During the meeting, at the time indicated, Council met with the following delegations.

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday September 11, 2007 be taken as read and approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of the Rural Municipality of South Cypress give second and third reading to By-Law #1811 (vis-à-vis the establishment and participation in the Assiniboine Hills Conservation District) and that it be signed by the Reeve and Municipal Administrator, sealed and delivered.

RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-Law #1812 (Re: 2007/2008 Council members indemnity, remuneration and compensation).

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2007 accounts from cheque #4438 to and including cheque #4500, as submitted to Council by the Municipal Administrator.

RESOLVED that the Council of the Rural Municipality of South Cypress contract the services of F. Kozak & Sons Ltd. of Neepawa, Manitoba to crush and stockpile 15,000 cubic yards of ¾” road gravel at the Craig Bell gravel pit (SW ¼ 10-8-16W) for the quoted/agreed to price.

 

AND FURTHER BE IT RESOLVED THAT the crushing of the said 15,000 cubic yards of gravel be undertaken in the Fall of 2007 or in the Spring of 2008, at the contractors choice/convenience, and accordingly billing and payment of same be deferred to July 1, 2008.

RESOLVED that the Council of the Rural Municipality of South Cypress accept and approve Manitoba Hydro’s request for a proposed route alignment change to the Southern Manitoba Optical Cable System as outlined in their letter of September 18, 2007 and as further detailed on their accompanying project route drawings.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the Cypress Planning District to contract the services of Datalink Mapping Technologies to enhance the recently developed computerized mapping system for the Rural Municipality of South Cypress by adding GPS references and civic addressing data to the said mapping program at a cost of approximately $1,000.00.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the total payment of $2,226.00, to the Glenboro – South Cypress Weed Control District, for 30 hours of labour services and equipment time provided in the applying of 480 kgs of Eco-Bran grasshopper bait onto 336 acres of designated Municipal roadside ditches, required in the control of grasshoppers during the 2007 season.

RESOLVED that the Council of the Rural Municipality of South Cypress award a grant in the amount of $ 50.00 to the Cypress River Community club to aid in offsetting the costs associated with their hosting of the Volunteer Appreciation Night, which is to be held on Friday November 2nd, 2007.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize Reeve Earl E. Malyon and Councillors John S. Hamilton and Walter R. Cullen to attend the 28th Annual Provincial Recreation Conference for Community Volunteers, which is to be held in Brandon, Manitoba on November 2nd – 4th, 2007.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize all members of Council and the Chief Administrative Officer to attend the Association of Manitoba Municipalities 9th Annual Convention which will be held in Brandon, Manitoba on November 26 - 29, 2007.

RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 12:30 p.m., to convene again for our 2007/2008 Inaugural Meeting scheduled for Tuesday November 13th, 2007 at 8:30 a.m.
