Minutes of the tenth regular meeting of the 2007/2008 Council of the Rural Municipality of South Cypress held in the Municipal/Village Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, August 12th, 2008 at 8:30 a.m.

 Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Leonard K. Plett, Walter R. Cullen and Chief Administrative Officer Eric Plaetinck.

 Reeve Earl E. Malyon presiding, called the meeting to order @ 8:30 a.m.

 During the meeting, at the time indicated, Council met with the following delegations:

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday July 8, 2008 be taken as read and approved, all statutory requirements having been fulfilled. 

                                                                                    “carried” 

 

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2008 accounts from cheque #5464 to and including cheque #5489, as submitted to Council by the Municipal Administrator.

                                                                                     “carried”

  

WHEREAS, Mr. Edwin A. Berry, after 31 years of dedicated service as equipment operator of the Rural Municipality of South Cypress, has given notice of his employment retirement; 

NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress accept, with regret, Mr. Berry’s resignation as Municipal equipment operator/foreman effective September 26th, 2008.

RESOLVED that the Council of the Rural Municipality of South Cypress contract the services of Notre Dame Used Oil & Filter Depot of Notre Dame, Manitoba to provide the necessary services required in acting as the registered carrier for used oil, used oil filters and used oil containers deposited at the Glenboro-South Cypress EcoCentre, as per rates and conditions specified in the July 8th, 2008 to July 8th, 2011 services agreement dated July 8th, 2008.

Resolved that we appoint Walter Cullen to act as contact person, in representing the Rural Municipality of South Cypress, in receiving information from the Red River Basin Commission.

WHEREAS the Canada Post Corporation Strategic Review, which was launched by the Federal Government on April 21, 2008, is looking at deregulating our public post office (ie: reducing or removing Canada Post’s exclusive privilege on letters);

 

AND WHEREAS it will become increasingly difficult for our public post office to provide affordable service to everyone, no matter where they live if the government erodes or eliminates the very mechanism that funds universal postal service – the exclusive privilege;

 

AND WHEREAS postal deregulation in other countries has led to post office closures, less service, fewer jobs and higher postal rates for the public and small businesses;

 

AND WHEREAS the government is not holding public hearings as part of its strategic review or adequately consulting with the real owners of the post office – the public;

                                      

                                       NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress send a letter or submission to the Canada Post Corporation Strategic Review opposing deregulation of Canada Post and insisting that the government hold public hearings and properly consult with the true owners of Canada Post – the public.

WHEREAS “Agriculture in the Classroom – Manitoba Inc.” is a non-profit organization dedicated to delivering curriculum-based programs to Manitoba Schools to help teach the importance of agriculture in our Province. 

NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress support “Agriculture in the Classroom – Manitoba Inc.” by renewing its membership with the said organization at the supporter level of $150.00 for the year 2008.

RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 12:05 p.m., to convene again at the next regular meeting scheduled for Tuesday, September 9th, 2008 at 8:30 a.m.
