Minutes of the eleventh regular meeting of the 2006/2007 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, September 11, 2007 at 8:30 a.m. Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Leonard K. Plett, Walter R. Cullen, and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, presiding, called the meeting to order at 8:30 a.m. During the meeting, at the time indicated, Council met with the following delegations. Edwin Berry } Municipal Equipment Operators’ Allan Bartram } Monthly Work Progress Report & - 9:40 a.m. Paul Wilton } Upcoming Month Work Schedule Cpl. J. St. Pierre } 2007 – 2nd Quarter Police Report - 10:40 a.m. John McEntee } Various Planning Matters - 11:25 a.m. RESOLVED that the minutes of the last regular meeting of Council held on Tuesday August 14, 2007 be taken as read and approved, all statutory requirements having been fulfilled. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2007 accounts from cheque #4394 to and including cheque #4437, as submitted to Council by the Municipal Administrator. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress give second and third reading to By-law #1809 (Vis-à-vis the Municipality’s Rules of Procedure) and that it be signed by the Reeve and Municipal Administrator, sealed and delivered. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress give second and third reading to By-law #1810
(Vis-à-vis the Municipality’s Organizational Structure) and that it be signed
by the Reeve and Municipal Administrator, sealed and delivered. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-law #1811 (Vis-à-vis the Establishment and Participation in the Assiniboine Hills Conservation District). “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the rental of a used Valtra 8550 Tractor, Serial # G12213, from H & L Motors Ltd. of Glenboro, Manitoba, which is to be used in conjunction with the fall Municipal roadside mowing program; AND FURTHER BE IT RESOLVED that the Municipality shall only be responsible for fuel, regular maintenance and insurance during that time which the tractor is being used by the Municipality. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize all Council Members to attend the
Assiniboine Regional Health Authority’s Community Stakeholders Meeting, which
is to be held in Glenboro, Manitoba on Monday, November 5th, 2007. “carried” RESOLVED
that the Council of the Rural Municipality of South Cypress together with the
Council of the Village of Glenboro share in the cost of providing a “one
time” $1,000.00 employment supplement to incoming Glenboro Hospital
Laboratory/X-ray Technician, to assist her in offsetting associated employment
training and commuting costs. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress acknowledge and accept notification from the City
of Brandon Fire Department that the enhanced 911 service fee for the year 2008
for the Municipality will be set at $2.90 per capita, which remains unchanged
from 2007. “carried” RESOLVED that the Property Assessments as listed under Schedule “B” and “D” be added to the R. M. of South Cypress’ 2007 Assessment Roll under the Authority of Section 321(1) of the Municipal Act; AND FURTHER BE IT RESOLVED that the additional taxes thereon as set out in Schedule “C” and “E” be added to their respective property within the Rural Municipality of South Cypress, as added taxes for year 2007 under the Authority of Section 321(1) of the Municipal Act. “carried” WHEREAS the Public Sector Accounting
Board of the Canadian Institute of Chartered Accountants has recently issued new
standards that will require all local Governments in the Province of Manitoba to
record tangible capital assets on their statement of financial position and
amortization of same; AND WHEREAS these new requirements will
come into effect on January 1, 2009; AND WHEREAS a significant amount of
additional time and effort will need to be spent by the current Municipal
Administrative Staff in order to comply with these requirements by the effective
date; NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress together with the Council of the Village of Glenboro authorize that the employment of the Accounting/Administrative Clerk be increased from part time employment (28 hours/week) to full time employment (35 hours/week), at the applicable current rate of pay, commencing from Monday October 1, 2007 to Friday December 21, 2007. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize Eric Plaetinck to attend the Manitoba Intergovernmental Affairs hosted training seminar regarding the Public Sector Accounting Board’s Tangible Capital Assets Program, which is to be held in Brandon, Manitoba on Thursday September 20, 2007. “carried” RESOLVED that the Rural Municipality of
South Cypress jointly with the Village of Glenboro host the Manitoba Municipal
Administrators Association District 2 Meeting, which is to be held at Glenboro,
Manitoba on Thursday September 20, 2007 and thereby authorize the sharing of the
associated costs in staging the meeting. AND FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South Cypress authorize the closing of the Municipal/Village office for the said day so as to enable the Municipal Administrative Staff to attend same. “carried”
RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 11:55 a.m., to convene again at the next regular meeting scheduled for Tuesday, October 9th, 2007 at 8:30 a.m. “carried” |
