Minutes of the third regular meeting of the 2007/2008 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Avenue, Glenboro, Manitoba, on Tuesday, January 8, 2008 at 8:30 a.m. Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Leonard K. Plett, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, presiding, called the meeting to order at 8:35 a.m. During the meeting, at the time indicated, Council met with the following delegations:

regular meeting of Council held on Tuesday December 11, 2007 be taken as read
and approved, all statutory requirements having been fulfilled. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2007 accounts from cheque #5041 to and including cheque #5093, as submitted to Council by the Municipal Administrator. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2008 accounts from cheque #5120 to and including cheque #5128, as submitted to Council by the Municipal Administrator. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress give second and third reading to By-law #1816, (Vis-à-vis Borrowing and/or Overdraft Authorization @ Westoba Credit Union Ltd., Glenboro Branch), and that it be signed by the Reeve and Municipal Administrator, sealed and delivered. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-law #1817 (Vis-à-vis Appointment of 2008 Chief Administrative Officer). “carried” RESOLVED that the Council of the Rural Municipality of South Cypress accept and approve the recommendations/decisions presented/made by the Glenboro-South Cypress Administrative Office/Staff Consolidation “Steering Committee” as fully detailed in their January 3rd, 2008 meeting minutes. “carried” WHEREAS it is deemed that providing custom work services with Municipal equipment on an “as requested – as available” basis at “above cost” rates to Municipal ratepayers and residents has been most beneficial to the Municipality and its ratepayers; NOW THEREFOR BE IT RESOVED that the Council of the Rural Municipality of South Cypress offer, to its ratepayers and residents, Municipal custom work services, in the year 2008, specifically; gravel hauling, grading, bulldozing, mowing and snow clearing; AND FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South Cypress adopt the noted rental rates and conditions for the year 2008, for specified Municipal equipment, labour and aggregate materials; AND FURTHER BE IT RESOLVED that the said rates be revisited if and when fuel prices significantly increase. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress grant the Tiger Hills Arts Association office space within the Municipal office building during the period September 1, 2008 - September 1, 2009; AND FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South Cypress value this gift-in-kind at $1,200.00. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of $2,500.00 to the Glenboro Gaiety Theatre representing the full requirement of the Municipality’s 2008 Theatre levy. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize Keller & Sons Farming Ltd. Of Carberry, Manitoba to install and bury at an appropriate depth, water irrigation pipelines in/under the Municipal road ditches (east side) lying adjacent to Section 19 and the SW ¼ of Section 30; Township 8; Range 16 WPM and also to cut through and bury an irrigation waterline under the Municipal roads between Section 18 and 19; Township 8; Range 16WPM and between Section 18; Township 8; Range 16WPM and Section 13; Township 8; Range 17WPM, AND FURTHER BE IT RESOLVED that
all necessary installation work and materials be the responsibility of the
applicant with the completed installation to meet the approval of the Ward
Councillor and furthermore that the applicant, as may be prescribed by the
Municipality, be required to repair, maintain, relocate and improve such
irrigation pipeline in a safe and workmanship fashion all which shall be at the
sole and exclusive cost of the applicant. AND FURTHER BE IT RESOLVED that said installation approval be subject to the condition that the applicant, at his cost, attend to in due course, duly executed easements and respective signage for the affected roads. “carried” WHEREAS the Council of the Rural Municipality of South Cypress has duly appointed Mr. Paul Wilton, as a seasonal Municipal Grader Operator; NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress authorize Mr. Wilton to commence his employment for the 2008 season at the call of the Council, a 50 hour work week and as per further terms and conditions to be specified in his 2008 employment agreement. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress appoint Mr. Jim Harp of Cypress River, Manitoba as operator of the Stockton Ferry for the 2008 Season, as per terms and conditions to be specified in his 2008 employment agreement; AND FURTHER BE IT RESOLVED THAT Mr. Harp’s term of employment commence in the spring, 2008, at the call of Council, for a continuous period (7 days work/on call per week; 16.5 hours work/on call per day) until freeze up in the Fall of 2008. “carried” RESOLVED
that the Council of the Rural Municipality of South Cypress authorize the
immediate payment of $4,219.22 to the Glenboro Veterinary District Service
Board, representing 50% of the requirement for the Municipality’s 2008 tax
levy for the said Veterinary District. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress endorse the planned actions by the Tiger Hills Conservation District in partnership with Tri-Lake Trail Busters in their clearing, with its trail groomer, a snowmobile trail this winter through the Glenboro Marsh from P.T.H. #5 West to the low level crossing at the East ½ of Section 34; Township 6; Range 15 WPM, so as to promote the timely and enhanced movement of water from the marsh during the spring runoff. “carried” RESOLVED that the Rural Municipality of
South Cypress renew its membership with the following organizations and thereby
authorizes payment of the respective 2008 membership fee: Association of Manitoba Municipalities Federation of Canadian Municipalities Manitoba Municipal Administrators Association Glenboro Community Development Corporation Manitoba Good Roads Association Hudson Bay Route Association Burrough of The Gleann Museum “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the sale of its Municipal land ownership maps at the following rates during the year 2008: 1”/Mile Coloured - $ 20.00 per map (includes all taxes) 1”/Mile Black & White - $ 14.00 per map (includes all taxes) “carried” RESOLVED that the Council of the Rural Municipality of South Cypress, jointly with the Council of the Village of Glenboro set the following rates for photocopying with the Village/Municipal office photocopier during the year 2008: Ratepayers/Residents - $ 0.15 cents per copy Clubs/Organizations - $ 0.15 cents per copy Non-Ratepayers - $ 0.25 cents per copy AND FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South Cypress jointly with the Village of Glenboro set the rate of $0.50 per page for each page faxed, to a Canadian or American Destination with the Municipality’s/Village’s fax machine during the year 2008. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress award a grant in the amount of $ 714.00 to the Wawanesa – Oakland Community Development Corporation to aid in offsetting its operational costs associated with Wawanesa Community promotional activities during the year 2008. “carried”
RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 12:20 p.m., to convene again at the next regular meeting scheduled for Tuesday, February 12th, 2008 at 8:30 a.m. “carried” |
