Minutes of the sixth regular
meeting of the 2007/2008 Council of the Rural Municipality of South Cypress held
in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on
Tuesday, April 8, 2008 at 8:30 a.m. Present at the meeting, Reeve Earl E.
Malyon, Councillors Leonard J. Berry, Lloyd E. Coates, Leonard K. Plett, Walter
R. Cullen and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, presiding, called
the meeting to order at 8:30 a.m. During the meeting, at the time indicated, Council conducted the noted Public Hearing and also met with the following delegations. Edwin Berry } Municipal Equipment Operators Allan Bartram } Monthly Work Progress Report John McEntee } Various Planning Matters Public Hearing } 2008 Municipal Financial Plan RESOLVED that the minutes of the last
regular meeting of Council held on Tuesday, March 11th, 2008 and
minutes of a special meeting held on Tuesday, April 1st, 2008 be
taken as read and approved, all statutory requirements having been fulfilled. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2008 accounts from cheque #5213 to and including cheque #5262, as submitted to Council by the Chief Administrative Officer. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize Manitoba Transportation & Government Services, in the spring of 2008, to apply a dust control product (approximately 2,400 litres of calcium chloride) onto 1,475 feet length of Provincial Road #530, along the Hamlet of Treesbank, AND FURTHER BE IT RESOLVED THAT the total cost of this application, estimated a $450.00, be paid by the Municipality, AND FURTHER BE IT RESOLVED THAT
the Rural Municipality of South Cypress accepts no responsibility for the
effectiveness of the dust control chemical. “carried”
RESOLVED that the Council of the Rural
Municipality of South Cypress authorize seasonal grader operator, Paul Wilton,
to commence his 2008 season employment on Monday, April 14, 2008. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize Municipal Equipment Operators Edwin
Berry, Allan Bartram and Paul Wilton to attend the Association of Manitoba
Municipalities Trade Show, which is being held in Brandon, Man. on Wednesday
April 16th, 2008. “carried” Resolved that the Council of the Rural Municipality of South Cypress contract the services of Waste Management of Brandon, Manitoba to supply and place a 3 cubic yard steel container and a 6 cubic yard container at an appropriate site at Norbert’s Manufacturing and the Hamlet of Stockton, Manitoba respectively for the collection of recyclable wastes. AND FURTHER BE IT RESOLVED that the recyclable materials deposited therein be picked-up and hauled to Brandon on a weekly basis, by Waste Management. AND FURTHER BE IT RESOLVED that the costs associated with this service be as follows; A one time container delivery and set up charge of approximately $70.00 per container The monthly service and rental fee for the use and emptying of the said containers to be $124.92 per month “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the Pelican Lake Round Table to place a
moveable 8’ x 8’ community advertisement sign, at appropriate location on
the Municipality’s vacant lot at the junction of PTH #2 & PTH #18. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress renew its Certificates of Insurance coverage for the period April 1, 2008 to April 1, 2009 under the A.M.M. Municipal General Insurance Program thru the Insurance Brokerage Firm of Hayhurst Elias Dudek Inc. and thereby pay the respective premium, which reflects a 35-50% increase from the 2007 premium, that will be based on coverage and values specified in certificate number AMM036. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress donate, in fiscal year 2008, $ 3,000.00 to the
Wawanesa and District Fire Department to aid in finalizing their purchase of a
rapid response fire truck; AND FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South Cypress authorize that the funds required for the said donation be transferred out of the Northfield School Municipal Well reserve account. “carried” At a Public Hearing held at 11:30 a.m. in regard to the Rural Municipality of South Cypress’ 2008 Financial Plan, there was no representation made by the public. RESOLVED that Council adopt the
Financial Plan of the Rural Municipality of South Cypress for Fiscal Year 2008
and the proposed Capital Expenditures for the Rural Municipality of South
Cypress for the years 2009 to and including 2013, as presented at today’s
public hearing, a copy of which is attached hereto and marked as Schedule
“A”. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress give first reading to By-law #1818 (Vis-à-vis the
Schools and Municipal Tax Levy for fiscal year 2008). “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize, jointly with the Village of Glenboro, the purchase and installation of a 6’ x 7’ all weather door and window unit for the north entrance of the Municipal/Village office; AND FURTHER BE IT RESOLVED that we purchase a suitable insert unit from a supplier with the most favourable cost price and delivery arrangements; AND FURTHER BE IT RESOLVED that
the services of a readily available local carpenter, with the most favourable
price, be contracted to install same as soon as possible. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize Chief Administrative Officer, Eric
Plaetinck to attend the 77th Annual Conference of the Manitoba
Municipal Administrators Association Inc. being held in Brandon, Manitoba on
April 28 –30, 2008. “carried” WHEREAS the Council of the Rural
Municipality of South Cypress has decided to redistribute $10,000.00 from its
year 2008 share of funds it receives from the Provincial Government’s VLT
revenues, to aid local non-profit organizations with capital projects; NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress award the following community organizations the noted grants to assist with purchase and/or improvement projects they will be undertaking;
“carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the office staff to attend the Manitoba Municipal User Group Annual General Meeting and Conference being held in Portage la Prairie, Manitoba on June 5th and 6th, 2008. “carried”
RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 12:15 p.m., to convene again at the next regular meeting scheduled for Tuesday, May 13th, 2008 at 8:30 a.m. “carried” |
